การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อศึกษาขั้นตอนการจัดจ้างก่อสร้างของกรมช่างโยธา
ทหารอากาศ และหาแนวทางการลดระยะเวลาการจ้างก่อสร้างของกรมช่างโยธาทหารอากาศ มีกรอบ
การศึกษาวิจัย เป็นงานจัดจ้างก่อสร้างที่อ านาจอนุมัติจ้างอยู่ในอ านาจของผู้บัญชาการทหารอากาศและ
เป็นการจ้างโดยวิธีประกาศเชิญชวนทั่วไป โดยมีกรมช่างโยธาทหารอากาศเป็นหน่วยด าเนินการ
วิธีด าเนินการวิจัย ผู้วิจัยใช้กระบวนการวิจัยเชิงคุณภาพ (Qualitative Research) แบบ
วิจัยเอกสาร (Documentary Research) และการสัมภาษณ์เชิงลึก (In-depth Interview) โดยใช้ข้อมูล
ปฐมภูมิ (Primary Data) ที่ได้มาจากการสัมภาษณ์กลุ่มเป้าหมาย ได้แก่ ผู้ทรงคุณวุฒิ ผู้เชี่ยวชาญ และ
ผู้มีประสบการณ์ที่เกี่ยวข้อง ทั้งระดับผู้บริหารและผู้ปฏิบัติ รวมทั้งใช้ข้อมูลทุติยภูมิ (Secondary Data)
ที่ได้มาจากการศึกษาแนวคิด ทฤษฎี และการทบทวนวรรณกรรมต่าง ๆ ที่เกี่ยวข้อง
ผลการวิจัยพบแนวทางที่สามารถลดระยะเวลาการจัดจ้างก่อสร้างได้คือ การขอรับมอบ
อ านาจอนุมัติจากผู้บัญชาการทหารอากาศ ได้แก่ อ านาจอนุมัติแผนจัดหา อ านาจอนุมัติประกวดราคา
และแต่งตั้งคณะกรรมการประกวดราคาจากผู้บัญชาการทหารอากาศ ส่วนอ านาจอนุมัติจ้าง คือการ
อนุมัติให้เจ้ากรมช่างโยธาทหารอากาศลงนามในสัญญาจ้าง ยังคงเป็นอ านาจของผู้บัญชาการทหาร
อากาศเหมือนเดิม และการด าเนินการจัดจ้างก่อสร้างให้เริ่มบางขั้นตอนก่อนการประกาศใช้ พรบ.
งบประมาณประจ าปี ผลการวิจัยยังพบว่ากระบวนการจัดจ้างก่อสร้างเป็นขั้นตอนหนึ่งของการ
บริหารงานก่อสร้างของกรมช่างโยธาทหารอากาศ ซึ่งมีอยู่ ๔ ขั้นตอนได้แก่ ขั้นตอนการจัดท าแบบ
ก่อสร้าง ขั้นตอนการของบประมาณ ขั้นตอนการจัดจ้างก่อสร้าง และขั้นตอนการบริหารสัญญาจ้าง ซึ่ง
แต่ละขั้นตอนเชื่อมโยงกันเป็นลูกโซ่โดยมีกรอบเวลาจ ากัด และยังไม่มีหน่วยงานที่จะมาก ากับดูแล
ภาพรวมงานบริหารงานก่อสร้าง ผู้วิจัยจึงมีข้อเสนอแนะ ให้กรมช่างโยธาทหารอากาศจัดตั้งหน่วยงาน
เพื่อก ากับดูแลงานบริหารการก่อสร้างให้มีประสิทธิภาพต่อไป

This research aims to study the process of the construction procurement of
Directorate of Civil Engineering, Royal Thai Airforce (RTAF). In addition, we determine the
guildline for reducing the duration of this process which is in authority of the
Commander-in-Chief of the Royal Thai Air Force. This procurement is specifically on
public announcement procurement that has been performed by Directorate of Civil
Engineering, RTAF.
The researcher uses a qualitative research not only a documentary research
but also an in-depth interview. We use primary data from the interviews from some
experts and someone who have experience in administrating and operating in this area.
We also use secondary data from relevant concepts, theories and literature reviews.
According to this study, the guildline for reducing this procurement duration
is that the Commander-in-Chief of the Royal Thai Air Force delegates specific authority
to any organizations such as a permission plan, a permission for bid tenders and
appointing a board for considering the bids from the Commander-in-Chief of the Royal
Thai Air Force. However, the permission to perform the procurements is still in charges
of the Commander-in-Chief of the Royal Thai Air Force delegating to the director of
Directorate of Civil Engineering, RTAF who will sign a contract. Some procedures of the
procurement will begin before the annual budget act is valid. The result finds that the
process is one of construction procurement of the directorate that has four steps such
as drafting, budget, procurement and administrating. This is quite similar to a chain which
has a limited time. Therefore, we suggest that Directorate of Civil Engineering, RTAF
should set some units to take care of this project effectively.
