การศึกษาวิจัยเรื่อง แนวทางการพัฒนานักเรียนจ่าทหารเรือ เหล่าทหารช่างยุทธโยธา
อิเล็กทรอนิกส์ ให้มีขีดสมรรถนะตรงตามที่กองทัพเรือต้องการ ครั้งนี้ใช้กระบวนวิธีการวิจัยเชิงคุณภาพ
(qualitative research) ซึ่งมีวัตถุประสงค์การวิจัย ๑) เพื่อศึกษาระดับขีดสมรรถนะด้านการดูแลรักษา
และซ่อมบำรุงอุปกรณ์อิเล็กทรอนิกส์เบื้องต้นของนักเรียนจ่าทหารเรือเหล่าทหารช่างยุทธโยธา
อิเล็กทรอนิกส์๒) เพื่อกำหนดแนวทางในการพัฒนาขีดสมรรถนะของนักเรียนจ่าทหารเรือเหล่าทหาร
ช่างยุทธโยธาอิเล็กทรอนิกส์ ให้สามารถดูแลรักษาและซ่อมบำรุงอุปกรณ์อิเล็กทรอนิกส์เบื้องต้น ในความ
รับผิดชอบของหน่วยได้ตรงกับความต้องการของกองทัพเรือ การเก็บรวบรวมข้อมูล ดำเนินการโดยการ
รวบรวมจากเอกสารวิชาการที่เกี่ยวข้อง และการสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลสำคัญได้แก่
ผู้ทรงคุณวุฒิและบุคคลที่มีความสำคัญหรือมีส่วนเกี่ยวข้องกับยุทธศาสตร์การพัฒนาขีดสมรรถนะ
นักเรียนจ่าทหารเรือฯ แล้วนำมาวิเคราะห์เพื่อกำหนดยุทธศาสตร์การพัฒนา นักเรียนจ่าทหารเรือฯ ให้มี
ขีดสมรรถนะตรงตามที่กองทัพเรือต้องการ
ผลการศึกษาวิจัยพบว่า ๑) สภาพปัญหาการผลิต นักเรียนจ่าทหารเรือฯ ทั้งด้านหลักสูตรที่ยัง
ไม่ได้การรับรองตามกรอบมาตรฐานการอาชีวศึกษา ด้านครูผู้สอนจำนวนไม่เพียงพอและคุณวุฒิไม่ตรง
ตามรายวิชาในหลักสูตร ด้านเครื่องมือในการเรียนการสอนมีจำนวนไม่เพียงพอ สภาพเก่า ชำรุด และล้าสมัย ด้านตารางการปฏิบัติประจำวันมีการฝึกที่ต้องใช้แรงในช่วงเช้า ทำให้ง่วงนอนในช่วงบ่าย ไม่มี
สมาธิในการศึกษาในห้องเรียน ด้านกิจกรรมนอกตารางเรียนมีจำนวนมากเกินไปทำให้เวลาเรียนไม่พอที่
จครอบคลุมเนื้อหาทั้งหมด ๒) สภาพปัญหาด้านขีดสมรรถนะ นักเรียนจ่าทหารเรือฯ ที่สำเร็จการศึกษา
ใหม่ จากการประเมินทุกปีพบว่ามีขีดสมรรถนะ อยู่ในเกณฑ์พึงพอใจระดับปานกลาง ซึ่งยังต่ำกว่าเกณฑ์
ที่กองทัพเรือต้องการและ ๓) ได้ยุทธศาสตร์แนวทางการพัฒนาขีดสมรรถนะของ นักเรียนจ่าทหารเรือฯ
ให้ตรงตามที่กองทัพเรือต้องการ

ABSTRACT
Title : The Competency Development Guideline for Petty Officer
Students of Naval Electronics Rating School to Meet the
Competency Requirement of The Royal Thai Navy

The research on “The competency development guideline for petty officer
students of naval electronics rating school to meet the competency requirement of
the Royal Thai Navy” is a qualitative research which aims to, 1) Study competency
level of petty officer students of naval electronics rating school in repairing and doing
maintenance electronic equipments. 2) Define competency development guideline for
petty officer students of naval electronics rating school to meet the competency
requirement of the Royal Thai Navy to be able to repair and do maintenance
electronic equipments for the responsible unit. Data collection Performed by
compilation of related academic papers and in-depth interviews from key contributors
include: professional and people who are important or involved in strategic
development for petty officer students of naval electronics rating school. Then data
was analyzed to determine the development strategy for petty officer students to
meet the capacity required by the Navy.
The results of the study showed that 1) there are problems in the process of
educating the petty officer students, these include the curriculum of naval electronicsrating school is not yet accredited by the vocational education standards; inadequate
teachers and qualifications do not meet the curriculum; there are insufficient and out
of date teaching and learning tools; on the daily routine, there is a morning exercise
that requires intense workouts, this makes students to get drowsiness in the afternoon
and cannot concentrate on studying in the classroom; and there are too many outclass activities which uses up time of the class until not enough time to cover all
content in the curriculum. 2) there is a competency performance problem. Student
Naval Staff New graduation Every year, the performance is assessed. In moderate level.
Which is still lower than the Navy requirement. 3) realize strategies for the development
of competency of petty officer students of naval electronics rating school to meet the
Navy needs.
