สถานการณ์การเกิดสาธารณภัยทั่วโลกรวมถึงประเทศไทย มีแนวโน้มที่จะเกิดถี่ขึ้น
รุนแรงมากขึ้น ส่งผลกระทบต่อชีวิตและทรัพย์สินของประชาชนสร้างความเสียหายและความเดือดร้อน
ต่อการใช้ชีวิตประจำวัน ที่สำคัญประชาชนยังคงต้องอยู่อาศัยและการประกอบอาชีพในพื้นที่ของตนเอง
ซึ่งอาจเป็นพื้นที่เสี่ยงภัยอย่างหลีกเลี่ยงไม่ได้ การเรียนรู้ที่จะพร้อมรับมือกับภัยพิบัติต่างๆ ที่เคยเกิดขึ้น
แล้วหรือกำลังจะเกิดจึงเป็นเรื่องสำคัญเพื่อการเตรียมความพร้อมในการป้องกันการรับมือและการแก้ไข
เพื่อให้เกิดผลกระทบน้อยที่สุด
การศึกษาวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อศึกษาปัญหา อุปสรรค
และข้อขัดข้องที่ส่งผลกระทบในการปฏิบัติงานการให้ความช่วยเหลือประชาชน ซึ่งศึกษาเฉพาะกรณีที่
ประสบภัยพิบัติในพื้นที่รับผิดชอบของ โรงงานวัตถุระเบิด กรมการอุตสาหกรรมทหารศูนย์การอุตสาหกรรม
ป้องกันประเทศและพลังงานทหาร ซึ่งมีพื้นที่รับผิดชอบในอำเภอพยุหะคีรี จังหวัดนครสวรรค์ โดยดำเนินการ
วิจัยคุณภาพ และเก็บข้อมูลจากกลุ่มหัวหน้าหน่วยทหารที่ได้เข้าไปปฏิบัติงานในพื้นที่ หัวหน้าส่วนราชการพล
เรือนที่รับผิดชอบ มาวิเคราะห์ในบทบาทของทหารในการปฏิบัติงานด้านการบรรเทาสาธารณภัย สามารถ
นำมาใช้ในการพัฒนาขีดความสามารถเป็นข้อเสนอแนะแนวทางการปฏิบัติงานด้านการบรรเทาสาธารณภัย
ของชุดบรรเทาสาธารณภัยโรงงานวัตถุระเบิด กรมการอุตสาหกรรมทหารศูนย์การอุสาหกรรมป้องกัน

Situations of natural disaster around the world including Thailand which
seems to arise recurrently and more severely, inflict serous damage to the live and asset
of the citizen, and thereby affect their daily lives. Importantly, they are remain to stay
and live in the unavoided risk areas. Learning how to handle various kinds of natural
disasters that previously occurred or will happen in the future is vital for preparing the
citizen to encounter and solve the problem that would have the least impact on them.
The objective of this qualitative research is to study the problems,
difficulties and obstacles that pose an operating impact in providing assistance to the
civilian. The research uses the case studyon disaster in the areaunder the responsibility
of Explosives Factory, Defence Industry Department, Defence Industry and Energy Centre
at Payahakhiri District, Nakhonsawan province. The research uses qualitative method,
and collects information from military personnel and civilian personnel at the level of
Chief who operate in the area. Such information will be used for analysing the role of
the military to perform the operation in disaster relief, and to improve the capability as
well as to provide recommendation for Disaster Relief Team of the Explosives Factory,
Defence Industry Department, Defence Industry and Energy Centre to effectively perform
their tasks.
