การศึกษาวิจัยเรื่อง แนวทางการพัฒนากองการศึกษา กรมพัฒนาการช่าง กรมอู่ทหารเรือ
ครั้งนี้ใช้กระบวนวิธีการวิจัยเชิงคุณภาพ (qualitative research) ซึ่งมีวัตถุประสงค์การวิจัย ๑) เพื่อ
ศึกษาปัญหาของกองการศึกษาที่เกี่ยวข้องกับการฝึกอบรมและการจัดส่วนราชการ กองการศึกษา
กรมพัฒนาการช่าง ในปัจจุบัน ๒) เพื่อศึกษาทฤษฏีการจัดองค์กร ระเบียบว่าด้วยการบริหารสถานศึกษา
การพัฒนาหลักสูตร โครงสร้างหน่วยงานการศึกษาภายในและภายนอก ทร. ๓) เพื่อกำหนดแนวทาง
ในการพัฒนาและการจัดส่วนราชการ กองการศึกษา ที่เหมาะสมและสามารถปฏิบัติงานตามภารกิจ
ที่ได้รับมอบหมายได้อย่างมีประสิทธิภาพมากยิ่งขึ้น
ผลการศึกษาวิจัยพบว่า ๑) สภาพปัญหากองการศึกษาในส่วนของโรงเรียนช่างกรมอู่ทหารเรือ
มีหลักสูตรที่ใช้ในการจัดการศึกษา ตั้งแต่ปี๒๕๔๗ ยังไม่ได้มีการปรับปรุงหลักสูตรให้ทันสมัยตาม
ด้านครูผู้สอนจำนวนไม่เพียงพอและคุณวุฒิไม่ตรงตามรายวิชาในหลักสูตร ๒) อาคารศึกษามีการจัดให้
นักเรียนช่างอยู่ประจำในชั้นปีที่ ๑ และ ๒ ทำให้ครูปกครองไม่เพียงพอที่จะดูแลนักเรียนช่าง
ด้านเครื่องมือในการเรียนการสอนมีจำนวนไม่เพียงพอ สภาพเก่า ชำรุด และล้าสมัย และ ๓) โครงสร้าง
การจัดไม่เหมาะสมกับการเปลี่ยนแปลงการศึกษาในปัจจุบัน

The research concerns about the development method of Education and
Training Division, Engineering Development Department, Royal Thai Naval Dock Yard.
The qualitative research method is used in order to: 1) Study the current
problems concerning training and organizing ofฤ organization arrangement of the
Education and Training Division, Engineering Development Department, Development
Division Royal Thai Naval Dock Yard. 2) Study the organization arrangement theory and
the regulations about the education unit administration, the development of their
curriculum and the inside/outside Royal Thai navy education unit structures. 3) Set up
the developing models and the new suitable organization arrangement, which can
efficiently support the unit missions effectively.
The results show that: 1) The problems of Naval Dockyard Apprentice
School are its old curriculum, setup in the year 2004 and never review until now, and
the number of instructors is not adequate. Some of them are not certified in their in
charge subjects. Furthermore, 2) According to the school regulation, the first and second year students have to stay at school, so the scarcity of the discipline officers
becomes a problem. Moreover, the building and its facilities are not enough, old,
malfunction and out-of-date. 3) The organization structure is not suitable for the
actual education change.
