หลังจากการสิ้นสุดยุคสงครามเย็น โลกได้พัฒนาเข้าสู่ยุคการเปลี่ยนแปลงอย่างรวดเร็ว
ทําให้เกิดการปฏิรูประบบการเมืองและสังคม เพื่อให้สอดคล้องและรองรับกับสภาวะแวดล้อมใหม่
ประกอบกับโลกได้เข้าสู่ยุคโลกาภิวัตน์ (Globalization) ที่ให้ความสําคัญกับเศรษฐกิจและการพัฒนา
เทคโนโลยี จนดูเหมือนว่าสงครามขนาดใหญ่ระหว่างรัฐต่อรัฐจะสิ้นสุดลง แต่ปัญหาใหม่ที่ปรากฏ
กลับเป็นปัญหาที่เกิดจากความขัดแย้งพื้นฐานในเรื่อง เชื้อชาติ ศาสนา เขตแดน วัฒนธรรม
อุดมการณ์ทางการเมือง ความเชื่อทางศาสนา ความยากจน ความขัดแย้งภายในประเทศ รวมทั้ง
ปัญหาอื่นๆ ที่เกิดจากการจัดระเบียบโลกใหม่ ซึ่งปัญหาเหล่านี้ได้กลายเป็นชนวนความขัดแย้ง
ที่นําไปสู่การต่อสู้ด้วยยุทธวิธีหลากหลายรูปแบบ รวมทั้งการดําเนินการก่อการร้าย ซึ่งถือเป็น
ภัยคุกคามรูปแบบใหม่ มีมากมายหลายกลุ่ม และมีการปฏิบัติกระจายอยู่เกือบทุกภูมิภาคของโลก
เนื่องจากประเทศไทยมีที่ตั้งทางภูมิศาสตร์ที่เป็นศูนย์กลางของภูมิภาคในเอเชียตะวันออกเฉียงใต้
ประกอบกับประเทศไทยมีที่ตั้งของเป้าหมายหลักของการปฏิบัติการของกลุ่มก่อการร้ายต่อ
ผลประโยชน์ของสหรัฐฯ และชาติพันธมิตร รวมทั้งความเคลื่อนไหวของกลุ่มโจรในพื้นที่จังหวัด
ชายแดนภาคใต้ที่พยายามขยายบทบาทของตนอยู่อย่างต่อเนื่อง ซึ่งเงื่อนไขต่างๆ ดังกล่าว ทําให้
ประเทศไทยมีความเสี่ยงต่อการที่กลุ่มก่อการร้ายจะเข้ามาเคลื่อนไหวหรือปฏิบัติการได้ตลอดเวลา
กองทัพเรือ เป็นหน่วยงานที่มีภารกิจในการรักษาผลประโยชน์ของชาติทางทะเล
จากความสําคัญของภัยก่อการร้ายดังกล่าว กองทัพเรือจึงมีความจําเป็นที่จะต้องกําหนดแนวทางและ
แผนการต่อต้านการก่อการร้าย ให้พร้อมที่จะรองรับสถานการณ์การก่อการร้ายในพื้นที่รับผิดชอบ โดยแผน
ดังกล่าวจะต้องมีความสอดคล้องตามหลักนิยมการต่อต้านการก่อการร้ายสากลรวมถึงรูปแบบของการ
ก่อการร้ายที่เปลี่ยนไป ดังนั้น ผู้วิจัยจึงมีความสนใจที่ทําการศึกษาวิจัยในเรื่อง “แนวทางการพัฒนาแผน
ต่อต้านการก่อการร้ายสากลของกองทัพเรือในทศวรรษหน้า” เพื่อเป็นแนวทางในการเตรียมความพร้อมข
ของกองทัพเรือ ซึ่งจะเป็นประโยชน์ต่อการนําไปพัฒนาแผนการต่อต้านการก่อการ้ายของกองทัพเรือ
และหน่วยต่างๆที่เกี่ยวข้องต่อไป
การศึกษาวิจัยในครั้งนี้ผู้วิจัยจะทําการวิจัยเฉพาะในเรื่องแผนการต่อต้านการก่อการร้าย
สากลในทะเลของกองทัพเรือเท่านั้น การศึกษาวิจัยเป็นการวิจัยเชิงคุณภาพ ประกอบการสัมภาษณ์
เชิงลึกผู้ผู้ทรงคุณวุฒิที่มีหน้าที่ในงานต่อต้านการก่อการร้ายของกองทัพเรือ ประกอบด้วย ผู้บังคับการ
กรมรบพิเศษหน่วยบัญชาการสงครามพิเศษทางเรือ กองเรือยุทธการ และ เสนาธิการหน่วยบัญชาการ
สงครามพิเศษทางเรือ กองเรือยุทธการ รวมทั้งใช้ข้อมูลทุติยภูมิ คือ ข้อมูลที่ได้จากเอกสารทางวิชาการ
แนวคิดทฤษฎี และผลงานวิจัยที่เกี่ยวข้อง ซึ่งผู้วิจัยได้รวบรวมข้อมูลโดยค้นคว้าจากแหล่งต่างๆ
มาวิเคราะห์เพื่อกําหนดแนวทางการพัฒนาแผนต่อต้านการก่อการ้ายของกองทัพเรือในทศวรรษหน้า
ผลจากการศึกษาวิจัยพบว่า แผนต่อต้านการก่อการร้ายสากลของกองทัพเรือ (แผนต่อต้าน
การก่อการร้ายสากล ผบ.ทร.ที่ ๑/๒๕๔๘) ยังมีปัญหาข้อขัดข้องที่กองทัพเรือ จําเป็นต้องปรับปรุง และ
พัฒนาขีดความสามารถของกําลังพลในทุกระดับ ทั้งในส่วนปฏิบัติการ ส่วนอํานวยการแก้ไขวิกฤติการณ์
และส่วนสนับสนุน ให้มีความสามารถ มีความเข้าใจในขั้นตอนต่างๆ และสามารถปฏิบัติภารกิจร่วมกันได้
อย่างมีประสิทธิภาพ รวมถึงจะต้องพัฒนาหลักนิยมและยุทธวิธีใหม่ๆ ให้สอดคล้องกับยุทธวิธี
ของผู้ก่อการร้ายอยู่เสมอ ต้องปรับปรุงพัฒนาระบบ C3
I ให้มีขีดสมรรถนะเป็นระบบ C4
ISR รวมทั้ง
การจัดหายุทโธปกรณ์พิเศษต่างๆให้เพียงพอและเหมาะสมตรงกับความต้องการของหน่วยผู้ใช้ภายใต้
สภาวะและข้อจํากัดด้านงบประมาณ นอกจากนี้แล้วยังมีความจําเป็นที่จะต้องสร้างเครือข่าย
ทั้งภาครัฐ ภาคเอกชนและภาคประชาชนเพื่อเป็นแนวร่วมในการต่อต้านการก่อการร้ายที่อาจจะ
เกิดขึ้น และควรจะมีหน่วยงานที่รับผิดชอบในเรื่องการต่อต้านการก่อการร้ายสากลโดยเฉพาะเพื่อให้
การเตรียมการเป็นไปอย่างจริงจังและต่อเนื่อง ซึ่งปัจจุบันยังเป็นในลักษณะต่างหน่วยต่างเตรียมการ
เฉพาะในส่วนที่ตนเองเกี่ยวข้อง
ข้อเสนอแนะจากการวิจัย เนื่องจากเมื่อเกิดเหตุการณ์การก่อการร้ายสากล ศูนย์ปฏิบัติการ
ต่อต้านการก่อการ้ายสากลจะเป็นผู้ควบคุมทางยุทธการต่อหน่วยปฏิบัติการพิเศษของเหล่าทัพดังนั้น
เพื่อให้การดําเนินการแก้ไขปัญหาการก่อการร้ายสากลในทะเล ในการฝึกของกองทัพเรือทุกครั้ง
ควรเชิญฝ่ายอํานวยการหรือผู้แทนจากศูนย์ปฏิบัติการต่อต้านการก่อการ้ายสากลเข้าร่วมฝึกด้วย

Since the end of the cold war, the world have approached dynamic era. The
political system and society have been revolted overtime to synchronize with new
