การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อศึกษาโครงสร้าง กอ.รมน.จังหวัด ประเภทที่ ๒ และปัญหา
ในการปฏิบัติงาน และเพื่อศึกษาแนวทางในการปรับปรุงโครงสร้าง กอ.รมน.จังหวัด ประเภทที่ ๒ (ใหม่)
ให้มีประสิทธิภาพ ผู้วิจัยใช้กระบวนการวิจัยเชิงคุณภาพ (Qualitative Research) แบบวิจัยเอกสาร
(Documentary Research) และการสัมภาษณ์เชิงลึก(In-depth Interview) โดยใช้ข้อมูลปฐมภูมิ
(Primary Data) ที่ได้มาจากการสัมภาษณ์กลุ่มเป้าหมาย ด้วยวิธีการเลือกแบบเฉพาะเจาะจง(Criterion
Base Selection) ได้แก่ผู้มีส่วนเกี่ยวข้องกับการปฏิบัติงานใน กอ.รมน.จังหวัด รวมทั้งใช้ข้อมูลทุติยภูมิ
(Secondary Data) ที่ได้มาจากการศึกษาแนวคิด ทฤษฎีการทบทวนวรรณกรรมต่าง ๆ ที่เกี่ยวข้อง และ
ประสบการณ์ในการปฏิบัติใน กอ.รมน.จังหวัด เป็นเวลา ๓ ปีของผู้วิจัย แล้วน าข้อมูลที่ได้มาออกแบบ
โครงสร้าง กอ.รมน.จังหวัด ประเภทที่ ๒ ใหม่ น าโครงสร้างดังกล่าว ไปมาหาความเชื่อมั่นจาก
ผู้ทรงคุณวุฒิ ด้วยวิธีสัมมนากลุ่ม(Fogus Grop) โดยมีผลการวิจัยดังนี้
๑. โครงสร้าง กอ.รมน.จังหวัด ประเภทที่ ๒ ที่ใช้อยู่ในปัจจุบัน มีปัญหาในการปฏิบัติงาน
ด้านความมั่นคงภายในจังหวัด เพราะไม่มีหน่วยปฏิบัติงานด้านความมั่นคง และศูนย์ติดตามสถานการณ์
ด้านความมั่นคงภายในจังหวัด จึงไม่สามารถริเริ่มงานด้วยตัวเอง รวมถึงความไม่ชัดเจนในการเป็น
หน่วยงานเจ้าภาพในการแก้ไขปัญหาด้านความมั่นคงจังหวัด ในแต่ละด้าน อีกทั้งก าลังพลที่บรรจุใน
อัตรา กอ.รมน.จังหวัด ที่จัดจากเหล่าทัพขาดความต่อเนื่องในการปฏิบัติราชการ
๒. ตามโครงสร้างการจัดของ กอ.รมน.จังหวัด ประเภทที่ ๒ ที่ใช้อยู่ในปัจจุบัน ไม่มีเอกภาพใน
การบังคับบัญชา เนื่องจากมีสายการบังคับบัญชาที่ยาวและมีผู้สั่งการหลายคน และ รอง ผอ.รมน.จังหวัด(ท)
บังคับบัญชาได้เฉพาะก าลังพลที่บรรจุมาจากเหล่าทัพ และขึ้นตรงต่อ รอง ผอ.รมน.จังหวัด(พ) ที่ได้รับ
มอบหมายจาก ผอ.รมน.จังหวัด ให้รับผิดชอบงานของ กอ.รมน.จังหวัด๓. คณะที่ปรึกษาฯ ตามโครงสร้างการจัดของ กอ.รมน.จังหวัด ประเภทที่ ๒ มีความเหมาะสม
ถ้ามีการแต่งตั้งและปฏิบัติงานได้จริง แต่ที่ผ่านมา กอ.รมน.จังหวัด ส่วนใหญ่ไม่ได้แต่งตั้งคณะที่ปรึกษาฯ
และ คสช. ก็ได้มีค าสั่ง คสช.ที่ ๕๑/๖๐ ลง ๒๑ พ.ย.๖๐ เรื่องการแก้ไขเพิ่มเติมกฎหมายว่าด้วยการ
รักษาความมั่นคงภายในราชอาณาจักร ให้ กอ.รมน.จังหวัด จัดตั้งคณะกรรมการอ านวยการรักษาความ
มั่นคงภายในจังหวัด ซึ่งคณะกรรมการฯ ตามค าสั่งนี้ มีอ านาจหน้าที่มากกว่าคณะที่ปรึกษาฯ
๔. โครงสร้างการจัดของ กอ.รมน.จังหวัด ประเภทที่ ๒(ใหม่) ที่มีความเหมาะสมกับงาน
ด้านความมั่นคงภายในจังหวัด ควรมีการจัดโครงสร้าง ที่มีสายการบังคับบัญชาสั้น เพื่อความคล่องตัวใน
การปฏิบัติงาน ประกอบไปด้วย ๓ ส่วนคือ ๑) ส่วนบังคับบัญชาและก าหนดนโยบาย( ผอ.รมน.จังหวัด,
รอง ผอ.รมน.จังหวัด(พ),รอง ผอ.รมน.จังหวัด(ท),คณะกรรมการรักษาความมั่นคงภายในจังหวัด)
๒) ส่วนอ านวยการและประสานงาน ประกอบไปด้วยกลุ่มงานอ านวยการและบริหารงานบุคคล กลุ่มงาน
ยุทธศาสตร์ความมั่นคง และกลุ่มงานกิจการมวลชน ๓) ส่วนงานปฏิบัติการ ประกอบไปด้วยกลุ่มงาน
ปฏิบัติการข่าว ชุดปฏิบัติงานด้านความมั่นคง และศูนย์ติดตามสถานการณ์ด้านความมั่นคงภายในจังหวัด
๕. สนง.รมน.จังหวัด ขึ้นตรงต่อ ผอ.รมน.จังหวัด เพื่อให้มีเอกภาพในการบังคับบัญชา และ
ความคล่องตัวในการปฏิบัติงาน ส่วนอ านวยการและประสานงาน และส่วนงานปฏิบัติการ ขึ้นตรงต่อ
สนง.รมน.จังหวัด เพื่อการบูรณาการในการปฏิบัติงานของทุกส่วนงาน ให้ประสานสอดคล้อง
๖. รอง ผอ.รมน.จังหวัด(พ) และ รอง ผอ.รมน.จังหวัด(ท) เป็นผู้ช่วยเหลือ ผอ.รมน.จังหวัด
ในการก ากับดูแล และสั่งการแทน ผอ.รมน.จังหวัด ด้วยการมอบอ านาจให้โดยมีรายละเอียดดังนี้
๖.๑ รอง ผอ.รมน.จังหวัด(พ) ก ากับดูแล และสั่งการแทนในเรื่อง
๖.๑.๑ งานฝ่ายอ านวยการและประสานงานของ ๑) กลุ่มงานอ านวยการและบริหาร
งานบุคคล ๒) กลุ่มงานยุทธศาสตร์ความมั่นคง ๓) กลุ่มงานกิจการมวลชน
๖.๑.๒ การปฏิบัติหน้าที่ตามที่ ผอ.รมน.จังหวัด จะมอบหมาย
๖.๒ รอง ผอ.รมน.จังหวัด(ท) ก ากับดูแล และสั่งการแทนในเรื่อง
๖.๒.๑ การปฏิบัติการด้านความมั่นคง ได้แก่การปฏิบัติการข่าว(กลุ่มงานปฏิบัติการ
ข่าว) การปฏิบัติการด้านความมั่นคง(ชุดปฏิบัติการด้านความมั่นคง) และการติดตามสถานการณ์ด้าน
ความมั่นคง(ศูนย์ติดตามสถานการณ์ด้านความมั่นคงภายในจังหวัด)
๖.๒.๑ ปฏิบัติหน้าที่ตามที่ ผอ.รมน.จังหวัด จะมอบหมาย
๗. ก าลังพลที่บรรจุตามโครงสร้าง กอ.รมน.จังหวัด ประเภทที่ ๒(ใหม่) จ านวน ๕๖ อัตราABSTRACT

