การวิจัยเรื่องนี้มีวัตถุประสงค์ส าคัญ เพื่อศึกษาข้อมูล แนวคิด และทฤษฎีของการปฏิบัติการ
ข่าวสาร และปัญหา อุปสรรคในการปฏิบัติการข่าวสารของกองทัพอากาศเพื่อแนวทางการปฏิบัติการข่าวสาร
ของกองทัพอากาศ
การศึกษาวิจัยในครั้งนี้เป็นการวิจัยเชิงคุณภาพ ประกอบการสัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิ
ด้านการปฏิบัติการข่าวสารในระดับนโยบายจ านวน ๒ ท่าน และระดับผู้วางแผนและผู้ปฏิบัติ ๓ ท่าน รวมทั้ง
ใช้ข้อมูลทุติยภูมิคือข้อมูลที่ได้จากเอกสารทางวิชาการ แนวคิดทฤษฎีและผลงานวิจัยที่เกี่ยวข้อง ซึ่งผู้วิจัย
ได้รวบรวมข้อมูลโดยค้นคว้าจากแหล่งต่างๆ มาวิเคราะห์ก าหนดแนวทางการปฏิบัติการข่าวสารของ
กองทัพอากาศ
ผลจากการศึกษาวิจัยพบว่า ปัญหาและอุปสรรคที่พบในการปฏิบัติการข่าวสารของ
กองทัพอากาศ ส่วนใหญ่ก าลังพลขาดความรู้และความเข้าใจท าให้การน านโยบายไปสู่การปฏิบัติท าได้ยาก
นอกจากนั้นยังขาดโครงสร้างการปฏิบัติงานและผู้รับผิดชอบหลักในการปฏิบัติการข่าวสารของ
กองทัพอากาศ ในส่วนของหลักการในการปฏิบัติการข่าวสารและการวางแผนนั้น ผู้บังคับบัญชาได้ให้
ความเห็นเป็นว่าควรใช้หลักการวางแผนทางทหารในการวางแผน ส่วนแนวทางการปฏิบัติการข่าวสารของ
กองทัพอากาศที่เหมาะสม นั้น ผู้บัญชาการทหารอากาศมีนโยบายให้แบ่งระดับการด าเนินงานปฏิบัติการ
ข่าวสารออกเป็น ๓ ระดับ ได้แก่ การปฏิบัติการข่าวสารในระดับยุทธศาสตร์ (หรือการสื่อสารทาง
ยุทธศาสตร์) โดยมี คณะกรรมการการปฏิบัติการข่าวสารของกองทัพอากาศ ที่มีเสนาธิการทหารอากาศ
เป็นประธาน เป็นผู้รับผิดชอบ ส่วนปฏิบัติการข่าวสารในระดับยุทธการ นั้นให้คณะท างานปฏิบัติการข่าวสาร
ของกองทัพอากาศ ที่มี ผู้อ านวยการส านักยุทธการและการฝึก กรมยุทธการทหารอากาศ เป็นผู้รับผิดชอบ
และการปฏิบัติการข่าวสารในระดับยุทธวิธี ให้หน่วยต่างๆ ที่มีเครื่องมือให้ปฏิบัติตามแผนปฏิบัติการข่าวสาร

ABSTRACT
Title : Concept of Information Operations for Royal Thai Air Force

The objective of this research is to develop concept of information
operations for Royal Thai Air Force in a systematic way with the quality that corresponds
to the context defined by the Royal Thai Air Force. The research is completed by the
studies and the extraction of the theoretical concept, principle, lesson learned from the
information operations and the strategic means for the implementation of the
information operation by the Royal Thai Air Force.
This research and development based document comprises the document
research, the survey research by distributing questionnaires to evaluate the essential
requirements, in-depth interview to translate the personal expertise in various issues in
correspondence with the research objective into the suggestions for the development
of the concept of information operations. The research result was then used as the
guideline for the meeting appointment among the experts and experienced participants
for the verification of implementation and the quality evaluation of the information
operation. This is done to determine the efficient strategic means for the implementation
of the information operation of the Royal Thai Air Force in support of the uninterrupted
and sustainable mission accomplishment of the Royal Thai Air Force.
The research result has shown that the Royal Thai Air Force required the
implementation of the information operation in all level of operations. The profile and the information operation system are also systematically connected and correspond to
the context of the Royal Thai Air Force. There are five parts of the strengthening of the
information operation system including service and support, policy or strategy,
operations, academic support and management of the information operation. The said
five elements will then be readily applied as the foundation in supporting the
information operation team of the Royal Thai Air Force wherein the team members
include the primary experts and related personnel depending on the missions or the
assigned intent to successfully handle the situational management in accordance with
the information operation that consist of five steps. The first step is the process of
acquiring the intent from the supervising unit and transforming that particular intent into
the objective of the information operation. The second step includes the analysis and
evaluation of the significant information topic followed by the third step, which is the
design of the guideline for the information operation that responds to the intent of the
supervising unit. In the fourth steps, the process of the information operation is
integrated with various capabilities and brought into the same direction. Finally, the fifth
step comprises continuously controlling, tracking, evaluating, and managing the creative
information operation situations. The essence or corresponding activities are designed in
accordance with the dynamic situations for use in planning and managing among the
associated collaborative sectors.
The suggestions from the result of the research and development and
information operation reveal the fact that it is necessary to encourage the personnel to
be well aware of the information operation in the same direction. They need to be in
harmony and follow the principle of the information operation. The Royal Thai Air Force
must determine the specific training scheme and embed this knowledge field in all levels
of its educational courses. In addition, the lesson learned and direct experiences from
the information operation of the Royal Thai Air Force should also be gathered for the
subsequent use in transferring the real situations into the learning and applying the
essenceor the activities conducted in the past in the proper extension and improvement
in accordance with similar situations in the future.