comprehensive circumstance. Moreover, the world have become globalization which
depends up on economy system and high technology. Likewise, the conventional warfare
among states rarely occurs in the region. Obviously, the new conflicts will base on the
grievances about race, religion fate, culture, border, politic, poverty and the injustices from
new world order. These grievances become the root causes of political conflict which
leading various violence against the opposing group. Terrorism is obviously included as
unconventional threat method; consequently, many terrorist groups attack the civilian target
around the world. Thailand geographic is very significant in southeast Asia; meanwhile, the
United States national interests and coalition are obviously located in Thailand as a result
the terrorist group is eager to attack those vulnerable target in order to revenge America.
Moreover, southern Thailand insurgency has increased its role overtime by using violence in
3 southern provinces and vicinity. Thus, Thailand are risky for either terrorism activity or
assault in any time.
The Royal Thai Navy has significant role in protection of maritime national interest.
As a result of obvious terrorist threat, Royal Thai Navy ought to create the concept and Anti
terrorism plan to response terrorist situation in its area of responsibility. Indeed, the antiterrorism plan must synchronize with international anti-terrorism doctrine and terrorism
tactics which revolve overtime. Therefore, the researcher is interested in researching on
Royal Thai Navy's Development Concept of Anti-Terrorism Plan in the next Decade. The
researching objective is to set up the Anti-Terrorism concept which will be the guideline for ง
development of Royal Thai Navy's Anti-Terrorism Plan and the preparation of involving
organizations.
This thesis will research mainly on international anti-terrorism plan in Royal Thai
Navy's responsibility. The thesis focuses significantly in quality research. Furthermore, the
interview of anti-terrorism experts, such as Commander of Naval Special Warfare Group and
Chief of Staffs of Naval Special Warfare Command, are also added in the thesis.
Fundamental terrorism information such as anti-terrorism theory, doctrine and relative thesis
are collected and analyzed in order to set up the Royal Thai Navy's Development Concept
of Anti-Terrorism Plan in the next decade.
The outcome of the thesis shows that current Royal Thai Navy's anti-terrorism plan
(Chief of Royal Thai Navy's International Anti-Terrorism Plan 1/2005) has countered the
concrete problem which needs the adaptation. In addition, the Royal Thai Navy must
increase personal capabilities in operational forces, support groups and also command post
officers. The involved personal must acknowledge the process and have efficiency team
work. Besides, the Royal Thai Navy must adapt the anti-terrorism doctrine and tactic
accordingly to terrorist manner. Moreover, the C3
I system must be changed to be C4
ISR to
enhance awareness of the operator. The operator must have suitable and sufficient special
equipment for the operation even though the budget limitation. Furthermore, the Royal Thai
Navy must build the network among the government agencies, civilian organizations and
population in order to have the partnerships in anti-terrorism. Finally, the Royal Thai Navy
must designates the principal organization to handle the anti-terrorism issue; obviously, this
organization must integrate all effort units to operate effectively in the future.
The thesis's recommendation, due to the Counter Terrorism Operational Center
(CTOC) will take over operational command of armed forces in the international terrorism
incident; therefore, the Royal Thai Navy should ask CTOC to participate in maritime
international anti-terrorism exercise in order to enhance the outcome of the Royal Thai Navy
's International anti-terrorism plan.
