การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) มีวัตถุประสงค์เพื่อศึกษา
สภาพการดำเนินการ ปัญหา และอุปสรรคของกองทัพบกสู่ไทยแลนด์ ๔.๐ ศึกษาแนวทางการ
ดำเนินงานของกองทัพบกสู่ไทยแลนด์ ๔.๐ เพื่อเสนอกลไกการขับเคลื่อนกองทัพบกสู่ไทยแลนด์ ๔.๐
โดยศึกษาค้นคว้าจากทฤษฏีตำรา แนวคิด คู่มือ เอกสาร และงานวิจัยที่เกี่ยวข้อง
แล้วนำมาวิเคราะห์ ออกแบบเครื่องมือวิจัย ได้แก่ การสัมภาษณ์เชิงลึก (In-depth Interview)
การรวบรวมข้อมูลจากเอกสาร (Documents) ในลักษณะ (Documentary Research) และให้
ผู้เชี่ยวชาญ จำนวน ๓ ท่าน พิจารณาข้อคำถาม จากนั้นนำผลการตรวจสอบของผู้เชี่ยวชาญแต่ละท่าน
มาคำนวณหาความเที่ยงตรงเชิงเนื้อหา กลุ่มตัวอย่างที่ให้ข้อมูล (In-depth Interview) เป็นการเลือก
แบบเจาะจง ประกอบด้วย ผู้ทรงคุณวุฒิที่มีความรู้และประสบการณ์ในการปฏิบัติการร่วมทั้งด้าน
การศึกษา การฝึกร่วม และการปฏิบัติงานที่เกี่ยวข้อง จำนวน ๕ คน เพื่อให้ข้อมูลครอบคลุมประเด็น
การวิจัย การวิเคราะห์ข้อมูลเชิงลึก (In-depth Interview) การรวบรวมข้อมูลจากเอกสาร
(Documents) วิเคราะห์ข้อมูลโดยการสังเคราะห์เนื้อหาด้วยการจัดหมวดหมู่ และจัดลำดับรายประเด็น
และนำมาเขียนเรียบเรียง ผลการวิจัยสรุปได้ดังนี้
๑. กองทัพบกดำเนินงานตามแผนพัฒนาและปรับปรุงโครงสร้างกองทัพ แต่นโยบายต่างๆ
มักมีการปรับเปลี่ยนเมื่อมีการเปลี่ยนผู้บังคับบัญชา การเปลี่ยนความคิดความเชื่อของผู้บังคับบัญชากระทำได้ยาก นอกจากนี้กำลังพลยังต้องมีการพัฒนาความรู้ให้เท่าทันเทคโนโลยีสมัยใหม่ ตลอดจนการ
พัฒนายุทโธปกรณ์ให้ทันสมัย
๒. แนวทางในการดำเนินงานของกองทัพบกเป็นไปตามภารกิจที่กำหนดไว้ พัฒนาตาม
ยุทธศาสตร์ แผนพัฒนาและปรับปรุงโครงสร้างกองทัพบก แต่อย่างไรก็ตามยังต้องมีการพัฒนาให้มีความ
ทันสมัยไปสู่ กองทัพบก ๔.๐ สมาร์ทอาร์มี่ รองรับภารกิจได้หลายอย่าง
๓. กลไกในการขับเคลื่อนคือการทำความเข้าใจของกำลังพลในทุกระดับโดยเฉพาะอย่างยิ่ง
ระดับสั่งการและกำหนดนโยบาย กำหนดยุทธศาสตร์ แผนพัฒนาและปรับปรุงโครงสร้างกองทัพที่มี
เป้าหมายชัดเจนมีความเป็นได้ แก้ไขกฎระเบียบ คำสั่งต่างๆ ให้มีความง่ายมีความทันสมัย เพื่อลด
ขั้นตอนที่ไม่จำเป็น เพื่อให้การปฏิบัติงานของกองทัพมีประสิทธิภาพ สนับสนุนเศรษฐกิจดิจิทัลได้ต่อไปABSTRACT

This research is a qualitative research. The objective of this research are to
evaluate current operations and relating problems and obstacles of the Royal Thai
Army towards the Thailand 4.0 policy and to propose appropriate driving mechanisms
towards the Thailand 4.0 policy for the Royal Thai Army.
The research was conducted through study and analysis of relating
theories, textbooks, ideas, manuals, documents, and literature review to design
research tools such as in-depth interviews, documentary research, and questionnaires.
These questionnaires were evaluated by three experts to assess the documentary
accuracy of the questionnaires. Samples selected for the in-depth interviews were
specifically deigned to include five qualified persons with knowledge and experience in
co-operations in education, training, and field works to cover all of the research
objectives. Data obtained from the in-depth interviews and documentary research were
analyzed and synthesized by classification, ranking in order, and revisions. The results
of this research can be summarized as follows.
1. The Royal Thai Army has been executed operations strictly following the
development and improvement plans for restructuring the Royal Thai Army. However,
several key policies were often changed when the chief of commanders was changed.
To change the commanders’ ideas and believes was an extremely difficult task. In addition, the Royal Thai Army personnel needs major education development to
catch up with new technology and modern armament.
2. The operations of the Royal Thai Army have been conducted and
improved according to the assigned missions, strategies, and the development and
improvement plans for restructuring the Royal Thai Army. However, further
development is still required for driving mechanisms towards the Thailand 4.0 policy,
Moreover, the Smart Army strategy should also be designed to support multi-level
missions.
3. The key for appropriate driving mechanisms towards the Thailand 4.0
policy is an understanding of all levels of the Royal Thai Army personnel, especially in
the commanding and policy issues levels. Strategies and the development and
improvement plans for restructuring the Royal Thai Army need to have possible and
specific goals. In addition, relating orders and regulations should be simplified and
updated to reduce unnecessary procedure, so that the operations of the Royal Thai
Army can be effective to continue supporting the digital economy of the nation.
