ในปัจจุบันระบบสารสนเทศของส่วนราชการในกองบัญชาการกองทัพไทยและเหล่าทัพ
มีการพัฒนาระบบสารสนเทศเพื่อการบริหาร (MIS) ในรูปแบบที่แตกต่างกัน ซึ่งการพัฒนาระบบ
สารสนเทศของกองบัญชาการกองทัพไทยนั้น ส่วนใหญ่จะเป็นการพัฒนาขึ้นเอง และมีการจัดเก็บข้อมูล
ในฐานข้อมูล (Database)ของกองบัญชาการกองทัพไทย ตัวอย่างเช่น ระบบก าลังพล ใช้จัดเก็บข้อมูล
ก าลังพลใน บก.ทท., ระบบด้านส่งก าลังบ ารุง ใช้จัดเก็บข้อมูลอาวุธ ยุทโธปกรณ์, ระบบงานเงินเดือน
ใช้จัดเก็บเงินเดือน และหนี้สินต่าง ๆ ของก าลังพล ฯลฯ ซึ่งข้อมูลบางอย่างอาจจะมีความซ้ าซ้อนกับ
ข้อมูลของเหล่าทัพ ตัวอย่างเช่น ระบบด้านส่งก าลังบ ารุง โดยระบบฐานข้อมูลของกองบัญชาการกองทัพ
ไทยในปัจจุบันยังไม่สามารถรองรับการใช้งานร่วมกันของทุกเหล่าทัพ รวมถึงยังไม่สามารถรองรับ
การแลกเปลี่ยนข้อมูลเพื่อใช้ประโยชน์ในการปฏิบัติภารกิจร่วมกันทั้งในประเทศ และต่างประเทศได้
อย่างรวดเร็ว ทันเวลา และมีประสิทธิภาพได้ตัวอย่างเช่น กองทัพบก กองทัพเรือ และกองทัพอากาศ
จะต้องรายงานสถานภาพการพร้อมรบให้กับ กรมส่งก าลังบ ารุงทหารตามวงรอบ ในปัจจุบันเหล่าทัพ
รายงานสถานภาพมาในรูปแบบกระดาษ ซึ่งท าให้ข้อมูลมีความล่าช้า ไม่ทันต่อเหตุการณ์แนวการพัฒนา
ระบบฐานข้อมูลร่วมเพื่อสนับสนุนระบบสารสนเทศกองทัพไทยมีวัตถุประสงค์ ๓ ประการ คือ เพื่อศึกษา
ระบบฐานข้อมูลในปัจจุบันของกองบัญชาการกองทัพไทย เพื่อศึกษาหลักการในการด าเนินงานต่าง ๆ
ของการท างานของฐานข้อมูลร่วม และเพื่อศึกษาแนวทางการพัฒนาระบบฐานข้อมูลร่วมของกองบัญชาการกองทัพไทย ในการพัฒนาระบบแบบยั่งยืน และเป็นแหล่งความรู้ในการพัฒนาระบบ
สารสนเทศการวิจัยในครั้งนี้เป็นการวิจัยเชิงคุณภาพ แบบวิจัยเอกสาร และการสัมภาษณ์เชิงลึก โดยใช้
ข้อมูลปฐมภูมิ) คือข้อมูลที่ได้จากการสังเกต และสัมภาษณ์เชิงลึกกลุ่มเป้าหมาย คือผู้ที่พัฒนาระบบ
สารสนเทศของกองบัญชาการกองทัพไทย และผู้ที่ปฏิบัติงานเกี่ยวกับระบบฐานข้อมูล รวมทั้งใช้ข้อมูล
ทุติยภูมิ คือข้อมูลที่ได้จากเอกสารทางวิชาการ แนวคิดทฤษฎีจากผลงานวิจัยที่เกี่ยวข้องซึ่งผู้วิจัยได้
ศึกษา ค้นคว้า รวบรวมข้อมูลจากแหล่งต่าง ๆ ได้แก่ ห้องสมุด วสท.ฯ และเว็บไซต์ที่เกี่ยวข้องกับ
งานวิจัยต่าง ๆ
ผลจากการศึกษาและวิจัยพบว่าด้วยเทคโนโลยีในขณะนี้ สามารถน าข้อมูลของกองทัพไทย
มาวิเคราะห์เพื่อสร้างประโยชน์ให้กับข้อมูลที่มีอยู่ได้ ในการแลกเปลี่ยนข้อมูลระหว่างกองบัญชาการ
กองทัพไทยและเหล่าทัพนั้นเพื่อรวบรวมข้อมูลต่าง ๆ ที่มีอยู่ในกองทัพไทย น ามาเป็นฐานข้อมูล
ส่วนกลาง และสามารถใช้ประโยชน์จากข้อมูลที่มีในฐานข้อมูลร่วมให้มากยิ่งขึ้น ถ้าหากฐานข้อมูลร่วมนี้
สามารถรวบรวมข้อมูลของกองบัญชาการกองทัพไทยและเหล่าทัพได้เรียบร้อยแล้ว ไม่ใช่แค่ได้
แลกเปลี่ยนข้อมูลกันระหว่างเหล่าทัพ แต่ยังสามารถน าข้อมูลนั้นมาต่อยอดท าเป็นฐานข้อมูลร่วม
อัจฉริยะ ของกองทัพไทยได้อีกด้วย ซึ่งเป็นเครื่องมือที่ใช้ในการรวบรวมและประมวลผลข้อมูล ในมิติ
ต่าง ๆ ที่มีความหลากหลาย เพื่อให้ผู้บังคับบัญชาใช้ประกอบการตัดสินใจ รวมทั้งรวบรวมเป็นคลังข้อมูล
ขององค์กรส าหรับใช้ประโยชน์ในหน่วยงานต่าง ๆ

At present, the information system of government agencies in the Thai Army
Headquarters and the army. Management Information System (MIS) is developed in a
