ในยุคสมัยของการเปลี่ยนแปลงสู่ยุคโลกาภิวัฒน์ และการเปลี่ยนแปลงทางเทคโนโลยี
ที่ก้าวไปอย่างรวดเร็ว การติดต่อสื่อสารระหว่างประเทศและระหว่างบุคคลที่หลากหลายเชื้อชาติ
ศาสนาและภาษาเข้ามาใกล้ตัวเรามากยิ่งขึ้น ภาษาอังกฤษซึ่งถือว่าเป็นภาษาสากล มีบทบาทมากยิ่งขึ้น
ในฐานะเป็นภาษากลางที่ใช้สำหรับติดต่อสื่อสารกับคนทั่วโลก
ยุทธศาสตร์ชาติ พ.ศ. ๒๕๖๑ – ๒๕๘๐ ซึ่งถือเป็นยุทธศาสตร์ชาติ ๒๐ ปี ฉบับแรก
ของประเทศไทย ประกอบไปด้วยยุทธศาสตร์ด้านต่างๆ รวม ๖ ด้าน ซึ่งมุ่งเน้นในด้านความมั่นคง
การพัฒนาประเทศ การพัฒนาและเสริมสร้างศักยภาพทรัพยากรมนุษย์ด้านคุณภาพชีวิตและ
สิ่งแวดล้อม ตลอดจนการค้าการลงทุน ความสัมพันธ์ระหว่างประเทศรวมถึงบทบาทต่าง ๆ บนเวที
ประชาคมโลก จึงทำให้ภาษาอังกฤษซึ่งเป็นภาษาสากลมีจำเป็นอย่างยิ่งต่อการสื่อสารระหว่างกัน
ตลอดจน แผนยุทธศาสตร์ของกองทัพเรือที่กำหนดบทบาทของกองทัพเรือใน ๒๐ ปี ข้างหน้า
จะต้องดำรงบทบาทหลักใน ๓ ด้าน ประกอบด้วย ๑) ด้านการปฏิบัติการทางทหาร ๒) ด้านการ
รักษากฎหมายและการช่วยเหลือ ๓) ด้านความสัมพันธ์ระหว่างประเทศ กองทัพเรือจึงมุ่งเน้นพัฒนา
ทรัพยากรบุคคลของกองทัพเรือด้านทักษะการใช้ภาษาอังกฤษ เพื่อมุ่งสู่ความเป็นสากล.
การวิจัยในครั้งนี้มีวัตถุประสงค์ ๓ ประการ เพื่อ ๑) ศึกษาปัญหาที่มีผลกระทบต่อการ
พัฒนาทักษะการใช้ภาษาอังกฤษของนายทหารสัญญาบัตร กองทัพเรือ ๒) ศึกษาแนวคิด ทฤษฎี
การพัฒนาทักษะในการใช้ภาษาอังกฤษเพื่อการสื่อสาร และ ๓) เสนอแนวทางในการพัฒนาทักษะการ
ใช้ภาษาอังกฤษของนายทหารสัญญาบัตร กองทัพเรือ โดยใช้วิธีการวิจัยเชิงคุณภาพ ทำการเก็บ
รวบรวมข้อมูลโดยใช้เครื่องมือในการวิจัยด้วย การสัมภาษณ์เชิงลึกกับบุคคล ๓ กลุ่ม ประกอบด้วย
๑) กลุ่มผู้บริหาร ๒) กลุ่มผู้ปฏิบัติ ๓) กลุ่มผู้มีส่วนได้ส่วนเสีย ตลอดจนทำการประชุมย่อย แล้วนำ
ข้อมูลที่ได้มาใช้ประกอบการวิเคราะห์เพื่อหาแนวทางในการพัฒนาทักษะการใช้ภาษาอังกฤษของ
นายทหารสัญญาบัตร กองทัพเรือ
ผลการวิจัยสรุปได้ว่ากองทัพเรือมีนโยบายในการพัฒนาทักษะการใช้ภาษาอังกฤษให้กับ
กำลังพลของกองทัพเรือ แต่มุ่งเน้นเพียงการทดสอบและประเมินเพื่อรวบรวมระดับความรู้พื้นฐานของ
แต่ละบุคคล หลักสูตรพัฒนาทักษะภาษาอังกฤษในปัจจุบัน ยังเน้นการศึกษาภายในห้องเรียน
เพื่อพัฒนาผู้เรียนเตรียมการไปศึกษาต่อ หรือไปปฏิบัติงานในต่างประเทศ เทคโนโลยีที่ใช้เป็นสื่อการ
เรียนการสอน ยังไม่ได้รับการพัฒนาให้สามารถใช้เป็นสื่อการเรียนการสอนให้กับกำลังพลของ
กองทัพเรือในทั่วทุกภูมิภาคและหลากหลายช่องทาง กำลังพลส่วนใหญ่ยังขาดโอกาสในการเข้าถึง
หลักสูตรเพื่อการพัฒนาทักษะการใช้ภาษาอังกฤษของตนเอง
จากผลการวิจัยดังกล่าว ผู้วิจัยได้เสนอแนะแนวทางในการพัฒนาทักษะการใช้
ภาษาอังกฤษของกำลังพลกองทัพเรือ โดยการนำระบบการศึกษาเรียนรู้ด้วยตนเอง โดยใช้การเรียนรู้
จากสิ่งที่มีอยู่รอบตัวเราในชีวิตประจำวัน ทั้งในที่ทำงานและที่บ้าน มาใช้เป็นเครื่องช่วยในการเรียน
การสอน ตลอดจนนำเทคโนโลยีสมัยใหม่มาพัฒนาสื่อการเรียนการสอนให้มีความหลากหลายและ
เพิ่มช่องทางในการสื่อสารให้ครอบคลุมในทุกมิติถึงกำลังพลในทุกระดับเป็นการเพิ่มโอกาสในการเข้าถึง
การพัฒนาทักษะการใช้ภาษาอังกฤษ ชดเชยกับหลักสูตรที่ไม่เพียงพอและสามารถเรียนรู้ได้ด้วยตนเอง
ภายใต้ภาระงานประจำที่มากขึ้นในปัจจุบัน อันจะส่งผลต่อประสิทธิภาพในการพัฒนาทักษะการใช้
ภาษาอังกฤษของกำลังพลกองทัพเรือ ตามเป้าประสงค์ที่กองทัพเรือต้องการ นอกจากนี้ยังมีประเด็น
สำคัญอื่น ๆ และข้อเสนอแนะที่เป็นประโยชน์ทั้งในเชิงนโยบาย การปฏิบัติ และเชิงวิชาการ สำหรับ
ผู้ที่มีความสนใจ เพื่อการศึกษาวิจัยต่อไปในอนาคต

In the era of globalization And rapid technological change International
communication and interpersonal diversity Religion and language come closer to us.
