การพัฒนาประเทศไทยใหมีความ มั่นคง มั่งคั่ง ยั่งยืน เปนประเทศพัฒนาแลว จําเปนตอง
พัฒนาศักยภาพของประเทศในทุกมิติ ใหพรอมเผชิญภัยคุกคาม และภัยพิบัติที่กระทบตอความมั่นคง
ของชาติในทุกดาน ดวยการยกระดับขีดความสามารถของกองทัพ ใหมีความพรอมในการปองกัน แกไข
ปญหาของชาติ และภัยพิบัติทุกรูปแบบ โดยมีกรมการทหารชางซึ่งเปนหนวยขึ้นตรงกองทัพบก ที่
สามารถใชเปนเครื่องมือสําคัญดานการพัฒนาประเทศ การบรรเทาสาธารณภัย และการชวยเหลือ
ประชาชน โดยการศึกษาวิจัยนี้ มีวัตถุประสงคของการวิจัย เพื่อศึกษาสภาพยุทโธปกรณ และแนวทาง
การจัดหายุทโธปกรณสายชาง ที่มีใชในปจจุบัน ศึกษา ระเบียบ คําสั่ง ที่เกี่ยวของกับการจัดหา การสง
กําลัง การซอมบํารุง ยุทโธปกรณสายชาง เพื่อศึกษาภารกิจของทหารชางในอนาคต และเพื่อกําหนด
แนวทางการพัฒนาขีดความสามารถ ของกรมการทหารชาง ใหตอบสนองตอยุทธศาสตรชาติ ๒๐ ปการ
ดําเนินการวิจัย โดยการรวบรวมขอมูลจากการทบทวนวรรณกรรม แนวคิด ทฤษฎี ระเบียบ คําสั่ง
ขอบังคับ และงานวิจัยที่เกี่ยวของ นํามาเปนกรอบแนวคิด และไดดําเนินการสัมภาษณผูใหขอมูลสําคัญที่
เกี่ยวของทั้งระดับผูกําหนดนโยบาย และระดับผูปฏิบัติของกรมการทหารชาง นําเอาขอมูลที่ไดจากทั้ง
สองสวนมากําหนดเปนแนวทางการพัฒนาขีดความสามารถ ของกรมการทหารชางใหสอดคลองกับ
ภารกิจที่ทหารชางไดรับมอบ ทั้งในปจจุบันและในอนาคต ซึ่งนับวันจะมีมากขึ้นทั้งปริมาณและรูปแบบที่
หลากหลายตอไป
ผลการวิจัยพบวา บทบาทและภารกิจของทหารชางในอนาคต ที่จะตองดําเนินการ คือการ
ปฏิบัติตามพันธะกิจทางทหารที่สําคัญของทหารชาง การพัฒนาประเทศ การปฏิบัติการทางทหารที่มิใชสงคราม ไดแก การรักษาสันติภาพรวมกับสหประชาชาติการบรรเทาสาธารณภัยและการชวยเหลือ
ประชาชน ซึ่งแนวทางการพัฒนาขีดความสามารถ ของกรมการทหารชาง ใหสามารถตอบสนองตอการ
ปฏิบัติภารกิจในอนาคต ไดแก การพัฒนาดานกําลังพลเหลาทหารชาง ใหมีรางกายสมบูรณแข็งแรง มี
ทัศนคติที่ดีตอหนวยและสถาบัน มีคุณธรรมจริยธรรม มีความรูความสามารถ มีวิสัยทัศน และมีความ
ทันสมัยกาวทันเทคโนโลยีสมัยใหม การพัฒนาดานยุทโธปกรณสายชาง ใหมีความเหมาะสม มีเทคโนโลยี
ที่ทันสมัย และเพียงพอตอการใชงาน โดยการพัฒนาระบบการจัดหายุทโธปกรณสายชาง พัฒนาการสง
กําลัง และการซอมบํารุงใหตอบสนองนโยบายของหนวยเหนือ และความตองการของหนวยใช ปรับปรุง
แนวทางการจําหนายยุทโธปกรณ และสิ่งอุปกรณสายชางใหมีประสิทธิภาพ การพัฒนาดานการฝก
เพื่อใหหนวยทหารชางสามารถปฏิบัติภารกิจดานการรบ สนับสนุนหนวยรับการสนับสนุนไดอยาง
สอดคลองกัน การสงเสริมความรูดานงานกอสราง ใหแกกําลังพลเหลาชาง โดยเฉพาะความรูในเรื่อง
เทคนิคการกอสรางสมัยใหม ตอยอดองคความรูที่มีอยูเดิม และการรักษามาตรฐานดานการกอสราง การ
พัฒนาดานการบริหารจัดการ ภายในกรมการทหารชางใหเปนหนวยที่มีความกาวหนา ทันสมัย อยูใน
ระดับหนวยชั้นนําของกองทัพบก โดยยึดหลักความมีคุณธรรม โปรงใส ซื่อสัตย สามารถตรวจสอบได
ตลอดจนมีการวางระบบ ระเบียบการปฏิบัติ ขั้นตอนที่ชัดเจน ในการปฏิบัติงาน
ขอเสนอแนะ หากสภาวะแวดลอมของโลกเปลี่ยน นโยบายของรัฐบาล หรือหนวยเหนือ
เปลี่ยนไป อาจตองมีการปรับเปลี่ยนแนวทางการปฏิบัติของกรมการทหารชางใหเหมาะสมยิ่งขึ้น ควร
สงเสริมใหกําลังพลมีโอกาสไดเรียนรูการทํางานในสาขาอาชีพอื่นที่หลากหลาย ควรมีการกําหนดแนว
ทางการประเมินผลการปฏิบัติงานของกําลังพล ซึ่งเปนตัวชี้วัดผลการปฏิบัติงาน เพื่อนําไปใชเปนเกณฑ
ในการปรับยายและการใหบําเหน็จแกกําลังพล การปฏิบัติงานของกรมการทหารชาง ควรดําเนินการ
ควบคูกับงานดานการประชาสัมพันธ เพื่อเสริมสรางภาพลักษณที่ดี ของกรมการทหารชาง และ
กองทัพบก ABSTRACT

Thailand strategic development to stability, prosperity, and sustainability as a
developed country, requires improvement in all dimensions. To prepare for national
threats and natural disasters affecting national security and stability, upgrading the
capabilities and readiness of the armed forces is essential. Engineer Department is an
