สถานการณ์ความไม่สงบในพื้นที่จังหวัดชายแดนภาคใต้ของประเทศไทย ได้เกิดขึ้นและ
ด าเนินการอย่างต่อเนื่อง และความรุนแรงของการก่อเหตุในช่วงแรกยังอยู่ในระดับต่ า แต่สันนิษฐานว่าการ
ปลูกฝังอุดมการณ์การปรับเปลี่ยนและการเตรียมตัวจัดตั้งองค์กรใหม่น่าจะอยู่ในช่วงการฝังตัว
โดยสถานการณ์เริ่มเห็นชัด เมื่อวันที่ ๔ มกราคม ๒๕๔๗ ได้เกิดเหตุปล้นกองพันพัฒนาที่ ๔ อ.เจาะไอร้อง
จ.นราธิวาส ส่งผลให้ทหารเสียชีวิต ๔ นาย และได้อาวุธไป ๔๑๓ กระบอก กระสุนปืนอีกจ านวนหนึ่ง และ
เหตุการณ์ได้ยืดเยื้อมาจนถึงปัจจุบัน ซึ่งเข้าสู่ปีที่ ๑๔ ส่งผลให้ประชาชน เจ้าหน้าที่ของรัฐ และผู้ก่อเหตุ
ความรุนแรง ต้องสูญเสียชีวิตและบาดเจ็บเป็นจ านวนมาก ขณะที่ภาครัฐต้องทุ่มเทและสูญเสียงบประมาณ
ไปเป็นจ านวนมากในการแก้ไขปัญหาดังกล่าว ที่ส าคัญปัญหาดังกล่าวได้ส่งผลกระทบอย่างรุนแรงและ
กว้างขวางต่อการด ารงชีวิตอย่างปกติสุขของประชาชน เกิดภาวะการผลิตหดตัวเนื่องจากประชาชนไม่
สามารถประกอบอาชีพได้ตามปกติ ท าให้เกิดผลกระทบอย่างรุนแรงต่อระบบเศรษฐกิจในพื้นที่
ผู้ประกอบการต้องเลิกหรือหยุดด าเนินกิจการ อันเนื่องจากขาดความมั่นใจในความปลอดภัย เกิดปัญหา
การว่างงานสูงซึ่งซ้ าเติมปัญหาความยากจนของประชาชนในพื้นที่ และท าให้ประชาชนลดความเชื่อมั่น
จากปัญหาดังกล่าว ผู้วิจัยจึงท าการวิจัยปัญหาและวิธีแก้ปัญหาให้เหตุการณ์ความรุนแรงที่
เกิดขึ้นในพื้นที่ หวังให้ยุติโดยเร็ว ส าหรับวิธีแก้ปัญหาที่ผู้วิจัยเลือกมาใช้ในการท าเอกสารวิจัยครั้งนี้ คือ
แนวคิดและแนวทางการจัดองค์กร การบูรณาการก าลังของเจ้าหน้าที่ในการเผชิญหน้าต่อภัยคุกคาม
ประเภทต่างๆ เพื่อยุติและแก้ปัญหาการก่อความไม่สงบในพื้นที่จังหวัดชายแดนภาคใต้วิธีด าเนินการวิจัย
ใช้กระบวนวิธีการวิจัยเชิงคุณภาพ (Qualitative Research) ผลที่ได้จากการวิจัยที่ได้คือโครงสร้างการจัด
หน่วยที่เหมาะสมต่อการแก้ปัญหาภัยคุกคาม และได้รูปแบบการจัดองค์กร และแนวทางการบูรณาการ
ก าลังในพื้นที่ ท าให้ทราบว่าท าอะไร อย่างไร แล้วประชาชนมีความเชื่อมั่นและมีความพึงพอใจ ที่ส าคัญ
สามารถแก้ปัญหาต่อภัยคุกคามได้ABSTRACT

Situation of unrest in the southern border provinces of Thailand Has

began to clear on January 4, 2004, a robbery occurred at the 4th Battalion, Narathiwat
province, resulting in the death of four soldiers and 413 weapons. And the event has
lasted to the present. Which entered the 14th year, resulting in the public. State
officials And the violent person Lose a lot of life and injuries. The government has to
spend a lot of money to solve the problem. These issues have had a severe and
widespread impact on the normal lives of people. The impact on the economy in the
area. Entrepreneurs must stop or stop operations. Due to lack of confidence in safety.
The problem of high unemployment, which aggravated the problem of poverty in the
area. And make people less confident.
The researcher has investigated the problems and solutions to the violence
in the area. Hope to end soon. The solution chosen by the researcher for this research
paper is the concept and organizational approach. Integration Of the staff In the face of various types of threats. To settle and solve the insurgency problem in the southern
border provinces. Method Qualitative Research The result of this research is the
appropriate unit structure for solving the threat problem. And the organizational style.
And the integration approach in the area. People are confident and satisfied. The key
to solving the problem is the threat.
