This research aims to study and analyze the problem of delivering the
supplies class 5 (only small arms ammunition) by the army to provide support to
neutralize a new form of threat in the next decade. Also to provide guidelines to regulate
the quantity of the supplies class 5 accumulation and delivering channels in order to
neutralize a new form of threat in the next decade. This research utilized the
qualitative research technique including documentary research and also in-depth
interviews.
Results of the study showed that the accumulated small arms ammunition in
the past was unable to maintain the level of the reserve for 45 delivering days which
was sometimes too much resulting in deteriorations and destruction of the
ammunitions. Sometimes too little and was not enough to support Missions of the
army due to budget restrictions. According to an analysis of the security environment in
South East Asia, the situation can be considered as stable and therefore the large scale
war is highly unlikely, and in past military operations usually occurred in the form of
territory protection and border dispute not exceeding 1 Brigade in combat battalions
and often ended up with negotiations. Therefore, the accumulation of too much ammunition put burdens on the budget, storage and unsuitable for the demand of use
in each fiscal year which caused unnecessary lost due to the deteriorations and
destruction of ammunitions. It is therefore suggested that the proposed guidelines be
utilized as part of the regulations in appropriate level of ammunitions accumulation.
The researcher hopes that this research papers will be useful as guidelines in
determining the level of ammunition reserve for the army to help conserve the budget
and provide readiness in battle when at war.
