เอกสารวิจัยเรื่องแนวทางการพัฒนางานด้านการประชาสัมพันธ์ของกรมกิจการพลเรือนทหาร
ฉบับนี้ใช้กระบวนวิธีการวิจัยเชิงคุณภาพ (Qualitative research) โดยศึกษาจากแนวคิด ทฤษฎี
กฎระเบียบ คำสั่งต่างๆ ตลอดจนวรรณกรรมและเอกสารวิจัยที่เกี่ยวข้อง แล้วนำมาวิเคราะห์
ออกแบบเครื่องมือวิจัย ได้แก่ การสัมภาษณ์เชิงลึก (In-depth Interview) การรวบรวมข้อมูลจาก
เอกสาร (Documents) ในลักษณะ (Documentary Research) และให้ผู้บริหารระดับสูง ผู้บริหาร
ระดับกลางและระดับต้น และผู้ทรงคุณวุฒิที่ปฏิบัติงานด้านประชาสัมพันธ์กับกรมกิจการพลเรือนทหาร
รวมจำนวน ๑๑ ท่ าน พิ จารณ าข้อ คำถาม โดย มี วัตถุประสงค์เพื่ อศึกษ าการปฏิ บัติ งาน
ด้านการประชาสัมพัน ธ์ของกรมกิจการพลเรือนทหาร เพื่ อให้ได้แนวทางการพั ฒนางาน
ด้านการประชาสัมพันธ์ของกรมกิจการพลเรือนทหาร ให้หน่วยงานได้ใช้ประโยชน์ต่อไป
ผลการวิจัยพบว่า งานด้านการประชาสัมพันธ์ เป็นภารกิจหนึ่งของงานด้านกิจการพลเรือน
ซึ่งเป็นภารกิจในความรับผิดชอบของกรมกิจการพลเรือนทหาร โดยมีกองประชาสัมพันธ์
สำนักประชาสัมพันธ์กรมกิจการพลเรือนทหาร เป็นหน่วยรับผิดชอบหลักดำเนินการงานประชาสัมพันธ์
โดยเครื่องมือที่กรมกิจการพลเรือนทหารใช้ในการประชาสัมพันธ์ที่มีประสิทธิภาพคือ ข่าวประชาสัมพันธ์

ผู้วิจัยได้เสนอแนวทางการพัฒนางานด้านการประชาสัมพันธ์ของกรมกิจการพลเรือนทหาร
ควรกำหนดขอบเขต หน้าที่ การดำเนินงาน จำแนกเป็นด้านๆ ได้แก่ ด้านองค์บุคคล องค์วัตถุ และ องค์ยุทธวิธีผลการศึกษายังพบว่ากรมกิจการพลเรือนทหารได้จัดทำคู่มือการจัดทำข่าวประชาสัมพันธ์
เป็นแนวทางการปฏิบัติงานด้านการประชาสัมพันธ์ ซึ่งเป็นคู่มือที่ดีมีประโยชน์อย่างยิ่ง สามารถใช้เป็น
แนวทางในการปฏิบัติงานได้ แต่ทั้งนี้งานด้านการประชาสัมพันธ์ยังมีอีกหลายด้าน จึงควรจัดทำคู่มือ
การปฏิบัติงานให้ครอบคลุมงานทุกด้านของการประชาสัมพันธ์ต่อไป อันจะยังให้เกิดประโยชน์สูงสุด
ต่อกรมกิจการพลเรือนทหาร และกองบัญชาการกองทัพไทยในอนาคต
