การวิจัยเรื่อง “แนวทางการบริหารจัดระบบสนับสนุนการส่งกำลังบำรุงรวม(ILS) ของ
กองทัพเรือ” มีวัตถุประสงค์ เพื่อศึกษาแนวทางการบริหารจัดการระบบสนับสนุนการส่งกำลัง
บำรุงรวมของกองทัพเรือ เพื่อหาแนวทางบริหารจัดการระบบสนับสนุนการส่งกำลังบำรุงรวม ให้
สามารถปฏิบัติงานได้อย่างเป็นรูปธรรม ชัดเจน ถูกต้อง หน่วยต่างๆสามารถให้การสนับสนุนได้ซึ่ง
เป็นการวิจัยเชิงคุณภาพโดยใช้ข้อมูลปฐมภูมิคือข้อมูลที่ได้จากการสัมภาษณ์เชิงลึกบุคคลที่เกี่ยวข้อง
จำนวน ๓ ท่าน ประกอบด้วย ผู้อำนวยการกองตรวจสอบสภาพยุทโธปกรณ์กองตรวจสอบสภาพ
ยุทโธปกรณ์ กองบัญชาการกองเรือยุทธการ รองผู้อำนวยการกองควบคุมคุณภาพ กองควบคุม
คุณภาพ อู่ราชนาวีมหิดลอดุลยเดช กรมอู่ทหารเรือ และ รองผู้อำนวยการกองโรงงานไฟฟ้าอาวุธ
ศูนย์ซ่อมสร้างสรรพาวุธ กรมสรรพาวุธทหารเรือ รวมทั้งใช้ข้อมูลทุติยภูมิคือข้อมูลที่เป็นเอกสาร เช่น
ระเบียบ คำสั่ง ที่เกี่ยวข้องกับการวิจัยนี้
ผลการวิจัยพบว่า ระบบสนับสนุนการส่งกำลังบำรุงรวม (Integrated Logistics Support :
ILS) หรือ ระบบ ILS นั้น เป็นระบบที่เกิดขึ้นเพื่อใช้บริหารการส่งกำลังบำรุงให้เกิดประสิทธิภาพ เป็น
การรวมหลายๆ สาขาของการสนับสนุนการส่งกำลังบำรุง มาวิเคราะห์จัดการ และบริหารให้สัมพันธ์
สอดคล้องกันอย่างเป็นระบบ เพื่อให้เกิดประสิทธิผลสูงสุดคือ มีประสิทธิภาพ และประหยัดในการ
ซ่อมบำรุง ดูแลยุทโธปกรณ์ให้มีอายุยืนยาวตลอดวงรอบอายุการใช้งาน ซึ่งจากการใช้งานระบบ ILS
มาระยะหนึ่ง ผู้ที่เกี่ยวข้องและใช้ระบบยังคงพบว่า ยุทโธปกรณ์ยังมีการชำรุดจนมีผลกระทบต่อความ
พร้อมของเรือ และกระทบการปฏิบัติภารกิจของ ทร. ในด้านต่างๆ เรื่อยมา จนเป็นที่สงสัยว่า ระบบILS อาจใช้ไม่ได้ผล มีความสิ้นเปลือง ต้องใช้เงินมากคงจะไม่เหมาะสมกับ ทร. ไทย โดยเฉพาะอย่าง
ยิ่งในสภาวการณ์ด้านงบประมาณที่จำกัดของกองทัพ จึงเป็นที่มาของการวิเคราะห์และวิจัยในครั้งนี้
ซึ่งหากสามารถทราบสาเหตุและวิธีแก้ไขปัญหา เพื่อปรับปรุงพัฒนาระบบ ILS ให้ใช้ได้ผลดีมี
ประสิทธิภาพได้ก็จะทำให้เรือรบมีความพร้อมใช้ตามภารกิจที่ต้องการของ ทร. จากปัญหาดังกล่าว
ข้างต้นจึงได้รวบรวมข้อมูลจากการปฏิบัติงานจริงของเรือต่างๆ ที่ใช้ระบบ ILS นี้การปฏิบัติงานของ
หน่วยต้นสังกัด การปฏิบัติของหน่วยเทคนิค ตลอดจนศึกษาระเบียบ หลักปฏิบัติต่างๆ ที่ใช้อยู่ใน
ปัจจุบันมาตรวจสอบ วิเคราะห์จนได้ปัญหาที่แท้จริง นั่นคือ ปัญหาของความไม่สอดคล้องกันของ
ระบบการซ่อมบำรุง ปัญหาของความเข้าใจและใช้งานระบบ ILS ของหน่วยต่างๆ ที่เกี่ยวข้อง ปัญหา
ของการไม่มีโครงสร้างการบริหารงานที่เป็นที่ยอมรับของทุกฝ่าย ทั้งหมดนี้นำมาเปรียบเทียบกับ
ทฤษฎีหลักการบริหารเชิงกลยุทธ์และการจัดองค์การ หลักการของระบบ ILS ที่สำคัญและมีใช้งาน
จากตำราต่างๆ ประสบการณ์จากหน่วยงานซึ่งใช้งานระบบ ILS อย่างค่อนข้างได้ผล จนได้ผลการวิจัย
ที่สรุปได้ว่า การใช้งานระบบ ILS ของ ทร. ที่ผ่านมาใช้ได้ผลเพียงบางส่วนของระบบเท่านั้น หน่วยผู้ใช้
เรือและหน่วยเทคนิคใช้ระบบ ILS โดยมีความเข้าใจระบบที่ไม่เท่าเทียมกัน ซึ่งสาเหตุบางส่วนเกิดจาก
นโยบายการซ่อมบำรุงที่มีแนวความคิดแตกต่างจากระบบ ILS ความไม่ต่อเนื่องของขั้นตอนการ
ส่งผ่านระบบ (Transition period) จากขั้นการจัดหามาสู่ขั้นประจำการของยุทโธปกรณ์การขาด
โครงสร้างการบริหารที่เป็นระบบในภาพรวมซึ่งต้องแก้ไขในระดับนโยบาย สิ่งต่างๆ เหล่านี้เองที่เป็น
สาเหตุให้เกิดปัญหาด้านการใช้งานระบบที่ไม่ค่อยจะได้ผลคุ้มค่านัก จากนั้นจึงได้วิเคราะห์วิจัยและ
เพิ่มเติมส่วนต่างๆ ให้ระบบมีความสมบูรณ์ในด้านการนำมาใช้งานมากขึ้น เกิดเป็นแนวทางการ
บริหารจัดการระบบส่งกำลังบำรุงรวมสำหรับ ทร. และข้อเสนอแนะที่สำคัญที่จะทำให้ระบบ ILS เกิด
