การวิจัยเรื่อง “แนวทางการพัฒนาการแก้ปัญหายาเสพติดในทหารกองประจำการของ
ศูนย์การทหารอากาศโยธิน” มีวัตถุประสงค์การวิจัย คือ ๑. เพื่อศึกษาสภาพปัญหายาเสพติดการแพร่
ระบาดในทหารกองประจำการของศูนย์การทหารอากาศโยธิน ๒. เพื่อศึกษาแนวคิดวิธีการแก้ปัญหายา
เสพติดการแพร่ระบาดของศูนย์การทหารอากาศโยธิน และ ๓. เพื่อเสนอแนวทางหรือกำหนดมาตรการ
ในการควบคุมและกำกับดูแล การแพร่ระบาดของยาเสพติดในทหารกองประจำการ ของศูนย์การทหาร
อากาศโยธิน โดยผู้วิจัยได้ศึกษาแนวคิด ทฤษฎี นโยบาย และงานวิจัยที่เกี่ยวข้อง แล้วนำมาวิเคราะห์
ประมวลผลร่วมกับการสัมภาษณ์เชิงลึก (In-depth Interview) มีผลการวิจัย สามารถสรุปได้ดังนี้
ผลการวิจัยพบว่าการแก้ไขปัญหายาเสพติดในทหารกองประจำการของ ศูนย์การทหาร
อากาศโยธิน หน่วยบัญชาการอากาศโยธิน นั้น เป็นไปตามนโยบายของรัฐบาล และยุทธศาสตร์
กองทัพอากาศ โดยมี ศอ.ปส.ทอ. เป็นหน่วยงานหลักในการดูแลรับผิดชอบ ดังนั้นศูนย์การทหารอากาศ
โยธิน ต้องนำยุทธศาสตร์ของ ศอ.ปส.ทอ. มาเป็นหลักการดำเนินการ และสารมารถนำไปสู่การปฏิบัติ
อย่างเป็นรูปธรรม โดยสามารถทำให้ทหารกองประจำการไม่เข้าไปยุ่งเกี่ยวกับยาเสพติดหรือจำนวน
ทหารกองประจำการที่เข้าไปยุ่งเกี่ยวมีจำนวนลดน้อยลง ส่วนทหารกองประจำการที่เสพยาเสพติด ก็มีกระบวนการคัดกรองและตรวจสารเสพติด เมื่อพบผู้เสพยาเสพติดก็นำเข้าสู่ระบบการบำบัดรักษา ส่วน
การป้องกันก็จัดให้มีโครงการ/กิจกรรมสร้างภูมิต้านทาน/การให้ความรู้/การสร้างความตระหนักต่อโทษ
และพิษภัยของยาเสพติด จัดให้มีเครือข่ายเฝ้าระวัง สร้างกระบวนการมีส่วนร่วมหาแกนนำ
ในการต่อต้านหรือเป็นฐานเครือข่ายเฝ้าระวังปัญหายาเสพติด กิจกรรมรณรงค์ กิจกรรมให้ความรู้
กิจกรรมสันทนาการและการออกกำลังกายส่งผลให้ทหารกองประจำการมีสมรรถภาพร่างกาย
ที่สมบูรณ์แข็งแรงและมีสุขภาพจิตที่ดี ห่างไกลจากยาเสพติด ทำให้สามารถเข้ารับการฝึกอบรมทาง
ทหารได้เป็นอย่างดี ส่วนข้อเสนอแนะในการแก้ไขปัญหายาเสพติดในทหารกองประจำการของศูนย์
การทหารอากาศโยธิน หน่วยบัญชาการอากาศโยธิน ควรเป็นการบูรณาการการปฏิบัติงานในทุกภาค
ส่วน ตั้งแต่ระดับผู้บริหารระดับสูงไปจนถึงผู้ปฏิบัติงานในระดับล่าง เพื่อให้การดำเนินการบรรลุตาม
เป้าหมายและวัตถุประสงค์ นอกจากนั้นควรมีการกำหนดให้มีการอำนวยการ เร่งรัด ติดตามและ
ประเมินผล เพื่อนำผลที่ได้ไปปรับปรุงและพัฒนาการดำเนินการให้ดียิ่งๆ ขึ้นไป การปัญหายาเสพติดมี
ความแตกต่างกัน ตามบริบทและสภาวะแวดล้อมของหน่วยงานแต่ละพื้นที่ การแก้ไขปัญหาควร
ดำเนินการให้ตรงตามเป้าหมาย ควรต้องมีการศึกษาสภาพแวดล้อมใหม่ ให้ตรงกับปัญหาที่กำลังเผชิญ
อยู่ รวมทั้งจัดทำแผนปฏิบัติการแก้ไขปัญหายาเสพติดตามแนวทางที่กองทัพอากาศกำหนด รวบรวม
ฐานข้อมูลของหน่วย แล้วจึงนำมาจัดทำฐานข้อมูลกลางด้านยาเสพติดของกองทัพอากาศABSTRACT

The objective of the research on " Guidelines for Solution of Drug Related
Problem in the Security Force Training Center Conscripts " is 1. to study the state of
drug problems, epidemics in the Security Force Training Center Conscripts, 2. to study
the comcept of solving drug problems in the epidemic of Security Force Training
Center, and 3. to propose guidelines or prescribe measures to control amd supervise
drug epidemic in the Security Force Training Center Conscripts, The researcher studied
the theory policy and related research with in-depth interviews were used to analyze
the results. The results of the research can be summarized as follows:
The results indicated that problem-solving approaches on drug abuse
among conscripts within the Security Force Training Center Security Forces Command
followed the government policy, And the Air Force Strategy. The RTAF Narcotic Control
Management Center is responsible for all policies relating to the prevention of drug
abuse within the RTAF. Then the RTAF Security Forces Command put the policies into
practice. It was found that the drug abuse among the RTAF conscripts is reduced. And the screening test was a good measure to classify those who took drugs so that they
could get appropriate treatment. Activities that have been promoted for drug
prevention are projects on providing knowledge about drug awareness and risk
education. Moreover, surveillance network and team leaders to fight with drugs are set
up. Other recreation can also promote well-being of physical and emotional health.
These then finally support military training.
The recommendation for the problem solving on drug abuse among the
RTAF conscripts are to apply integration and cooperation among units at all levels so
that the goal can be achieved. In addition, monitoring and evaluation should be
conducted for further improvement. The drug problem is different. According to the
context and environment of each area Problem solving should be done to meet the
goals. Should have to study the new environment To match the problems that are
facing Including preparing a plan to solve drug problems following the guidelines set by
the Air Force Collect the database of the unit. And then used to create a central
database on drugs of the Air Force.
