การศึกษาวิจัยเรื่องการจัดเก็บ พัสดุ อุปกรณ์ ของศูนย์บรรเทาสาธารณภัยกองทัพอากาศ
เป็นการน าเทคโนโลยีเข้ามามีบทบาทในการพัฒนา องค์กร หน่วยงานภาครัฐให้เกิดประโยชน์ อ านวย
ความสะดวกในการปฏิบัติงาน ลดขั้นตอน ลดระยะเวลาในการด าเนินงาน เพิ่มความถูกต้อง และ
มีประสิทธิภาพ ทันต่อสถานการณ์ ตอบสนองภารกิจได้อย่างเต็มขีดความสามารถ โดยมีวัตถุประสงค์
๓ ประการ คือ ประการแรกเพื่อศึกษาและพัฒนาระบบการจัดเก็บพัสดุของศูนย์บรรเทาสาธารณภัย
กองทัพอากาศให้มีความทันสมัย เหมาะสมกับสภาวะปัจจุบัน ประการที่สอง เพื่อพัฒนาระบบการ
จัดเก็บพัสดุของศูนย์บรรเทาสาธารณภัยกองทัพอากาศให้ง่ายส าหรับการวางแผน ตรวจสอบ การซ่อม
บ ารุงประจ าปี การส ารองพัสดุประจ าปี การจ าหน่ายแจกจ่ายให้กับหน่วยขึ้นตรงกองทัพอากาศ
ประการที่สามเพื่อพัฒนาระบบการจัดเก็บพัสดุของศูนย์บรรเทาสาธารณภัยกองทัพอากาศไปสู่
ระบบคิวอาร์โค้ด และสามารถน าไปใช้งานได้จริง
การศึกษาวิจัยนี้ ผู้วิจัยได้ก าหนดระเบียบวิธีการวิจัยหรือกระบวนวิธีการวิจัย
(Methodology) โดยการใช้กระบวนวิธีการวิจัยเชิงคุณภาพ (Qualitative Research) ประกอบด้วย
กระบวนการศึกษาและวิเคราะห์ข้อมูลจากเอกสารหรือการวิจัยเอกสาร (Documentary Research)
และกระบวนการสัมภาษณ์เชิงลึก (In-depth Interview) และการสร้างแบบทดสอบระบบคิวอาร์โค้ด
ที่ผู้วิจัยได้จากแนวคิดและทฤษฎีต่าง ๆ และการสัมภาษณ์เชิงลึก (In-depth Interview) และเครื่องมือ
ส าหรับทดสอบระบบคิวอาร์โค้ด ให้แต่ละ ศบภ.กองบิน พร้อมกับสัมภาษณ์ สอบถาม รูปแบบการท างาน
โดยเริ่มท าการทดสอบ ห้วงระหว่างเดือน เม.ย. – พ.ค.๖๒
ผลจาการศึกษาพบว่า ระบบคิวอาร์โค้ด เป็นเครื่องมือที่ใช้ร่วมกับสมาร์ทโฟนที่ใช้กัน
อยู่ทุกคน เพียงน ากล้องบนมือถือสแกนคิวอาร์โค้ด แล้วรอการประมวลผลโดยการอ่านคิวอาร์โค้ด
สามารถเข้าถึงข้อมูลได้ง่าย ระบบคิวอาร์โค้ดเข้ามาช่วยอ านวยความสะดวกในการเข้าถึงข้อมูลได้
รวดเร็ว ลดเวลาการสืบค้น ตรวจสอบ สะดวกเพิ่มขึ้น จากการทดลองใช้กับเจ้าหน้าที่ปฏิบัติงานด้านการ
จัดเก็บ พัสดุ อุปกรณ์ ประจ า ศบภ.กองบินต่างจังหวัด สามารถช่วยลดระยะเวลาในการปฏิบัติงานได้ลง เมื่อมีการใช้ระบบคิวอาร์โค้ด ช่วยลดขั้นตอนในการจัดเก็บ ลดขั้นตอนในการปฏิบัติงานและผู้เกี่ยวข้อง
และเมื่อน าระบบคิวอาร์โค้ดมาประยุกต์ใช้กับระบบการจัดเก็บพัสดุ อุปกรณ์ จะลดค่าใช้จ่ายในด้านการ
จัดเอกสาร ลดทรัพยากรส านักงานเช่น กระดาษ และหมึกพิมพ์ เป็นต้น
ปัญหาอุปสรรคของการ น าระบบคิวอาร์โค้ดมาใช้ในการจัดเก็บพัสดุ อุปกรณ์
ของศูนย์บรรเทาสาธารณภัยกองทัพอากาศ นั้น ติดปัญหาเรื่องของระเบียบของทางราชการว่าด้วยเรื่อง
การพัสดุของ กองทัพอากาศ ที่ต้องมีหลักฐานเป็นเอกสาร ท าให้ระบบคิวอาร์โค้ดยังไม่สามารถเข้ามาใช้
ได้ในระบบบการจัดเก็บพัสดุของกองทัพอากาศ แต่ศูนย์บรรเทาสาธารณภัยกองทัพอากาศ ได้ท าระบบ
ระบบคิวอาร์โค้ดมาใช้ในการจัดเก็บพัสดุ อุปกรณ์ ของศูนย์บรรเทาสาธารณภัยกองทัพอากาศ ส่วนหนึ่ง
และท าเป็นเอกสารส่วนหนึ่งไว้ป็นหลักฐานที่ใช้ในการการตรวจสอบ และเป็นการทดลองและ
เปรียบเทียบข้อดีและข้อเสียเพื่อเป็นข้อมูลน าเรียนผู้บังคับบัญชาเพื่อแก้ไขระเบียบต่อไป
ข้อเสนอแนะส าหรับการวิจัยระบบคิวอาร์โค้ดส าหรับมาใช้ในการจัดเก็บพัสดุ อุปกรณ์
ของศูนย์บรรเทาสาธารณภัยกองทัพอากาศมา ต้องแก้ไขระเบียบ กฏ ข้อบังคับ เรื่องการพัสดุ
ของทางราชการ เพื่อให้ระบบคิวอาร์โค้ดสามารถน ามาใช้ได้อย่างถูกต้องเหมือนรูปแบบงานเอกสาร
อิเลคทรอนิกส์ ให้สามารถน าใช้ได้อย่างถูกระเบียบ เพื่อเพิ่มประสิทธิภาพในการปฏิบัติงานให้ดียิ่งขึ้น

Research on the supplies storage of the Air Force Disaster Relief Center is
