ปัจจุบันปัญหาขยะมูลฝอยเป็นปัญหาสำคัญที่ก่อให้เกิดผลเสียมากมาย ไม่ว่าจะเป็นด้าน
สิ่งแวดล้อม ด้านเศรษฐกิจ รวมถึงส่งผลต่อการดำเนินชีวิตของประชาชน ดังนั้นปัญหาขยะมูลฝอยจึง
เป็นปัญหาที่ทุกภาคส่วนต้องร่วมมือกันแก้ไข ทางภาครัฐจึงได้จัดทำแผนปฏิบัติการจัดการขยะมูลฝอย
ชุมชน “จังหวัดสะอาด” ภายใต้แผนแม่บทการบริหารจัดการขยะมูลฝอยของประเทศเพื่อเป็นแนวทาง
ให้หน่วยงานต่าง ๆ ดำเนินการในการจัดการขยะมูลฝอย
งานวิจัยนี้มีจุดประสงค์เพื่อศึกษาแนวทางการจัดการขยะมูลฝอยของกองทัพน้อยที่ ๓ โดย
ศึกษาจากเอกสาร การลงพื้นที่สำรวจ รวมถึงการสัมภาษณ์เชิงลึก โดยแบ่งกลุ่มสัมภาษณ์ออกเป็น ๓
กลุ่ม ได้แก่ผู้เชี่ยวชาญและเจ้าหน้าที่ที่เกี่ยวข้องกับการจัดการขยะมูลฝอย ผู้บังคับบัญชา และหัวหน้า
ห้องแถวผู้เป็นตัวแทนกำลังพลและครอบครัวของกองทัพน้อยที่ ๓
ผลวิจัยชี้ให้เห็นว่าองค์ประกอบของขยะมูลฝอยส่วนมากที่พบคือเศษอาหาร พลาสติก และ
กระดาษ ตามลำดับ ดังนั้นการจัดการขยะมูลฝอยจึงควรเน้นไปที่การทำปุ๋ยหมักเพื่อกำจัดเศษอาหาร
และนำขยะรีไซเคิลอย่างพลาสติกและกระดาษมาใช้ประโยชน์โดยการแปรรูปหรือนำไปขายเพื่อนำเป็น
ทุนต่อไป ในส่วนของความรู้ ทัศนคติ และพฤติกรรมของกำลังพลและครอบครัวกองทัพน้อยที่ ๓ พบว่ามีความรู้เกี่ยวกับการจัดการขยะมูลฝอยในระดับหนึ่ง แต่ยังไม่มีความรู้เกี่ยวกับการกำจัดอย่างดีพอ มี
เพียงกำลังพลบางส่วนที่มีพฤติกรรมลดและคัดแยกขยะ ในส่วนของปัญหาและระบบการจัดการขยะมูล
ฝอยของกองทัพน้อยที่ ๓ พบว่าเจ้าหน้าที่จากองค์กรปกครองท้องถิ่นจะมารับขยะมูลฝอยนำไปกำจัด
ต่อไป ส่วนปัญหาที่พบคือปัญหาหลักคือแหล่งพักขยะไม่มีการแยกประเภทภาชนะรองรับขยะแต่ละ
ประเภทแนวทางการจัดการขยะมูลฝอยในกองทัพน้อยที่ ๓ จึงมีแนวทางคือ จัดอบรมให้ความรู้ให้กำลัง
พลและครอบครัวเรื่องการจัดการขยะมูลฝอย เช่น อบรมการทำปุ๋ยหมัก จัดกิจกรรมส่งเสริมการลดและ
คัดแยกขยะมูลฝอย กิจกรรมส่งเสริมการแปรรูปขยะมูลฝอย จัดโครงการธนาคารขยะเพื่อส่งเสริมการคัด
แยกขยะ ปรับปรุงแหล่งพักขยะโดยจัดหาภาชนะรองรับขยะมูลฝอยแต่ละประเภท นำขยะมูลฝอย
ประเภทอินทรีย์มาทำปุ๋ยหมัก นำขยะรีไซเคิลไปขายเพื่อเป็นทุนในการจัดการขยะมูลฝอยต่อไปABSTRACT

Nowadays disposing of waste can cause serious problems and has huge
impacts in many ways both in environment, economics and ways of life. Waste problem,
therefore, needs collaboration from various sectors to solve the problem. For example,
the government launch a waste management action plan called “Clean Province” under
the country’s waste management model scheme to give a guideline and direction for all
sectors to manage their waste.
This research aimed to study waste management to provide guidelines for
Third Army Corps to manage its wastes. The information resources for this research were
from document, field study, and in-depth interview with waste management expert,
commissioner, and representatives of personnel from the Third Army Corps.
The result showed that most of the wastes are those of food waste, plastic
and paper respectively, so 3rd Army Corps should focus on waste composting to get rid
of food scraps. Moreover, plastic and paper should be transformed or sold. For
knowledge, view, and behavior of 3rd Army Corps’ personnel regarding waste management, it was found that 3rd Army Corps’ personnel has considerable knowledge
in waste management. Some of them reduce and sort their waste in household before
disposal. For system and problem of waste management of 3rd Army Corps, staff from
local organization comes to collect garbage and get rid of them in other areas. The major
problem is that there are no separate garbage bins for different types of wastes in
common area. Therefore, the 3rd Army Corps should provide waste management training
to its personnel for example food waste compost training. It should also provide activities
that encourage the waste sorting and minimization activities or recycling the waste. Some
project such as waste bank should also be launched to encourage waste sorting. The 3rd
Army Corps also should provide separate garbage bins for different kinds of waste,
compost waste food, and sell recycle waste for the waste management capital of 3rd
Army Corps.
