ชื่อเรื่อง : แนวทางการการปฏิบัติงานของกระทรวงกลาโหม ตามแผน National e-Payment
กรณีศึกษา กองทัพบกกับการใช้บริการระบบ GFMIS onKrungthai Corporate Online.

การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ (Qualitaive Research ) มีวัตถุประสงค์เพื่อศึกษา
สภาพการด าเนินการ ปัญหา และอุปสรรคของกองทัพบกในการใช้บริการระบบ GFMIS on Krungthai
Corporate Online เพื่อศึกษาแนวทางการด าเนินงานของกองทัพบกสู่การใช้บริการ ระบบ Krungthai
Corporate Online เพื่อเพิ่มความสะดวกรวดเร็ว ความถูกต้อง สอดคล้องกับนโยบาย National
e-Payment และเพื่อเสนอกลไกการขับเคลื่อนกองทัพบกสู่การใช้บริการระบบ การรับ จ่าย และน าส่ง
เงินผ่านระบบ Krungthai Corporate Online เต็มรูปแบบ ทั้งหน่วยส่วนกลางและส่วนภูมิภาค
โดยศึกษาค้นคว้าจากเอกสารข้อมูล แนวคิด ระเบียบ ข้อปฏิบัติต่างๆ และงานวิจัย
ที่เกี่ยวข้อง แล้วน ามาวิเคราะห์ ออกแบบเครื่องมือวิจัย ได้แก่ การสัมภาษณ์เชิงลึก (in-depth
Interview) การรวบรวมข้อมูลจากเอกสาร (Documents) ในลักษณะ Documentary Research และ
ให้ผู้เชี่ยวชาญด้านระบบ ระเบียบ ของระบบ Krungthai Corporate Online รวมถึง ระเบียบ
กระทรวงกลาโหม ปี ๒๕๕๔ พิจารณาค าถาม กลุ่มตัวอย่างหรือผู้ให้สัมภาษณ์ In-depth Interview
เป็นการเลือกแบบเจาะจง ประกอบด้วย ผู้ทรงคุณวุฒิที่มีความรู้และประสบการณ์ในการให้นโยบาย
หรือปฏิบัติงานที่เกี่ยวข้อง จ านวน ๔ คน เพื่อให้ข้อมูลครอบคลุมประเด็นการวิจัย การวิเคราะห์ข้อมูล
เชิงลึก (In-depth Interview) การรวบรวมข้อมูลจากเอกสาร (Documents) วิเคราะห์ข้อมูลโดยการ
สังเคราะห์เนื้อหาด้วยการจัดหมวดหมู่และจัดล าดับรายประเด็นและน ามาเขียนเรียบเรียง ผลการวิจัย
สรุปได้ดังนี้๑. กองทัพบกเข้าใจและ มีส่วนเกี่ยวข้องกับนโยบาย National e-Payment รวมถึง
ระบบ Krungthai Corporate Online เนื่องจากกองทัพบกเป็นหน่วยความมั่นคงที่ต้องรับผิดชอบความ
มั่นคงในทุกๆด้าน โดยเฉพาะยุทธศาสตร์ด้านการปรับสมดุลและพัฒนาระบบการบริหารจัดการภาครัฐ
ทั้งนี้นโยบายการพัฒนาโครงสร้างพื้นฐานระบบการช าระเงินแบบอิเล็กทรอนิกส์แห่งชาติ(National
e-Payment) ซึ่งเป็น ๑ ในโครงการส าคัญของยุทธศาสตร์ด้านการปรับสมดุลและพัฒนาระบบการ
บริหารจัดการภาครัฐ ต้องปรับเปลี่ยนกองทัพให้มีความทันสมัย โดยการใช้เทคโนโลยีที่ทันสมัย
นวัตกรรมสมัยใหม่เพื่อให้สามารถรองรับกระบวนการต่างๆ ที่หน่วยงานที่เกี่ยวข้องเช่น กรมบัญชีกลาง
กระทรวงการคลัง หรือหน่วยเหนือได้มีค าสั่งให้ปฏิบัติดังนั้นกองทัพบกจึงมีความจ าเป็นต้องพัฒนา
หน่วยงานหรือปรับปรุง แก้ไข กฎระเบียบหรือ วิธีปฏิบัติต่างๆให้สามารถสนับสนุนการพัฒนาโครงสร้าง
พื้นฐานระบบการช าระเงินแบบอิเล็กทรอนิกส์แห่งชาติ หรือ National e-Payment ซึ่งสอดคล้องกับ
แผนพัฒนากองทัพบกที่จะพัฒนาเทคโนโลยีให้ทันสมัย มีระบบการท างานที่โปร่งใส ตรวจสอบได้ง่าย
และยังสอดรับกับนโยบายภาครัฐ
๒. ทิศทางและเป้าหมายของการด าเนินการของกองทัพบกกับนโยบาย National
e-Payment และ ระบบ Krungthai Corporate Online โดยการก าหนดยุทธศาสตร์แผนพัฒนา
กองทัพบกให้เป็นกองทัพบก 4.0 โดยการพัฒนาก าลังพลให้มีความเข้าใจและสามารถใช้งานในระบบ
อิเล็กทรอนิกส์ที่เกี่ยวข้องได้ เช่นระบบ Krungthai Corporate Online ตลอดจนนวัตกรรมระบบ
ดิจิตอลต่างๆโดย กองทัพบก ๔.๐ จะต้องก าหนดยุทธศาสตร์แผนพัฒนากองทัพที่มีความชัดเจนเป็นไปได้
มีการก าหนด ระเบียบ วิธีปฎิบัติที่ชัดเจน ผู้ปฎิบัติหน้าที่ๆ เกี่ยวข้องหรือก าลังพลมีความเข้าใจ มีทักษะ
ในการใช้เทคโนโลยีและนวัตกรรมที่ทันสมัยตลอดจนมีเครื่องมือที่ทันสมัยสามารถสนับสนุนการพัฒนา
โครงสร้างพื้นฐานระบบการช าระเงินแบบอิเล็กทรอนิกส์แห่งชาติ หรือ National e-Payment และ
รักษาผลประโยชน์ของชาติได้ ซึ่งสอดคล้องกับนโยบายของกองทัพบก ด้านพัฒนาขีดความสามารถของ
บุคลากรในกองทัพ ตามแนวคิด smart Soldiers, Strong Army ให้มีการกระจายอ านาจ ในการบริหาร
จัดการงบประมาณ ให้เป็นไปตามวัตถุประสงค์และแผนการพัฒนาของกองทัพและ การบริหารราชการ
ของกองทัพ ต้องมีความโปร่งใส สามารถสร้างความเชื่อมั่นศรัทธาให้กับประชาชน โดยมีแนวทางการ
พัฒนากองทัพบกประกอบด้วยการพัฒนาความรู้โดยมีการท าความเข้าใจให้กับก าลังพลผู้ปฏิบัติหน้าที่ที่
กี่ยวข้องทุกระดับชั้น มีการก าหนดระเบียบ วิธีปฏิบัติหรือค าสั่งต่างๆ ที่เกี่ยวข้องในการปฏิบัติงานที่น า
ระบบเทคโนโลยีที่ทันสมัย ภายใต้กฎ ระเบียบของภาครัฐ มาใช้ในการปฏิบัติงานให้รองรับกับทุกๆ
ภารกิจด้านการเงินของกองทัพบก
๓. กลไกในการขับเคลื่อนกองทัพบก สู่นโยบาย National e-Payment และ ระบบ
Krungthai Corporate Online ประกอบด้วยการท าให้ผู้บังคับบัญชาเกิดความรู้ความเข้าใจและให้การ
สนับสนุนผู้ก าหนดนโยบายมีความเข้าใจในการก าหนดยุทธศาสตร์แผนพัฒนากองทัพบก ปรับปรุง
