Awareness: MDA) ของไทยรองรับการเข้าเป็นประชาคมการเมืองและความมั่นคงอาเซียนเป็นการ
วิจัยเชิงคุณภาพ มีวัตถุประสงค์ เพื่อศึกษาหลักการ ทฤษฎี และแนวความคิดเกี่ยวกับระบบการ
แลกเปลี่ยนข้อมูลข่าวสารเพื่อเสริมสร้างการรับรู้เท่าทันสถานการณ์ทางทะเล (Maritime Domain
Awareness: MDA) รวมทั้งผลกระทบต่าง ๆ ต่อความมั่นคงทางทะเลที่จะเกิดขึ้น เพื่อนำไปสู่
การปรับบทบาทของกองทัพเรือและประเทศไทยให้สามารถตอบสนองต่อการเปลี่ยนแปลงที่กำลังจะ
เกิดขึ้นภายใต้การรวมตัวเป็นประชาคมอาเซียน ในเสาหลักประชาคมการเมืองและความมั่นคง
อาเซียน (ASEAN Political-Security Community: APSC) ได้อย่างมีประสิทธิภาพ
ผลการวิจัยทำให้ทราบถึงปัญหาหรือภัยคุกคามที่มีแนวโน้มจะเกิดขึ้นและส่งผลกระทบต่อ
ความมั่นคงและความปลอดภัยของการใช้ทะเล เช่น ปัญหาการกระทำอันเป็นโจรสลัด ปัญหาการใช้
ทะเลเป็นเส้นทางลำเลียงยาเสพติด ปัญหาการกระทำผิดกฎหมายในทะเล ปัญหาการบุกรุกและ
ทำลายแหล่งทรัพยากรธรรมชาติทางทะเล สิ่งที่จำเป็นอย่างยิ่งในการที่จะรับมือกับปัญหาหรือภัย
คุกคามต่างๆ เหล่านี้ประการหนึ่งคือ การรู้เท่าทันสถานการณ์ในทะเล ซึ่งการที่จะสามารถได้ภาพ
สถานการณ์ทางทะเลครอบคลุมทุกพื้นที่ทางทะเลของไทยนั้นไม่อาจจะกระทำได้เพียงหน่วยงานใดข
หน่วยงานหนึ่ง จำเป็นต้องมีการบูรณาการโดยมีหน่วยงานเจ้าภาพทำหน้าที่ในการแลกเปลี่ยนข้อมูล
ข่าวสารและติดตามสถานการณ์ทางทะเล และทำหน้าที่เป็นศูนย์แลกเปลี่ยนข้อมูลข่าวสารทางทะล
ทั้งในประเทศและระหว่างประเทศ รวมทั้งต้องมีการพัฒนากลไกความร่วมมือหุ้นส่วนยุทธศาสตร์
ระหว่างหน่วยงานในต่างประเทศ เพื่อขยายเครือข่ายความร่วมมือด้านการแลกเปลี่ยนข้อมูลข่าวสาร
และติดตามสถานการณ์ทางทะเลกับมิตรประเทศ ทั้งในรูปแบบทวิภาคีและพหุภาคี โดยใช้ศูนย์
แลกเปลี่ยนข้อมูลข่าวสารฯ ดังกล่าวเป็นกลไกการเสริมสร้างความไว้เนื้อเชื่อใจและแสวงหาความ
ร่วมมือกับประชาคมโลกในการป้องกันและแก้ไขปัญหาความมั่นคงในรูปแบบใหม่ต่อไป โดยมีรูปแบบ
ของศูนย์แลกเปลี่ยนข้อมูลข่าวสารทางทะเลของไทย (Information Sharing Center : ISC) ตามที่
ผู้วิจัยนำเสนอ

ABSTRACT
Title : Integration of the Maritime Domain Awareness of Thailand in
Support of the Upcoming ASEAN Political-Security Community

The research under the title of the “Integration of the Maritime Domain
Awareness of Thailand in Support of the Upcoming ASEAN Political-Security
Community” is the qualitative research and aimed at the studies of the principles,
theories, and the concepts related to the information sharing system to enhance the
Maritime Domain Awareness and various potential impacts on the maritime security.
The research will provide a guideline for the adaptation of the roles of the Royal
Thai Navy and Thailand in order to effectively handle the changes likely to take
place in the ASEAN Political-Security Community under the establishment of the
ASEAN Community.
Outcome of the research disclosed problems or threats likely to happen
and affect maritime security and safety, for example, piracy, drug trafficking, maritime
illegal actions, intrusion, and maritime natural resource destruction. One critical
factor on tackling various types of problems or threats is the Maritime Domain
Awareness of Thailand. The comprehensive maritime situation pictures covering all ง
Thai maritime territory cannot be obtained under the responsibility of any particular
agency. Integration is essential and must be supervised by a host agency in charge of
the information sharing and situation tracking. The host agency will also acts as the
domestic and international Maritime Information Sharing Center. In addition,
development of the cooperation mechanism for the strategic partnership among
associated overseas agencies is also necessary to widen the bilateral and multilateral
cooperation in the maritime information exchange networks and update the maritime
situations with allied countries. Such action can be achieved through the use of the
information exchange center as the mechanism in creating trust and seeking
cooperation with the world community in further protecting and solving nontraditional threats under the patterns of the Information Sharing Center presented by
the researcher.