The objectives of this research are to study the 2nd type of provincial ISOC,
operational problems and solution approach to be more effective. Researcher chose
qualitative research, documentary research and in-depth interview by using primary
data from criterion base selection including persons who are involved in this operation.
Moreover, researcher also used secondary data from educational theory, literature
review and 3-years operational experience of researcher, then, using the mentioned
information to design a new 2nd type of provincial ISOC structure, using that structure
to find a confidence from experts by using focus group. The followings are the results:
1.The 2nd type of provincial ISOC which is normally used, there are the
problems of security operations in others provinces. Because there is no any provincial
security center, operation itself cannot be done. In addition, there is unclarity of being
an organizing department for solving the provincial security problems. Also, forces in
the provincial ISOC are continuously lack to be on active duty.
2. According to the current 2nd type pf provincial ISOC structure, there is no
unity of command management. Because there are long-chained hierarchy, many
commanders and deputy director commands only forces from the army.
3. Board consultant of the 2nd type of provincial ISOC structure management is appropriate for this position even though in the past, consultants were not appointed by provincial
ISOC. Thus, National Peace and Order(NCPO) issued 51/60 dated on November 21, 2017 about
editing the internal security law by assigning provincial ISOC to set provincial internal security
committee, and committee following this order has an authority over board of consultant.
4. The 2nd type of provincial ISOC structure management which is appropriate
for this internal security work should have a short-chained hierarchy of structure management
to be more flexible. It includes 3 parts: 1) Commanding and editing policy division
(ISOC’s provincial director, ISOC’s provincial deputy director (Civilian sector), ISOC’s
provincial deputy director (Military sector) and provincial ISOC committee) 2) Management
and coordination division (personnel administration subdivision, security strategy and
mass affairs division) 3) Management and coordination division(personnel administration
subdivision, security strategy and mass affairs division) Operational division (news operational
division, security operational division and security center)
5. ISOC’s provincial offices are under to the ISOC’s provincial director to be
the unity of command and more flexible in work. Management, coordination and operational
division are under to the ISOC’s provincial offices for operating integration in every
parts to be consistently coordinated.
6. ISOC’s provincial deputy directors (Civilian and military sectors) are
helpers of the ISOC’s provincial director to control and command covering for the
ISOC’s provincial director by authorizing. The details are as follows:
6.1 ISOC’s provincial deputy director (Civilian sector) controls and commands
covering for ISOC’s provincial director according to the below details.
6.1.1 Management and coordination work 1) personnel administration
subdivision 2) security strategy 3) mass affairs division
6.1.2 Duty operations following the ISOC’s provincial director assigns
6.2 ISOC’s provincial deputy director (Military sector) controls and commands
covering for the ISOC’s provincial director according to the below details.
6.2.1 Security operations such as news operations, security operations
and security center
6.2.2 Duty operations following the ISOC’s provincial director assigns
7. The number of personnel who are appointed according to the new 2nd
type of provincial ISOC is 56.