English which is considered an international language Has a greater role as a common
language used for communicating with people around the world
National Strategy, 1971 - 2017, which is considered the first 20-year national
strategy of Thailand Consists of various strategies, including 6 areas which focus on
security Country development Human resource development and capacity building for
quality of life and environment As well as trade and investment International relations
including various roles On the world stage Therefore the English language, which is an
international language, is essential to communication between each other, as well as
the Navy's strategic plan that defines the role of the navy in the next 20 years. Military
2) Legal treatment and assistance 3) International relations The Navy therefore focuses
on developing the human resources of the Navy in English language skills. To move
towards internationalization
This research has 3 objectives for 1) studying the problems that are
effective Affecting the development of the English language skills of the Navy officers .
2) studying the concepts, theories of developing skills in using English for
communication By using qualitative research methods Collect data using research tools
In-depth interviews with 3 groups of people, including 1) executive groups 2)
practitioners groups 3) stakeholders groups Throughout the meeting And then use the
information to be used in the analysis to find ways to improve the English language
skills of the Navy officers
The results of the research conclude that the Navy has a policy to develop
English language skills for the Navy personnel. But focus only on testing and evaluation
to gather the level of basic knowledge of each person Current English language
development course Also emphasizes education within the classroom To develop
students to prepare for further study Or go to work abroad Technology used as
teaching aids Have not been developed to be able to be used as a teaching medium
for the Navy personnel In all regions and various channels Most personnel still lack the
opportunity to access the curriculum to improve their English language skills.
From the results of such research The researcher suggested ways to
improve the English language skills of the Navy personnel. By adopting a self-learning
education system By learning from the things that are around us in everyday life Both
at work and at home Used as a teaching aid As well as bringing modern technology to
develop teaching and learning media to be diverse and to increase communication
channels to cover all dimensions to personnel at all levels, increasing opportunities for
access to the development of English language skills Compensate with insufficient
courses and be able to learn on their own under the current more frequent workload.
Which will affect the efficiency in improving the English language skills of the Navy
personnel According to the purpose that the Navy needs There are also other
important issues. And useful suggestions in both policy and practice For those who are
interested For further research in the future.
