การวิจัยเรื่อง “การศึกษาการดำเนินงานตามแนวทางการป้องกันและแก้ไขปัญหา
ยาเสพติดในกลุ่มเด็กและเยาวชนนอกสถานศึกษา” มีวัตถุประสงค์การวิจัย คือ ๑. เพื่อศึกษา
แนวทางการป้องกันและแก้ไขปัญหายาเสพติดในกลุ่มเด็กและเยาวชนนอกสถานศึกษาที่ผ่านมา
๒. เพื่อศึกษาการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดในกลุ่มเด็กและเยาวชนนอกสถานศึกษา
และ ๓. เพื่อจัดทำข้อเสนอแนะในการพัฒนาแนวทางการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติด
ในกลุ่มเด็กและเยาวชนนอกสถานศึกษาให้มีประสิทธิภาพมากขึ้น โดยผู้วิจัยได้ศึกษาแนวคิด ทฤษฎี และ
ทบทวนวรรณกรรม และงานวิจัยที่เกี่ยวข้อง แล้วนำมาวิเคราะห์ประมวลผลร่วมกับการสัมภาษณ์เชิงลึก
(In-depth Interview) มีผลการวิจัย สามารถสรุปได้ดังนี้
การเข้าถึงดูแลช่วยเหลือเเละดำเนินกิจกรรมเพื่อพัฒนาเยาวชนนอกสถานศึกษาให้มี
ภูมิคุ้มกันและไม่ข้องเกี่ยวกับยาเสพติด พัฒนาทัศนคติเพื่อปรับแนวคิดเป้าหมายและวิธีการดำเนินชีวิต
ผ่านกลไกระดับต่างๆ รับผิดชอบดำเนินการ โดยใช้กลไกล ศอ.ปส.จ./ศป.ปส.อ. ที่มีอยู่ในการขับเคลื่อน
ระหว่างหน่วยงาน บูรณาการงานร่วมกัน และใช้เวทีการประชุม ศอ.ปส.จ./ศป.ปส.อ. ให้เกิด
ประสิทธิภาพในการขับเคลื่อน กำกับ ติดตามการดำเนินงาน โดยปัจจัยที่ช่วยให้การดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดในกลุ่มเด็กและเยาวชนมีประสิทธิภาพมากขึ้น คือ ตัวผู้นำในทุกระดับต้องให้
ความสำคัญ คอยกำกับ ติดตาม รู้จักพัฒนา มีความเป็นธรรม การมีทีมงานที่ร่วมกัน ช่วยดำเนินงานให้
บรรลุเป้าหมายหรือวัตถุประสงค์ แบ่งงานตามภาระหน้าที่หรือความสามารถที่ตนถนัด จะช่วยให้งาน
ต่างๆ พัฒนาเป็นไปด้วยดี การสร้างความเข้าใจให้ทั้งทีมงาน และชาวบ้านเข้าใจในเจตนารมณ์เดียวกัน
ที่ต้องการช่วยเหลือให้เด็กและเยาวชนห่างไกลยาเสพติด และร่วมเป็นพลังที่ดีให้แก่สังคม การทำอย่าง
ต่อเนื่อง เพื่อให้เกิดความยั่งยืน การให้โอกาส ให้เด็กและเยาวชนที่ผ่านการอบรมรู้สึกมีคุณค่าในตัวเอง
สามารถสร้างคุณงามความดีหรือประโยชน์ให้กับหมู่บ้านได้ และช่วยกันชักชวนเพื่อนๆ หรือน้องๆ ใช้
เวลาว่างให้เป็นประโยชน์ ให้มีภูมิคุ้มกันไม่ยุ่งเกี่ยวกับยาเสพติด การบูรณาการของทุกหน่วยที่เกี่ยวข้อง
การให้การสนับสนุนโดยภาครัฐเข้าไปช่วยเหลือสนับสนุนเมื่อเริ่มต้นโครงการ และช่วยเหลือให้โครงการ
ต่างๆ สามารถขับเคลื่อนไปได้ และให้เกิดความยั่งยืนในที่สุดโดยชุมชนเป็นหลัก ABSTRACT

The objective of the research on "Study on the implementation of drug
prevention and corrective measures in out-of-School children and youth" is 1. to study
guidelines for prevention and correction of drug addiction among children and youth
outside the educational institution, 2. to study the implementation for prevention and
correction of drug addiction among children and youth outside the school, and 3. to
provide recommendations for the development of effective guidelines for the prevention
and correction of drug addiction among children and youth outsider of school. The
researcher studied the theory and literature review and related research with in-depth
interviews were used to analyze the results. The results of the research can be
summarized as follows:
To increase immunity and drug free environment for out-of-school youth
development is through supporting and caring activities as to develop an attitude to
adapt your ideas, goals, and ways of living involved various levels of mechanisms of
Provincial Narcotics Control Management Center (PNCMC) and District Narcotics Control Operations Center (DNCOC). Inter-agency collaboration and integration platform, using
meeting of Provincial Narcotics Control Management Center (PNCMC) and District
Narcotics Control Operations Center (DNCOC) in which to drive the effectiveness of
monitoring the implementation of program. The more effective the prevention and
resolution of drug problems among children and youth, the better leaders are at every
level by having a team together in assistancein achieving goals or objectives which divide
the tasks according to their duties or abilities. The result and development is positive as
the villagers understand the same intentions of the program that to prevent drug usage
by the children as to sustain the development through educated children and youth to
feel valued in themselves and able to create good deed and contribute to the village.
It is also help to persuade their friends and other children to spend their free time in
contributing to society and not to involve with the drug with the integration of all units
involved. Public support provided at the start of the project can be driven and finally it
should result in sustainability of the community.
