การวิจัยในครั้งนี้มีวัตถุประสงคเพื่อเพื่อศึกษาแนวคิด ทฤษฎี และหลักการของแนว
ทางการปฏิบัติของผูสังเกตการณรวมบนอากาศยาน และ ป1ญหา อุปสรรค ในการปฏิบัติการบิน
ลาดตระเวนชองแคบมะละกา เพื่อกําหนดแนวทางการปฏิบัติของผูสังเกตการณรวมบนอากาศยานใน
การปฏิบัติการบินลาดตระเวนชองแคบมะละกาใหมีประสิทธิภาพมากยิ่งขึ้น
วิธีดําเนินการวิจัย ผูวิจัยใชกระบวนวิจัยเชิงคุณภาพ (Qualitative Research) แบบวิจัย
เอกสาร (Documentary Research) และการสัมภาษณเชิงลึก (In depth Interview) โดยใชขอมูล
ปฐมภูมิ (Primary data) ที่ไดจากการสังเกต และสัมภาษณเชิงลึก กลุมเปRาหมาย ไดแก ผูทรงคุณวุฒิ
ผูบริหาร และเจาหนาที่ผูมีประสบการณที่เกี่ยวของกับการปฏิบัติของผูสังเกตการณรวมในการบิน
ลาดตระเวนชองแคบมะละกา รวมทั้งใชขอมูลทุติยภูมิ (Secondary data) ที่ไดจากเอกสารทางวิชาการ
แนวคิดทฤษฎี จากผลการวิจัยที่เกี่ยวของ ซึ่งผูวิจัยไดรวบรวมโดยคนควาจากแหลงตางๆ ไดแก หองสมุด
วสท.ฯ หองสมุด สปท.ฯ รวมทั้งเว็ปไซตตางๆ
ผลการวิจัยพบวา เพื่อตอบรับนโยบายใหบรรลุเปRาหมาย ยุทธศาสตรชาติดานความมั่นคง
อันเนื่องมากจากความรวมมือในกลุมประเทศสมาชิกที่มีการสรางขอตกลงรวมกันในการรวมรักษา
ผลประโยชนของชาติในทะเลอาณาเขตที่มีความสําคัญตอบทบาทภูมิภาค กลาวคือ การลาดตระเวนรวมกัน
ของ ๔ ประเทศเกิดขึ้น เนื่องจาก ป1ญหาโจรสลัด ป1ญหาการกอการราย และป1ญหาอาชญากรรมขามชาติ ซึ่งเกิดขึ้นบอยครั้งในบริเวณชองแคบมะละกาหลายๆ ประเทศที่มีผลประโยชนในชองแคบมะละกา จึงเสนอ
ที่จะจัดกําลังเขาไปรักษาความปลอดภัยในพื้นที่ และรวมการลาดตระเวน เพื่อใหเกิดความมั่นคงขึ้นในชอง
แคบมะละกา ซึ่งในเบื้องตน อินโดนีเซีย มาเลเซีย และสิงคโปร ที่ไดมีการดําเนินการตามแนวคิดดังกลาว
ตั้งแตป[ พ.ศ.๒๕๔๗ เป_นตนมา และดําเนินการรับผูสังเกตการณรวมบนอากาศยานในการปฏิบัติการบิน
ลาดตระเวนชองแคบมะละกาอยางเป_นทางการใน พ.ศ.๒๕๕๒ การศึกษาวิจัยในครั้งนี้ ผูวิจัยไดกําหนด
แนวทางการวิจัยไว เพื่อใหไดมาซึ่งกําหนดแนวทางการปฏิบัติของผูสังเกตการณรวมบนอากาศยานในการ
บินลาดตระเวนชองแคบมะละกา เกิดความประสิทธิภาพสูงสุด มีความสะดวก ปลอดภัย เป_นระเบียบ
มีความสัมพันธที่ดี เป_นไปตามนโยบายหนวยงานที่ตั้งเจตนารมณไว อีกทั้งมีแนวทางที่สามารถพัฒนา
เป_นหลักปฏิบัติที่นําเสนอหรือผลักดันเป_นรูปแบบที่เป_นสากลได

The purpose of this research was to study the concepts, theories and
principles of the observers' practices on aircraft and the obstacles in operating the
Malacca Strait. In order to establish guidelines for the observers on the aircraft in the
flight of the Malacca Strait for greater efficiency.
Research Methodology. The researcher employs qualitative research,
documentary research and in-depth interviews through the use of primary data such as
observation and in-depth interviews with senior advisors, executive stakeholders and
related experienced navy officers, and, secondary data such as scholarly research and
related theory principles obtained from various sources found in the library facilities of
the Joint Staff College and the National Defense Studies Institute, as well as other
websites.
The research found that o respond to the policy to achieve the goal National
strategy for security due to the cooperation in the member countries that have created
a collective agreement to protect the national interests in the territorial sea that is important to the regional role, namely the joint patrol of 4 countries due to piracy
problems. Terrorism And transnational crime which occurs frequently in many straits of
Malacca Countries that have benefits in the Malacca Strait Therefore proposes to
organize the strength to secure the area and join the patrol To create stability in the
strait of Malacca In the initial stages of Indonesia, Malaysia and Singapore, which has
implemented such a concept since 2004, and has undertaken to accept the co-observers
on the aircraft in the official operation of the Malacca Strait. 2009, this research study
The researcher has determined the research guidelines. In order to obtain guidelines for
the observers' practices on aircraft in the flight of the Malacca Strait Resulting in
maximum efficiency, convenience, safety, orderliness, good relationship Is in accordance
with the policy of the agency that has intended And there are guidelines that can be
developed into practices that are presented or pushed into a universal form.
