abstract:

ABSTRACT Title : Organization Management to achieve success in Public Sector Quality Award of Defence Science and Technology Department By : Colonel Supharp Thirasuk Major Field : Administration Research Advisor : Colonel (Taksin Sirising) July 2015 As the international society becomes highly competitive, it quickly encourages developments in political system, economy, trade, and IT. Such developments push public sectors to adapt and change the way of thinking and working by seeking for modern management to be able to tackle the problems and ready for future changes. Public Sector Management Quality Award (PMQA) is indeed important and challenging. The question is how to direct an organization to be an organization with quality in management and be able to perform in compliance with international standard. Defence Science and Technology Department, which the task involves with activities of science and National Defence Technology, is an organization responsible for driving science and technology research for military and national security in the direction of Ministry of Defence’s science and defense technology policy. The organization is very attentive to encourage the development of the organizations to be excellent in every aspects that Office of the Public Sector Development Commission (OPDC) determines. The research on Organization Management to achieve success in Public Sector Quality Award of Defence Science and Technology Department is a quatitative research with in-depth interviews from various experts. The purpose of the research is to study the direction of organization management that encourages sustainable success in public sector management quality award of Defence Science and Technology Department. The results of the research find ways to manage an organization that encourages the development in Public Sector Management Quality Award. The principles of the guidelines are; 1) Leadership : to have a leader with leadership attitude and vision attentively pushing forward the PMQA and creating motivation, cooperation among the staff which will affect in organization’s efficiency and the sustainable development in public sector management. 2) Personnel Development : to improve staff’s capability at all levels with plans to enhance education, understanding, and positive working attitude as they are vital foundation to create cooperation to meet the organization’s goal, 3) Working System : to have a concrete working system with a main responsible person bringing policies to practice efficiently including supporting all the work such as human resource and budget, training, following up with meetings to acknowledge all problems, 4) Team Work : to have an agency or a team with clear responsibilities in supporting officers with sufficient resources through the work process in line with the development of public sector management and 5) Morale : to raise morale by creating suitable environment in the organization with transparency in all the process such as a fair evaluation to the employees that is truly based on work performance.
