การวิจัยเรื่องนี้มีวัตถุประสงค์สำคัญ เพื่อศึกษาสภาพการณ์และปัญหาของชุมชนริมคลอง
ลาดพร้าวในเขตสายไหมรวมทั้งความต้องการพื้นฐาน และปัญหาการไม่เข้าร่วมโครงการจัดระเบียบ
พื้นที่สาธารณะของชุมชนริมคลองลาดพร้าวในเขตสายไหม เพื่อจัดทำแนวทางการจัดระเบียบพื้นที่
สาธารณะริมคลองลาดพร้าวในเขตสายไหม
การศึกษาวิจัยในครั้งนี้เป็นการวิจัยเชิงคุณภาพ ประกอบด้วย การวิจัยเอกสาร
(Documentary Research) โดยข้อมูลทุติยภูมิ (Secondary Data) จากเอกสาร,ระเบียบและงานวิจัย
ที่เกี่ยวข้องกับการดำเนินงานตลอดจนข้อมูลจากหน่วยราชการที่เกี่ยวข้องกับ โครงการฯและ
เว็บไซต์ต่างๆ เป็นต้น ร่วมกับการสัมภาษณ์เชิงลึก (In-depth Interview) โดยใช้ ข้อมูลปฐมภูมิ
(Primary Data) ที่ได้มาจากการสังเกตและ สัมภาษณ์เชิงลึกกลุ่มเป้าหมายที่เกี่ยวข้องในพื้นที่เขตสาย
ไหม เช่น ผอ.เขตสายไหม,ผบ.ร้อยรส.,ประธานกรรมการสถาบันพัฒนาองค์กรชุมชน,ผู้นำชุมชน,
ประชาชนที่ได้รับผลกระทบ
ผลจากการศึกษาวิจัยพบว่าสามารถแบ่งกลุ่มของประชาชนที่พักอาศัยอยู่ริมคลอง
ลาดพร้าวในพื้นที่เขตสายไหมได้ ๒ กลุ่ม คือ กลุ่มซึ่งมีรายได้แต่ละเดือนไม่แน่นอน และกลุ่มมีรายได้
ค่อนข้างแน่นอนซึ่งทั้งสองกลุ่มมีอาชีพและความเป็นอยู่ที่แตกต่างกันนอกจากนั้นยังพบว่าปัญหา
ที่เกิดขึ้นจากการจัดระเบียบพื้นที่สาธารณะเกิดความล่าช้า สาเหตุโดยรวมคือประชาชนไม่เข้าร่วม
โครงการของรัฐบาลประกอบกับมีบุคคลภายนอกเข้าไปแนะนำให้ต่อต้านแนวนโยบาย จากการศึกษาข้อมูลผู้วิจัยได้กำหนดแนวทางการจัดระเบียบที่คำนึงถึงชุมชนและกฎระเบียบของรัฐให้สามารถปฏิบัติ
ร่วมกันได้ ตามมาตรการบรรเทาทั้งในระยะสั้นและระยะยาว

The core objective of the research “Guideline for Organizing Public areas of
Bangkok Case study Community of Khlong Lat Phroa in Khet Sai Mai" is to study and
analyze the key indicators of those problems in this project and takes them to produce
the guideline. This guideline can then be used as conceptual guide for problem
management and development in the Public areas of Bangkok Case study Community
of Khlong Lat Phroa in Khet Sai Mai.
The research itself is a qualitative research. The reviews of literature have
included "The Theory of demand" in according with "The government policy" to build up
the conceptual frame work. Moreover, the social approach and development approach
was also examined to develop the guideline. Lastly, the validity of the guideline was
confirmed by many key informants who have highly working experienced as a project
manager and stakeholders.
The researchoutcomes is the guidelinefor Organizing Public areas of Bangkok
Case study Community of Khlong Lat Phroa in Khet Sai Mai. The guideline consists of short term planning and long term planning to solve the project problems.
There was a suggestions from this study for the further usage, there should
be a term for affected people in order to spread the chance and opportunity for the
make their decision as well as government policies in a project areas.
