รายงานการศึกษาเรื่อง “แนวทางการพัฒนาสังคมคุณธรรมในกรมข่าวทหาร” นี้เป็น
การศึกษาเรื่องราวของพัฒนาการของสังคมไทยตั้งแต่เริ่มการเปลี่ยนแปลงเข้าสู่การผสมผสานของ
เกษตรกรรมและอุตสาหกรรมหรือประมาณปี พ.ศ.๒๕๐๐ เป็นต้นมาและเสนอแนวทางการปฏิรูป
สังคมไทยเพื่อให้เป็นสังคมแห่งคุณธรรม โดยมีวัตถุประสงค์เพื่อ ศึกษาแนวคิด ทฤษฎี ของสังคม
คุณธรรม ศึกษาพัฒนาการของสังคมไทย และศึกษาแนวทางการปฏิรูปสังคมไทยให้เป็นสังคม
คุณธรรม
ผลการศึกษาพบว่า พัฒนาการของสังคมไทย เปลี่ยนจากสังคมแบบเกษตรกรรมมาเป็น
สังคมอุตสาหกรรม จากสังคมแบบชนบทมาเป็นสังคมเมือง มีระบบเศรษฐกิจแบบอุตสาหกรรมและ
ระบบทุนนิยม มีแนวโน้มการเป็นสังคมเมืองมากขึ้น ยึดติดกับความเป็นประชาธิปไตย มีการดำเนิน
ชีวิตและมีทัศนะเชิงโลกีย์วิสัย ปัญหาสังคมไทยเกิดจากการเปลี่ยนแปลงจากสังคมชนบทเป็นสังคม
เมือง การเพิ่มประชากร การอพยพ การเปลี่ยนแปลงทางด้านเทคโนโลยี การขยายตัวของเมือง
อย่างรวดเร็ว ปัญหาการคอร์รัปชั่น ซึ่งเป็นการกระทำที่ขัดต่อความซื่อสัตย์ คุณธรรมความดี เป็นการ
กระทำผิดทำนองคลองธรรม กฎเกณฑ์ หรือกฎหมายเป็นปัญหาหลักในสังคมไทย
แนวทางการปฏิรูปสังคมไทยให้เป็นสังคมคุณธรรม มีหลักการปฏิรูป ๒ หลักการ ๗ ประเด็น
๑๑ วิธีการ ดังนี้ ด้านที่ ๑ ปฏิรูประบบการพัฒนาประเทศ
๑.๑ พัฒนาภาคการบริหารโดยพรรคการเมือง
วิธีการ จัดตั้งรัฐบาลแห่งชาติ ๑.๒ พัฒนาระบบเศรษฐกิจ
วิธีการ ๑.๒.๑ การใช้ปรัชญาของเศรษฐกิจพอเพียง
๑.๒.๒ การใช้ความสุขมวลรวมเป็นดัชนีชี้วัด
๑.๓ พัฒนาระบบราชการ
วิธีการ ปฏิบัติตามแนวทางอริยมรรคมีองค์แปดเท่านั้น
๑.๔ พัฒนาระบบสวัสดิการและการศึกษา
วิธีการ ๑.๔.๑ ระบบการรักษาพยาบาลฟรีอย่าง
๑.๔.๒ ให้ศึกษาพระพุทธศาสนาจนถึงระดับปริญญา
๑.๔.๓ ปฏิรูประบบปลูกฝังคุณธรรม จริยธรรม
ด้านที่ ๒ ปฏิรูประบบการเผยแผ่พระพุทธศาสนา
๒.๑ พัฒนาระบบการศึกษาสงฆ์
วิธีการ ๒.๑.๑ ต้องใช้คำสอนของพระศาสดาเป็นหลักเท่านั้น
๒.๑.๒ ยกเลิกหลักสูตรที่ไม่เกี่ยวข้องกับหลักธรรมวินัย
๒.๒ พัฒนาแนวทางการเข้าถึงหลักธรรม
วิธีการ ให้เยาวชนเป็นศูนย์กลาง
๒.๓ พัฒนาระบบสวัสดิการสงฆ์

The report of “ Developing Moral Society in Joint Intelligence " is the study
of the development of social Thailand since the start of the transition of a mix of
agricultural and industrial or about the year B.E. 2500 onwards, and proposed
reforms to the society of Thailand to be a moral society. The objectives of the
report is to study the theoretical concepts of social virtue, development of Thai
society and reformation of Thai Society to become a morality one.
The results of the study found that the social development of Thailand
change from agricultural society to industrial society , from rural society to an urban society, more serious toward economy, industry and capitalism, Thai society tends to
be more urban, identified with democracy, a lifestyle and a secular outlook. Thailand
social problems caused by the transition from rural to urban. Population growth,
migration, changes in technology. The rapid expansion of the city. Problems corrupt,
an action which is contrary to honesty, virtue offense sanctioned rules or laws are a
major problem in Thailand.
“Thailand Social Reform to Become Moral Society” consists of 2 Principles , 7
objectives, 11 tactics as follow :
First principle : Reform of the country development system

Tactics : 1. Sufficiency economy philosophy
2. Apply GHP index in stead of GDP

rd Objective : Government sector development
Tactics : Apply 8 fold noble path of Buddhism

th Objectives : Public health service and education
Tatics : 1. Free publics health service
2. Enforcement of Buddhism studies until graduated
3. Cultivation of moral
Second principle :Reform of the dessimination of Buddhism

th Objectives : Development of Sangha education
Tatics : 1. Study only the Buddha teaching
2. Cancel all courses that Buddha teaching exclusion

th Objectives : Development of Buddha teaching approach
Tatics : Teenager as center of education
7
th Objectives : Development Sangha public service Tatics : Free transportation one Tambol one transport center