organic unit of the Royal Thai Army and an important tool for national development,
humanitarian assistance, and disaster relief operations. The objectives of this research
are to study the engineer equipment conditions and current guidelines for engineer
equipment procurement process, to study the rules and regulations relating to the
procurement, logistics, and maintenance of engineer equipment, to analyze the future
missions of the engineer department, and to define guidelines for enhancing capabilities
of the Engineer Department to respond to the 20-year national strategy. This research is
conducted by collecting and reviewing literature, concepts, theories, rules and
regulations, and related researches for creating conceptual framework. Various interviews
with credible sources from both policy makers and practitioners of the Engineer
Department.The information obtained from both reviews and interviews parts were used
to define guidelines for developing capabilities of the Engineer Department in accordance
with its missions, in the present and in the future, which certainly increase both in scope
and scale. The research found that the roles and missions of army engineer in the future
involve national development missions and military operationsother than war (MOOTW)
including peacekeeping missions with the United Nations, humanitarian assistance and
disaster relief operations. Approaches to increasing capabilities of the Engineer
Department for the future includes the development of military personnel to be
physically fit, and mentally strong with positive attitude toward units and nation
institutions, to be knowledgeable with integrity and vision, and become innovative to
keep pace with the modern technology. Furthermore, development of Engineer
equipment with modern technology to suffice the need for operations can be advanced
by improving the procurement process of engineer equipment, the logistics process, and
maintenance procedures to meet the command unit policy and the needs of the
executing units. Adjusting and improving the disposal procedures of military equipment
effectively. Training development of engineer units is important for combat and for
combat support operations to other units efficiently. Promotion of construction
knowledge to Army Engineer personnel especially the knowledge of modern
construction techniques, extending the existing acquaintance and maintaining
construction standards. Last of all, improvingorganizational management within Engineer
Department to be up to date and forward-thinking as a reliable unit of the Royal Thai
Army by adhering to the principles of morality, transparency, integrity, accountability as
well as systematic and clear planning system for engineering operations.
Recommendations for the future is that as the global environment changes,
government policy or the higher unit changes, the Engineer Department needs to
adaptive. Personnel should be encouraged to acquire more skillsets and to learn about
various other professional fields. Besides, there should be guidelines for assessing the
performance of personnel for promotion and rewarding system. The operations of the
Engineer Department should be proceeded in conjunction with public relations work to
enhance the positive image the Engineer Department and the Royal Thai Army.
