ศูนย์ซ่อมสร้างสิ่งอุปกรณ์สายสรรพาวุธ กรมสรรพาวุธทหารบก (ศซส.สพ.ทบ.) เป็นหน่วยงาน
ภายใต้การบังคับบัญชาของกองทัพบก มีหน้าที่สนับสนุนและดำรงไว้ซึ่งอำนาจในการยิงและความคล่องแคล่ว
ในการเคลื่อนที่ของหน่วยรบของกองทัพบก ในการปฏิบัติภารกิจของศซส.สพ.ทบ.ต้องอยู่ภายใต้การ
กำกับและสอดคล้องกับระเบียบกองทัพบกว่าด้วยการซ่อมบำรุงยุทโธปกรณ์ พ.ศ.๒๕๒๔ และระเบียบ
ปฏิบัติงานประจำ พ.ศ.๒๕๕๗ สำหรับการซ่อมบำรุงยุทโธปกรณ์สายสรรพาวุธ อย่างไรก็ดี การปฏิบัติงาน
ของกำลังพลพบปัญหาอุปสรรคสำคัญต่าง ๆ ในการซ่อมขั้นคลัง ทั้งในเรื่ององค์ความรู้และความ
หลากหลายของยุทโธปกรณ์สายสรรพาวุธใหม่ ความไม่พอเพียงของเครื่องมือ ดังนั้น ผู้วิจัยจึงสนใจ
ศึกษาเรื่อง “การพัฒนาระเบียบปฏิบัติประจำ พ.ศ.๒๕๕๗ ในการสนับสนุนการปฏิบัติงานการซ่อม
บำรุงยุทโธปกรณ์สายสรรพาวุธขั้นคลังของ ศูนย์ซ่อมสร้างสิ่งอุปกรณ์สายสรรพาวุธ กรมสรรพาวุธทหารบก”
เพื่อพัฒนาระเบียบปฏิบัติประจำในการสนับสนุนการซ่อมบำรุงและแนวทางในการปรับบริบทและ
รูปแบบการดำเนินงานให้สอดคล้องกับระเบียบที่เกี่ยวข้องในการสนับสนุนการซ่อมบำรุงขั้นคลังให้
สามารถปฏิบัติงานตามนโยบายได้อย่างเหมาะสมและปฏิบัติได้แท้จริง
การศึกษาวิจัยเรื่องดังกล่าวเป็นการวิจัยเชิงคุณภาพ โดยสัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิจากกรม
สรรพาวุธทหารบกผลที่ได้จากการศึกษาวิจัยพบว่าการดำเนินงานของ ศซส.สพ.ทบ.ภายใต้ระเบียบกองทัพบกว่าด้วยการซ่อมบำรุง และระเบียบปฏิบัติงานประจำของหน่วยงาน มีประสิทธิภาพอยู่ในเกณฑ์ดีถึงดีมาก
กำลังพลสายช่างของหน่วยมีขีดความสามารถทางช่างสูง เนื่องจากเป็นการซ่อมยุทโธปกรณ์สายสรรพาวุธ ซึ่ง
เป็นวิชาชีพเฉพาะที่ได้มีการถ่ายทอดสู่คนรุ่นต่อๆ มาอย่างไรก็ดีแนวโน้มอุปสรรคข้อขัดข้องในการปฏิบัติงาน
ของศซส.สพ.ทบ.คือความจำเป็นในการพัฒนาศักยภาพและประสิทธิภาพของงานให้สามารถรองรับการ
พัฒนาระบบการป้องกันประเทศและระบบยุทโธปกรณ์ให้มีความทันสมัย
ผู้วิจัยมีข้อเสนอแนะในการพัฒนาการปฏิบัติงานการซ่อมบำรุงยุทโธปกรณ์สายสรรพาวุธขั้นคลัง
ของ ศูนย์ซ่อมสร้างสิ่งอุปกรณ์สายสรรพาวุธ คือ ๑) ต้องส่งเสริมการพัฒนาขีดความสามารถและสมรรถนะ
ของกำลังพลสายช่างอย่างเป็นระบบทุกระดับ ซึ่งสามารถดำเนินการได้หลายทั้งการดำเนินการภายในหน่วย
โดยการจัดตั้งศูนย์การเรียนรู้ และการส่งเสริมการเรียนรู้ในรูปแบบต่างๆ เช่น การเรียนรู้จากการปฏิบัติ
(Learning by Doing / Action Learning/On the Job Training) การเรียน รู้ข้ามสายงาน (Cross
Function Training) การเรียนรู้จากทีม (Team Learning) และการดำเนินความร่วมมือกับหน่วย/องค์กร
ภายนอก เช่น สถาบันการศึกษาหรือบริษัทเอกชนที่มีความรู้ความเชี่ยวชาญด้านเทคโนโลยีและเกื้อกูลต่อ
การพัฒนาและซ่อมสร้างยุทโธปกรณ์สายสรรพาวุธดัดแปลงใหม่ ๆ ๒) การจัดตั้งคณะทำงานหรือมีหน่วยงาน
ที่ดูแลการดำเนินการดังกล่าว รวมทั้งการจัดแผนการฝึกอบรมในรูปแบบปฏิทินฝึกอบรม หรือปฏิทิน
กิจกรรมการเรียนรู้๓) ใช้การ Outsource งานซ่อมบำรุงบางส่วนที่ไม่อ่อนไหวต่อการรักษาความปลอดภัย
และความลับทางราชการ ไปยังภาคเอกชนที่มีความเชี่ยวชาญ ๔) การพัฒนาระเบียบปฏิบัติประจำ พ.ศ.