กฎระเบียบต่างๆ ค าสั่งต่างๆ ให้ทันสมัยพัฒนาเทคโนโลยีที่ทันสมัยมาใช้ได้แก่กองทัพบก ระดับ
ผู้ปฏิบัติงานต้องมีความเข้าใจและมีทักษะ ในการปฏิบัติงาน เตรียมพร้อม และ อัพเดทข่าวสาร ข้อมูล ระเบียบ วิธีปฏิบัติ อันเป็นประโยชน์กับการด าเนินงานดังกล่าว ร่วมมือกับหน่วยงานที่เกี่ยวข้อง
เพื่อร่วมกันหาแนวทางที่เหมาะสม ก าหนดหน่วยงานเพื่อรับผิดชอบติดตามการด าเนินการให้ถูกต้อง
ตามระเบียบปฏิบัติของกระทรวงการคลังและกระทรวงกลาโหม เพื่อน ากองทัพบกให้บรรลุเป้าหมาย

The objectives of Guidances on Operations of Ministry of Defence in
Response to National e-Payment Plan. Case Study :GFMIS on Krungthai Corporate
Online for The Royal Thai Army were to find out the operational conditions, problems
and obstacles of the Royal Thai Army that used the GFMIS on Krungthai Corporate
Online ,to study the operational guidelines of the Royal Thai Army ,and to use the
Krungthai Corporate Online system in order to increase convenience, and accuracy in
accordance with the National e-Payment Plan and to propose a mechanism to drive
the Royal Thai Army to use the Krungthai Corporate Online system in both central and
regional units. Data was analyzed using related documents, concepts, regulations,
practices and research, and the design of research tools, such as in-depth interview,
document data collection, documentary research, and experts in the Krungthai
Corporate Online system.
Including the Ministry of Defense regulations2011, the question, sample
group or the In-depth Interview which the four interviewers are experts in providing
policies or related work to provide information covering issues of research In-depth interview analysis, document collection, data analysis by synthesizing content by
categorizing and sequencing issues and writing.
The results of the research can be summarized as follows. First, Thai army
understands and takes part in the policy of National e-Payment and Krungthai
Corporate Online because the Army is a security unit that is responsible for all aspects
of security, especially the strategy of balancing and developing the public sector
management system.The national electronic payment system infrastructure
development policy (National e-Payment) is the one in the important project of the
strategy for balancing and developing the public administration system. Second,
direction and goal of processing National e-Payment and Krungthai Corporate Online
system by formulating a strategy Thai Army 4.0 which is possible and clarified, to
develop force using technology skills, modern innovation and tools which support
development in National e-Payment system and maintain nation benefits. Moreover, it
is in keep with "smart Soldiers, Strong Army" that decentralize in budget management.
With the objectives and development plans of the army and Army administration must
be faithful and confidential for the people.
With a guideline for the development of the army, consisting of knowledge
development, with understanding of personnel involved in every level having
regulations Procedures or orders that are relevant to the operation which uses modern
technology systems under government regulations.To be used in the operation to
support every army's financial mission.
The mechanism to drive the army to the National e-Payment policy and
the Krungthai Corporate Online system consists of enabling supervisors to understand
and support policy makers. Have an understanding of the strategy of the Army
Development Plan.Improve regulations, orders, modernize, use of modern technology
such as the Royal Thai Army.The worker level need to understand and have skills. In
the preparation of operations and news updates, information, procedures and practices
that are useful for such operations Collaborate with relevant agencies to find the right
approach. Define the agency to be responsible for following up with the correct
operation. According to the regulations of the Ministry of Finance and the Ministry of
Defense,To lead the Royal Thai Army to achieve the next goal.
