เอกสารวิจัยฉบับนี้มีวัตถุประสงค์เพื่อศึกษาแนวคิด ทฤษฎีและผลงานวิจัยที่เกี่ยวข้องกับ
องค์กร (Organization) และการพัฒนาองค์กร (Organization Development) ศึกษาแนวคิด รูปแบบ
ในการพัฒนาระบบงานค้นหาและกู้ภัยในอุทยานแห่งชาติ ของกรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช
เพี่อหาแนวทางใน การเพิ่มประสิทธิภาพการปฏิบัติงานและหนทางในการพัฒนาระบบงานดังกล่าวให้มี
มาตรฐานสากลในการที่จะ ผ่านเกณฑ์การประเมินของคณะที่ปรึกษาด้านการค้นหาและกู้ภัยระหว่าง
ประเทศ (INSARAG) โดยมี วิธีด าเนินการวิจัยเป็นการวิจัยเชิงคุณภาพ (qualitative research)
ประกอบด้วย การวิจัยเชิงเอกสาร (documentary research) ทั้งที่เป็นเอกสารทางวิชาการ เอกสาร
ทางราชการ การค้นคว้าทางสื่อ เทคโนโลยีสารสนเทศที่เกี่ยวข้องกับงานวิจัย และการสัมภาษณ์เชิงลึก
(in-depth interview) ผู้ทรงคุณวุฒิ และบุคคลที่มีความส าคัญหรือมีส่วนเกี่ยวข้องกับการพัฒนา
ระบบงานค้นหาและกู้ภัยในอุทยานแห่งชาติ ของกรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช ท าให้ได้
ข้อมูลในหลายมิติ ที่เป็นข้อเท็จจริงในการปฏิบัติงาน โดยตรวจสอบคุณภาพข้อมูลที่ ได้ พิจารณาจาก
ข้อมูลจากแหล่งที่มา เจ้าของผลงานหรือผู้เขียน เจ้าหน้าที่หรือหน่วยงานที่เกี่ยวข้องกับ เอกสาร ประเมิน
ความน่าเชื่อถือของข้อมูลและการยอมรับเป็นส่วนรวม โดยผู้ท าวิจัย ผู้ที่มีประสบการณ์ เชี่ยวชาญ
อาจารย์ที่ปรึกษาเอกสารวิจัย และอาจารย์ผู้รับผิดชอบเอกสารวิจัย พบว่าข้อมูลมีคุณภาพเป็นที่ ยอมรับ
เชื่อถือได้ สามารถน าไปวิเคราะห์และจัดระบบความรู้ได้ซึ่งจากการวิเคราะห์และจัดระบบความรู้ ท าให้
เห็นภาพการเชื่อโยงข้อมูลในส่วนที่สัมพันธ์สอดคล้องกันและความเป็นไปได้ในการน าไปปฏิบัติโดยประยุกต์ใช้
แนวคิดทฤษฎีที่เกี่ยวข้องกับองค์การและการจัดการ เพื่อการแก้ไขปัญหาและได้เป็นแนวทางการพัฒนา
ระบบงานค้นหาและกู้ภัยในอุทยานแห่งชาติ ของกรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช 6 ด้าน
ได้แก่1) แนวทางการพัฒนาโครงสร้างองค์กรและการบริหารจัดการ 2) แนวทางการพัฒนาความเชี่ยวชาญ
ระดับนานาชาติของบุคลากร 3) แนวทางการพัฒนาเทคโนโลยี 4) แนวทางการพัฒนาระบบงบประมาณ
5) แนวทางการพัฒนาวินัย เพิ่มแรงจูงใจ และความพร้อมของบุคคลกร ของชุดค้นหาและกู้ภัยในอุทยาน
แห่งชาติของกรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช 6) แนวทางการพัฒนาเครือข่ายการมีส่วนร่วม
ด้านการค้นหาและกู้ภัยในอุทยานแห่งชาติ ซึ่งแนวทางดังกล่าวทั้ง 6 ด้าน จะเป็นหนทางในการพัฒนา
ระบบงานค้นหาและกู้ภัยในอุทยานแห่งชาติ ของกรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช ให้มีประสิทธิภาพ
ทัดเทียมกับนานาชาติตามมาตรฐาน ขององค์การสหประชาชาติ(United Nations) ต่อไป

Abstract
Title : Development guidelines of search and rescue system in national parks under the
Department of National Parks Wildlife and Plants Conservation

This research paper has objectives of reviewing the concepts, theories, and
research findings relevant to organization and organizational development; and studying the
concepts and patterns for development of Search and Rescue System in National Parks
under the Department of National Parks, Wildlife and Plant Conservation (DNP) with a view
to develop guidelines for enhancing the effectiveness of the operation, as well as ways and
means to improve such Search and Rescue System to comply with international standards
and meet with evaluation criteria of the International Search and Rescue Advisory Group
(INSARAG). The methodology used in this research is qualitative research, comprising:
documentary research from technical papers and official documents; research from media
and information technology sources relevant to the topic; and in-depth interview with
professionals and people that are important or have involved in development of Search and
Rescue System in National Parks under the DNP. As a result, information could be obtained
with different dimensions from actual implementation. From assessing the quality of the
information; considering the information source, authors/owners, officials/agencies relevant
to the documents; and evaluation of the reliability and overall acceptability of the
information, the researcher, experienced persons, experts, research advisor, and instructor
responsible for this research paper found that the information has acceptable and reliable
quality and could be used for further analysis and knowledge management. The analysis
and knowledge management reveal linkages of information in associated parts and the
possibility for implementation by applying organization and administration concepts in order
to solve problems and serve as guidelines for development of Search and Rescue System in
National Parks under the DNP. These include: 1) Guidelines for improvement of organizational structure and administration; 2) Guidelines for staff development toward international-level
expertise; 3) Guidelines for technology development; 4) Guidelines for budget development;
5) Guidelines for development of discipline, motivation and readiness of staff of Search and
Rescue Team in National Parks under the DNP; and 6) Guidelines for development of
participatory network for Search and Rescue in National Parks. Such guidelines covering six
aspects would pave the way toward further development of Search and Rescue System in
National Parks under the DNP to be as effective as the international in accordance with the
United Nations standards.