๒๕๕๗ ที่ช่วยให้เกิดความเข้าใจสะดวกและง่ายขึ้น โดยการทำคู่มือ แผ่นป้าย แผ่นสีflowchart ต่างๆ
ประกอบระเบียบปฏิบัติงาน เอกสารเทคนิค คู่มือการซ่อมบำรุง เอกสารคำแนะนำการปฏิบัติประเภทคำสั่ง
เทคนิคที่จะต้องปฏิบัติตามระยะเวลาฯลฯ เพื่อให้กำลังพลสามารถปฏิบัติงานได้อย่างถูกต้อง รวดเร็ว และ
ช่วยลดความขัดแย้งที่อาจเกิดขึ้นในขณะทำงาน และ ๕) การพัฒนาระบบเทคโนโลยีสารสนเทศให้สามารถ
สนับสนุนการปฏิบัติงานซ่อมบำรุงทุกมิติทั้งระบบฐานข้อมูลเชิงวิชาการและระบบบริหารจัดการข้อมูลอื่น

The Maintenance Ordnance Depot of Ordnance Materiel Rebuild Center is a branch
of the Royal Thai Army (RTA) Ordnance Department with responsibility to support and
sustain the firing power and the ground mobility of the army. The mission of Maintenance
Ordnance Depot of Ordnance Materiel Rebuild Center must be in accordance with The 1981
RTA regulation of Maintenance Ordnance and the 2014 routine of Maintenance Ordnance
Depot of Ordnance Materiel Rebuild Center. However, it faces problems such as the lack
of knowledge, variety of new weapons, and insufficient tools. Therefore, the researcher is
interested to study about “The Improvement of the 2014 Routine of Maintenance Ordnance
Depot for Ordnance Materiel Rebuild Center under the RTA Ordnance Department” to
apply the routine of maintenance and the ways to transform the process in accordance
with the regulations involving the support of depot maintenance to enhance working
capability suitably and practically.
The research mentioned above is the qualitative research from the in-depth
interviews of experts of the Royal Thai Army Ordnance Department. The finding shows
that the mission of the Maintenance Ordnance Depot of Ordnance Materiel Rebuild Center and the organization’s routine is rated by its efficiency from good to excellent.
The organization’s mechanics possess high engineering skills because the maintenance
of weapons is a unique profession descended from generation to generation. Nevertheless,
the potential problems of the Maintenance Ordnance Depot of Ordnance Materiel Rebuild
Center is the need to enhance its ability and quality of the work to support the development
in defense system and weapons that are more up to date. Accordingly, at present, the
organization has been developed the routine to keep up with new technology.
There are at least 5 ways to improve operation of the Maintenance Ordnance
Depot of Ordnance Materiel Rebuild Center of the RTA Ordnance Department. First is (1) to
enhance capability of mechanics at all levels systematically. Internally, it is possible to set up
learning center and support different styles of learning such as learning from the real work
(i.e. Learning by Doing / Action Learning/On the Job Training), cross function training, and
team learning. Externally, to learn from outside the organization, it can come from the
cooperation with other agencies such as those institutes or private sectors with expertise
on technology and maintenance of modern ordnance. Second is (2) to set up the working
group or an agency that will look after such operation including planning the training and
learning courses. Third is (3) to outsource for agencies to do maintenance work that is not
sensitive or is a breach to the security. Fourth is (4) to develop the 2014 routine of
Maintenance Ordnance Depot of Ordnance Materiel Rebuild Center to make it more
comprehensible by creating manual, flowcharts, technical manual, maintenance manual,
etc. This is to guide working personnel to perform correctly, timely, and quickly and to
avoid conflict at work. The last is (5) to develop IT system to be used with the maintenance
in every dimension such as academic data base and other information management.