ผลสำเร็จตามความมุ่งหมายของ ทร. ต่อไป

The objectives of this research were 1) To study the principle of integrated
logistic Support. 2) To study the guideline on Royal Thai Navy Integrated Logistics
Support. This is the qualitative research using primary data got from in-depth
interviewing 3 persons : the Director of Material Inspection Division, Material
Inspection Division, Royal Thai Fleet, the Deputy Director of Quality Control Division,
Mahidol-Adulyadej Naval Dockyard, Naval Dockyard Department, RTN and the last,
Deputy Director of Weapon Fire Control Workshop Division, Ordnance Maintenance
and Rework Center, Naval Ordnance Department, RTN. This research is also included
secondary data which are regulations and order relating to this research.
The result of research can be found that the system, supports the
Integrated Logistics Support or ILS, happens to use in managing the logistics
performance is a combination of several branches of the logistics management,
management analysts relations corresponding to maximum effectiveness is efficient
and economical maintenance, consumables, care, life expectancy, throughout the
life cycle, which from the ILS system, while the people involved and used the
system, continues to find that the armory is also has an impact on the availability of
the vessel and the effects RTN's mission. In various areas, which has been suspected
of ILS system might have worked. There is so much money consumption might not
be appropriate for RTN. Particularly in circumstances that financial restrictions of the RTN. This analysis and research , which if you can figure out why and how to fix the
problem in order to improve the system, ILS, effective, efficient, it would make the
RTN ships are available according to the needs of the mission. From the above
problem, collect information from the ships that use this unit's operational ILS, the
practice of technical units as well as the regulation of various practices currently
used come to investigate, analyze, until the actual issue, that is, the problem of
inconsistency of maintenance system. The problem of understanding and use of the
various units at the ILS system involved. The issue of management structure that is
acceptable to all parties. All this taken, compare with theory. Strategic management
principles and organizing principles of the ILS system and significant from various
texts. Experience from the Agency, which runs the system, ILS relatively ineffective
until the research that concluded that the ILS system of forecast. Past works only
part of the system. The unit, the ships user units and tactical units have to
understand of the system, some of which cause inequality caused by the policy of
maintenance concepts differ from the ILS system, the lack of quality of the
procedures for submission through the system (Transition period) from the exhibition
of the gear. The lack of a systematic management structure in the overview, which

applied. To approach RTN logistics management systems guidance and get the
important suggestions to make the system success by the RTN-ILS objective.
