เรื่อง : แนวทางการแก้ปัญหาหนี้สินของนายทหารชั้นประทวนสังกัดกองบังคับการ
กรมทหารราบที่ ๙

การวิจัยครั้งนี้มีวัตถุประสงค์ คือ ๑) เพื่อศึกษาแนวคิด ทฤษฎี เกี่ยวกับหนี้สินและสาเหตุของ
การเกิดหนี้สิน ๒) เพื่อศึกษาสภาพหนี้สินและปัจจัยที่ท าให้เกิดสภาพหนี้สินของนายทหารชั้นประทวน
สังกัดกองบังคับการกรมทหารราบที่ ๙ และ๓) เพื่อศึกษาหาแนวทางการแก้ปัญหาหนี้สินของนายทหาร
ชั้นประทวนสังกัดกองบังคับการกรมทหารราบที่ ๙
ผู้วิจัยด าเนินการวิจัยโดยการทบทวนวรรณกรรมที่เกี่ยวข้องเกี่ยวกับความหมายของหนี้สิน
สาเหตุของการเกิดหนี้สิน รวมถึงงานวิจัยที่เกี่ยวข้อง หลังจากนั้นได้รวบรวมข้อมูลจากการสัมภาษณ์เชิง
ลึกกับผู้บังคับการกรมทหารราบที่ ๙, เจ้าหน้าที่ และก าลังพลสังกัดกองบังคับการกรมทหารราบที่ ๙
จากนั้นท าการวิเคราะห์เนื้อหาและสรุปเป็นประเด็นส าคัญ
ผลการวิจัยสรุปว่า
๑. สาเหตุหลักของการเป็นหนี้ของนายทหารชั้นประทวนสังกัดกรมทหารราบที่ ๙ มาจาก
หลายสาเหตุ ซึ่งเป็นไปตามหลักทฤษฏีความต้องการของมนุษย์ของมาสโลว์ และ Clayton Alderfer
รวมถึงทฤษฎีการบริโภคของ John Maynard Keynes
๒. แนวทางการแก้ปัญหาหนี้สินของก าลังพลนายทหารชั้นประทวน สังกัดกองบังคับการกรม
ทหารราบที่ ๙ ด าเนินการปลูกฝังก าลังพล โดยจัดให้มีการบรรยาย อบรม สัมมนา เพื่อปลูกฝังให้ก าลัง
พลมีความรู้ความเข้าใจในหลักการเหตุผลและวิธีการในการปฏิบัติตนตามปรัชญาเศรษฐกิจพอเพียง
รวมทั้งปลูกฝังให้เห็นความส าคัญในการด ารงชีวิตตามปรัชญาเศรษฐกิจพอเพียง เน้นย าผู้บังคับบัญชา
โดยตรง ให้พิจารณาจ ากัดเงินกู้ของก าลังพล จัดอบรมจริยธรรม เพื่อชักจูงให้ก าลังพล ลด ละ เลิก
อบายมุขต่างๆ จัดอบรมการท าบัญชีครัวเรือน เพื่อควบคุมรายรับ-รายจ่าย จัดสวัสดิการรถรับ-ส่งบุตรไป
โรงเรียน เพื่อลดค่าใช้จ่ายให้กับก าลังพล จัดอาหารกลางวัน เพื่อลดค่าใช้จ่ายให้กับก าลังพล จัด
ทุนการศึกษาให้กับบุตรก าลังพล เพื่อแบ่งเบาภาระให้กับก าลังพล จัดสินค้าอุปโภคบริโภคราคาถูกมา
จ าหน่ายให้กับก าลังพล ส่งเสริมให้ก าลังพลมีอาชีพเสริมนอกเวลาราชการ เพื่อเพิ่มรายได้ให้มากขึ้นจัด
ให้มีกองทุนเพื่อส ารองค่าเล่าเรียนบุตร และค่ารักษาพยาบาล เพื่อแบ่งเบาภาระให้กับก าลังพลข้อเสนอแนะส าหรับแนวทางการแก้ปัญหาหนี้สินของนายทหารชั้นประทวนสังกัดกองบังคับ
การกรมทหารราบที่ ๙ คือ การจัดกิจกรรมเสริมสร้างความรู้ ความเข้าใจในปรัชญาเศรษฐกิจพอเพียง
อย่างถูกต้องให้กับก าลังพล การส่งเสริมสนับสนุนให้ก าลังพลนายทหารชั้นประทวนสังกัดกองบังคับการ
กรมทหารราบที่ ๙ รวมกลุ่มกันท ากิจกรรมตามปรัชญาเศรษฐกิจพอเพียงในการด ารงชีวิตประจ าวัน
อย่างจริงจังและต่อเนื่อง การส่งเสริมให้ก าลังพลนายทหารชั้นประทวนสังกัดกองบังคับการกรมทหาร
ราบที่ ๙ ใส่ใจและให้ความส าคัญในการพยายามลดหนี้สิน ซึ่งเป็นอุปสรรคส าคัญในการด ารงชีวิต
ประจ าวัน และการสนับสนุนให้มีการออมเงินและจัดสวัสดิการต่างๆให้เหมาะสมเพื่อเพิ่มโอกาสต่อ
ความส าเร็จในการด ารงชีวิต

ABSTRACT

This research study was conducted for the following purposes 1) to study the
theories about the debt and the causes of the debt. 2) to study the theories about
guideline for solving the debt problem with the sufficient economic theory. And 3) to
study ways to solve the debt problems of the personnel in the 9
th Infantry Regiment
Headquarter.
The researcher conducted the research by reviewing the theories about the
definition of a debt, the causes of debt and the sufficient economic theory, including
related researches. Following that, using the collection of data of a focus group, noncommissioned officers in the 9
th Infantry Regiment Headquarter. And the in-depth
interviews with commander, from the company commander above. After that analyzing
content and a summary of the key points.
The research concluded that :
1. Causes of indebtedness of personnel non-commissioned officer in the 9
th
Infantry Regiment Headquarter, came from several reasons. Which is mainly based on
the theory of human needs of Maslow and Clayton Alderfer. Including consumer theory
of John Maynard Keynes.
2. Guidelines for the indebtedness solving of non-commissioned officer in the
9
th Infantry Regiment Headquarter. - Providing lecture to let them have a good understanding of the sufficient
economics theory.
- Providing ethics training to let them cancel all of the immorality especially
gambling.
- Lighten the load cost of their living. For example ; provide the lunch, school
bus for their children, support them the part-time jobs.
- Set up the children’s fund fees and the fund medical expenses.
Suggestions for solving the debt problem of manpower non-commissioned
officer in the 9
th Infantry Regiment Headquarter are to enhance knowledge and activities
to understand of the sufficient economic correctly. Encouraging noncommissioned officer
of the 9
th Infantry Regiment Headquarter to gather and do activist of the sufficient
economic theory in daily life continuously. Promote personnel non-commissioned officer
in the 9
th Infantry Regiment Headquarter to attend and focuses in trying to reduce debt.
This is a major obstacle of living for following the sufficient economic theory. And
encourage the savings and supporting to increase the chances for success of daily
living.
