การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการด าเนินการบริหารจัดการฐานข้อมูล
การสืบสวนสอบสวนของ ส านักงานจเรทหาร เพื่อน าเทคโนโลยีสารสนเทศมาประยุกต์ใช้ในการบริหาร
จัดการฐานข้อมูล และเพื่อก าหนดแนวทางการพัฒนาระบบบริหารจัดการฐานข้อมูลการสืบสวนสอบสวน
ของ ส านักงานจเรทหาร
วิธีด าเนินการวิจัย ผู้วิจัยใช้กระบวนการวิจัยเชิงคุณภาพ (Qualitative Research) แบบ
วิจัยเอกสาร (Documentary Research) และการสัมภาษณ์เชิงลึก (In-depth Interview) โดยใช้ข้อมูลปฐม
ภูมิ (Primary Data) ที่ได้มาจากการสัมภาษณ์กลุ่มเป้าหมาย ได้แก่ ผู้ทรงคุณวุฒิ ผู้เชี่ยวชาญ และ
ผู้มีประสบการณ์ที่เกี่ยวข้อง ทั้งระดับผู้บริหารและผู้ปฏิบัติ รวมทั้งใช้ข้อมูลทุติยภูมิ (Secondary Data)
ที่ได้มาจากการศึกษาแนวคิด ทฤษฎีและการทบทวนวรรณกรรมต่าง ๆ ที่เกี่ยวข้อง
ผลการวิจัยพบว่าการน าเทคโนโลยีสารสนเทศมาใช้ในการพัฒนาระบบบริหารจัดการฐานข้อมูล
การสืบสวนสอบสวนของ ส านักงานจเรทหาร ท าให้เกิดประโยชน์ต่อผู้ร้องทุกข์ร้องเรียน เจ้าหน้าที่
ผู้ปฏิบัติงาน ผู้บังคับบัญชา และกองบัญชาการกองทัพไทย ในการเพิ่มประสิทธิภาพการปฏิบัติงาน โดย
ใช้เทคโนโลยีดิจิทัลในการสนับสนุนการปฏิบัติงานอย่างเป็นรูปธรรม และการพัฒนาโปรแกรมฐานข้อมูล
สามารถเชื่อมโยงกับฐานข้อมูลของโปรแกรม Oracle กับกองบัญชาการกองทัพไทยได้ รวมทั้งมีมาตรการ
รักษาความปลอดภัยเว็บไซต์ และฐานข้อมูลที่ส าคัญอยู่ในระดับสูงAbstract

The purpose of this research is to study the circumstance of the investigation
and inquiry database management system development of Office of The Inspector
General; to employ Information Technology in database and Guideline to Development
the database for Investigation management system of Office of The Inspector General
The research methodology employing in this research includes qualitative
research, documentary researchand in-depth interview using primary data from targeting
interviews. The interviewees include management and operation officers on advisor,
export and experienced levels. Moreover, secondary data from related ideas, theories
and literature reviews.
The research indicates that employing Information Technology to develop
the investigation and inquiry database management system of Office of The Inspector
General is beneficial to complainants, officers, commanders and Royal Thai Armed Forces
Headquarters. This will enable digital technology based performance to become more effective
and recognizable and to develop database program connecting to Oracle database with Royal
Thai Armed Forces Headquarters, with highly secure websites and vital database standard.