different way.The development of information systems of the Royal Thai Armed Forces.
Most will develop themselves. The data is stored in the database of the Thai Army
Headquarters. For example, the Military system used to store military personnel in the
Thai Army Headquarters and the army., Transmission system Data storage, military
equipment, payroll system, payroll storage And the debts of the troops. Some data may
be overlapping with the data of the forces. For example, the transmission system. The
database of the Royal Thai Armed Forces currently does not support the sharing of all
military forces. It also does not support the exchange of information for use in the
common mission in the country. For example, Army, Navy, and Air Force. They must
report the status of combat readiness. Department of military logistics around the circle.
At present, the status reports come in paper form. This causes the data to be delayed. Not happening The development of a joint database system to support the Thai military
information system has three objectives. To study the current database system of the
Royal Thai Armed Forces. To study the principles of the operation of the operation of
the common database. And to study the development of a joint database system of the
Royal Thai Armed Forces. To develop a sustainable system. It is a source of knowledge
in the development of information systems. This research is a qualitative research.
Research Document And in-depth interviews. The primary data is the observation data.
And in-depth interviews with target groups. It is the development of information systems
of the Royal Thai Armed Forces. And those who work on the database. Also use
secondary data. The information obtained from the academic documents. Theoretical
background from related research. The researcher collected data from various sources
such as library and research related websites.
The results of the study and research found that with the technology at this
time. The Thai military can analyze data to make use of available information. In the
exchange of information between the Royal Thai Armed Forces and those forces to
gather information available in the Royal Thai Armed Forces. As a central database. And
they can take advantage of the information they have in the shared database. If this
database can gather information of the Royal Thai Army and the army already. It is not
just information exchanges between the army. It can also be used as a database for
intelligent collaboration. The army of Thailand as well. It is a tool used to gather and
process information in diverse dimensions. For supervisors to make decisions. It also
collects corporate data for use in various organizations.
