เอกสารวิจัยฉบับนี้มีวัตถุประสงค์ เพื่อเพื่อศึกษาสภาพแวดล้อม ปัญหา และอุปสรรค
ของการนำระบบสารสนเทศเพื่อการจัดการมาใช้ในกระบวนการจัดสรรงบประมาณของ
กองบัญชาการกองทัพไทยในห้วงที่ผ่านมา และเสนอแนะแนวทางในการพัฒนาการใช้ระบบ
สารสนเทศเพื่อการจัดการในกระบวนการจัดสรรงบประมาณของกองบัญชาการกองทัพไทยให้มี
ประสิทธิภาพมากยิ่งขึ้น
การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ วิธีดำเนินการวิจัยใช้การศึกษารวบรวมข้อมูลจาก
เอกสาร ที่เกี่ยวข้อง (Documentary Research) และการสัมภาษณ์เชิงลึก (In-depth Interview) จาก
ผู้เชี่ยวชาญที่ทำงานและมีประสบการณ์ด้านงบประมาณและระบบสื่อสารสนเทศในกองบัญชาการ
กองทัพไทย
ผลการวิจัยพบว่า การปฏิบัติงานที่ผ่านมา ปัญหา และอุปสรรคที่เกิดขึ้นระหว่างการ
ทดลองใช้ระบบจะเกี่ยวข้องกับ ความชัดเจนของนโยบายผู้บังคับบัญชา ความรู้และความเข้าใจของ
บุคลากรเกี่ยวกับการใช้ระบบ จำนวนครั้งในการอบรม และรวมถึงการปรับเปลี่ยนรูปแบบการ
ปฏิบัติงาน ซึ่งทำให้เจ้าหน้าที่ต้องปรับตัว เปลี่ยนรูปแบบการทำงานจากแบบเดิมๆ และเรียนรู้ใหม่ ซึ่ง
เจ้าหน้าที่แต่ละคนมีศักยภาพในการปรับตัวและมีความรู้ทางเทคโนโลยีไม่เท่ากันขึ้นอยู่กับความ
ชำนาญและประสบการณ์
ผู้วิจัยได้เสนอแนะแนวแนวทางการพัฒนาการใช้ระบบสารสนเทศเพื่อการจัดการในกระบวน
การจัดสรรงบประมาณของกองบัญชาการกองทัพไทย เพื่อให้การใช้ระบบดังกล่าวมีประสิทธิภาพมาก
ยิ่งขึ้นและเกิดประโยชน์สูงสุดต่อกระบวนการด้านงบประมาณของกองบัญชาการกองทัพไทย

Title : The Increase of Budget Allocation’s Efficiency in Royal Thai Armed

The objectives of this research are to study the environment, problems and obstacles
of using the management information system in the Royal Thai Armed Forces Headquarters’
budget allocation process in the past and to suggest guidelines for developing the use of the
management information systems in the Royal Thai Armed Forces Headquarters’ budget allocation
process.
This research is a qualitative research operated by collecting the documentary
research and In-depth Interview from the experts working in budget allocation field and
management information systems. The research’s result found that the problems and obstacles
during the past operation are the commander’s policy, knowledge and understanding of
personnel, the number of training sessions, and modification of the operational pattern, which
make staffs have to adapt themselves and start to study the new operational pattern. The staffs’
potentiality in adaptation and the knowledge in technology are not equal. It depends upon their
skills and their experiences in technology field
The researcher suggests the guideline for developing the use of the management
information systems in the Royal Thai Armed Forces Headquarters’ budget allocation process in
order to use the management information systems effectively and get highest beneficial in the
Royal Thai Armed Forces Headquarters’ budget allocation process.
