เรื่อง : แนวทางการเตรียมกำลังพลเหล่านักบินเพื่อรองรับการเป็นกองทัพอากาศชั้นนำในภูมิภาค

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ ๑) ศึกษารูปแบบกองทัพอากาศชั้นนำในภูมิภาค
๒) ศึกษาคุณลักษณะกำลังพลเหล่านักบินของกองทัพอากาศ ๓) กำหนดแนวทางการเตรียมกำลังพล
เหล่านักบินเพื่อรองรับการเป็นกองทัพอากาศชั้นนำในภูมิภาค
การวิจัยนี้เป็นการวิจัยเอกสาร (Documentary Research) รวบรวมข้อมูลจากเอกสาร
และงานวิจัยที่เกี่ยวข้องกับการบริหารบุคคล ยุทธศาสตร์กองทัพอากาศและนโยบายผู้บัญชาการทหารอากาศ
วิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา
ผลการวิจัยสรุปได้ว่า ๑) คุณลักษณะของกำลังพลเหล่านักบิน เพื่อรองรับการเป็น
กองทัพอากาศชั้นนำในภูมิภาคนั้น ที่สำคัญ ประกอบด้วย ความเข้าใจค่านิยมหลักของกองทัพอากาศและ
วัฒนธรรมในการปฏิบัติงานที่มุ่งสู่การใช้เครือข่ายเป็นศูนย์กลางการมีความรู้ด้านภาษาอังกฤษ เทคโนโลยี
คอมพิวเตอร์และระบบเครือข่าย มีความสามารถในการปฏิบัติการร่วม ในการปฏิบัติการในระบบเครือข่าย
และระบบติดต่อสื่อสารดิจิตอลทางยุทธวิธี (Tactical Data Link) ความสามารถในการโจมตีเป้าหมายด้วย
ความแม่นยำเป็นสำคัญ และมีทักษะในการถ่ายทอดความรู้ มีพฤติกรรมที่ใฝ่รู้และเรียนรู้อยู่ตลอดเวลา ๒)
แนวทางการเตรียมกำลังพลเหล่านักบินรองรับการเป็นกองทัพอากาศชั้นนำในภูมิภาค จำเป็นต้องมี
การวางแผนในการปฏิบัติตั้งแต่เริ่มการบรรจุ โดยกำหนดคุณสมบัติเบื้องต้นคือ ต้องเป็นผู้ที่มีความรู้ ด้าน
ภาษาอังกฤษ เทคโนโลยีคอมพิวเตอร์และระบบเครือข่าย มีพฤติกรรมที่ใฝ่รู้และเรียนรู้อยู่ตลอดเวลา และ
ในห้วงการทำการบิน กำหนดให้มีการฝึกและศึกษาที่สอดคล้องกันในเรื่องของเทคโนโลยีระบบการ
เชื่อมต่อข้อมูลดิจิตอลทางยุทธวิธี เนื่องจากกำลังพลเหล่านักบินเป็นกำลังพลที่มีความสำคัญ
ที่ปฏิบัติงานอยู่ในทุกภาคส่วนของกองทัพอากาศที่ใช้เครือข่ายเป็นศูนย์กลางข
ABSTRACT
Title : The Way to Preparation Pilots for One of The Best Air forces in ASEAN

The objectives of the study were toexamine the model One of The best Air forces in
ASEAN, explore the performanceof Royal Thai Air force pilots, and determine the way to prepare
pilots to certify One of The best Air forces in ASEAN. This research is a documentary research that
gathers information from documents and researches related to human management, strategy, and
the policy of the Air Force which was analyzed using an analysis of the content.
The results of the study were as follows: 1) the performanceof pilots that certify One
of The best Air forces in ASEAN essentially includes understanding the core values of the Air Force
and the work culture that utilize the Network Centric Operations; gaining the knowledge of English
language, computer technology, and network system; having joint operation capabilities to work in
the network and system; being able to use Tactical Data Link; being able to attack the targets with
precision, and having the skills to pass on the knowledge, a curious behavior, and eagerness to
learn more 2) the way to prepare pilots that certify One of The best Air forces in ASEAN need to
have a plan to implement starting from selecting the right person by provide common rules; for
example, someone who has the knowledge of English language, computer technology, and
network system and someone who has the curious behavior, and eagerness to learn more. In
addition, it is necessary to provide the training and education that are related to Tactical Data Link
because these pilots are the important sectors that operate in all sectors of the Royal Thai Air
Force that use the Network Centric Operations.ค
