จากสถานการณ์สาธารณภัยต่างๆที่เกิดขึ้นในทั่วทุกภูมิภาคของโลก ได้ทวีความรุนแรง
มีความสลับซับซ้อนและเพิ่มความถี่มากยิ่งขึ้นส่งผลกระทบให้มนุษย์ต้องหันมาให้ความสำคัญ
และปรับตัวเตรียมความพร้อมรับมือกับสาธารณภัยมากขึ้น และปัจจุบันในหลายๆประเทศทั่วโลก
ได้ให้ความสำคัญกับการบริหารจัดการสาธารณภัย และได้พัฒนาระบบและรูปแบบมาตรฐาน
ของความร่วมมือระหว่างประเทศสมาชิกนานาชาติในกรณีเกิดสาธารณภัย เพื่อให้สามารถตอบสนอง
ต่อสถานการณ์ได้อย่างรวดเร็วและทันเวลา ทั้งนี้ปัจจัยที่สำคัญประการหนึ่งที่มีผลต่อการช่วยเหลือ
ผู้ประสบภัยให้ได้อย่างทันท่วงทีนั้นก็คือ การจัดเตรียมกำลังพลและยุทโธปกรณ์ รวมทั้งการ
ประสานงานระหว่างหน่วยงานที่เกี่ยวข้อง ซึ่งผู้วิจัยเองเคยมีประสบการณ์ตรงในการปฏิบัติงาน
ในด้านนี้ ในฐานะฝ่ายอำนวยการ จึงได้เห็นปัญหาและข้อขัดข้องในการดำเนินการที่เกิดขึ้นจาก
หลายๆสาเหตุ ทั้งด้านการประสานงาน ด้านกำลังพล และอื่นๆ จึงได้นำมาทำการศึกษาวิจัย โดยมี
วัตถุประสงค์เพื่อศึกษาปัญหาหรืออุปสรรคข้อขัดข้องที่เกี่ยวกับการจัดกำลังพลและยุทโธปกรณ์ไปให้
ความช่วยเหลือประเทศที่ประสบสาธารณภัย และเพื่อเสนอแนะแนวทางที่เหมาะสมในการจัดกำลังพล
และยุทโธปกรณ์ไปให้ความช่วยเหลือประเทศที่ประสบสาธารณภัย โดยใช้วิธีดำเนินการวิจัยเชิงคุณภาพ
(Qualitative Reserch)แบบวิจัยเอกสาร (DocumentaryReserch)และการสัมภาษณ์เชิงลึก (In-depth
Interview) โดยใช้ข้อมูลปฐมภูมิ(Primary Data) ที่ได้จากการศึกษาเอกสารทางวิชาการ แนวคิดทฤษฎี
แล้วนำข้อมูลที่ได้รับมาศึกษาวิเคราะห์หลักการและแนวคิดขององค์กรที่มีการดำเนินงานด้านนี้
เปรียบเทียบกับแนวทางการจัดกำลังพลและยุทโธปกรณ์ที่ไปให้ความช่วยเหลือประเทศที่ประสบ
สาธารณภัยของกองทัพไทย ในห้วงที่ผ่านมา เพื่อนำไปสู่ผลของการวิจัยจากการศึกษาวิจัยพบว่า ปัญหาหรืออุปสรรคข้อขัดข้องที่สำคัญ ได้แก่ ปัญหาด้านความ
พร้อมของกำลังพลและยุทโธปกรณ์ปัญหาด้านภาษาต่างประเทศและการประสานการปฏิบัติ ปัญหา
ด้านความเชี่ยวชาญระดับนานาชาติของบุคลากร ปัญหาด้านงบประมาณ และปัญหาด้านธุรการอื่นๆ
สำหรับแนวทางที่เหมาะสมในการการจัดกำลังพลและยุทโธปกรณ์ไปให้ความช่วยเหลือประเทศที่ประสบ
สาธารณภัย ควรมีรูปแบบและโครงสร้างอย่างไร เพื่อพัฒนาศักยภาพของกองทัพไทยให้มี
ประสิทธิภาพและเป็นที่ยอมรับของนานาชาติจากการศึกษาวิจัยพบว่า กำลังพลและยุทโธปกรณ์ที่
เหมาะสมจะต้องมีโครงสร้างการจัดชุด/ทีมที่มีขนาดเล็ก แต่ครบและสมบูรณ์ในทุกๆส่วน อาทิ ส่วน
ควบคุม ส่วนอำนวยการ ส่วนปฏิบัติการ และส่วนสนับสนุน รวมทั้งเครื่องมือ/ยุทโธปกรณ์ของชุดฯ
ที่จะต้องนำไปต้องมีความทันสมัย คล่องตัวและตรงกับภารกิจที่ได้รับมอบ โดยจะต้องจัดทำเป็นบัญชี
พร้อมเรียก (All Call List) ไว้ตั้งแต่ยามปกติAbstract

The catastrophes occurred across all regions worldwide have become more
severe, complex and frequent; therefore, the human’s attention to and preparednessfor
dealing with them are required. Nowadays many countries have put an emphasis on
the catastrophe management and developed the standard approach for international
collaboration of member countries in case of catastrophe. This is to respond to such
situations in a prompt and timely manner. The important factors affecting immediate
provision of aid for victims include the personnel and facility managementand the
collaboration among concerned agencies.As having been in charge of the Steering
Department, the author has had the direct experience and witnessed thatproblems
and difficulties of such operations are attributable to several causes such as
collaboration and personnel, etc. Therefore, the author is interested in examining this particular issue in order, not to study the problems and obstacles to the personnel
and facility management to support the country with catastrophe, but also to
propose the suitable guidelines for the personnel and facility management to
support the country with catastrophe. In this regard, this study is based on qualitative
research technique using the documentary approach and on in-depth interview. To
acquire to the research results, the academic papers and theoretical frameworks are
examined to extract the primary data.Then, the data are analyzed for reflectingthe
principles and concepts of organizations working in this area and compared with the
previous guidelines of Royal Thai Army in managing its personnel and facility to
support the country with catastrophe.
The research results reveal that the important problems and obstacles
include personnel and facility preparedness, foreign language barrier, operation
collaboration, international-level expertise of personnel, budget and other
administration matters. With respect to the suitable guidelines for the personnel and
facility management to support the country with catastrophe, the findings have
answered to the question of what should be the model and structure adopted by
Royal Thai Army to enhance its efficiency and international recognition. It is found
that the appropriate personnel and facility should be in a small unit/team fully
equipped with all sections: control, steering, operation and support. Moreover, the
equipment/facility used by the unit should be modern and flexible in response to
the designated missions. Importantly, the ‘all call list’ should be prepared
beforehand during the peacetime.