the use of technology to play a role in developing organizations, government agencies
to benefit facilitate the operation, reduce the process, reduce the operating time
Increase accuracy and effective In time fulfilling the mission to the fullest capacity with
3 objectives: First, to study and develop the storage system of the Air Force Disaster
Relief Center to be modern. Secondly, to develop a collection system for the Air Force
Disaster Relief Center to be easy for annual maintenance inspection planning annual
package provision and the distribution is distributed to the unit up to the Air Force.
Third, to develop a supplies storage system for the Air Force Disaster Relief Center to
the QR code system and can actually be used.
This research study, The researcher has defined research methodology by
using qualitative research methodology, consisting of the process of studying and
analyzing data from documents or document research and in-depth interview process
creating a QR code system tools for test by using qualitative research methodology,
consisting of the process of studying and analyzing data from documents or document
research and in-depth interview process and creating a QR Code system test start from
April to May 2019.
The results of the study showed that QR code system is a tool used in
conjunction with every smartphone that is used Just bring the camera on the mobile
phone to scan the QR code wait process reading the QR code can access information
easily. The QR code system be able to help facilitate quick access to information reduce search time, increase convenience inspection. From the experiment with the
staff in the storage of parcels, equipment of the provincial aviation department of the
Air Force Disaster Relief Center when using the QR code system can help reduce work
times the process of storage reducing steps in operations and related parties. Applying
the QR code system to the parcel storage system will reduce the cost of organizing
documents reduce office resources such as paper and ink etc.
The obstacles of using the QR code system to store supplies, equipment of
the Air Force Disaster Relief Center is a problem of government regulations regarding
the parcel of the Air Force that must be documented, enabling the QR code system
not be able to be used in the Air Force's parcel storage system, but the Air Force
Disaster Relief Center has made a QR code system used to store parcels of equipment,
part of the Air Force Disaster Relief Center, and make a document as evidence for the
inspection as is an experiment and comparison of advantages and disadvantages to be
used as a guide for report to supervisors to amend the regulations next.
Suggestions for researching the QR code system for use in the storage of
packages equipment of the Air Force Disaster Relief Center must amend the
regulations of the government's parcel regulations so that the QR code system can be
used correctly as the electronic document format to be able to use it properly in
order to increase the efficiency of operationsto be better.
