การวิจัยเรื่องการบูรณาการปรัชญาเศรษฐกิจพอเพียงและหลักการเข้าใจ เข้าถึง พัฒนา เพื่อ
การเสริมสร้างความเข้มแข็งของชุมชนสำหรับเจ้าหน้าที่รัฐในจังหวัดยะลา มีวัตถุประสงค์เพื่อศึกษา
แนวทางการบูรณาการการเสริมสร้างความเข้มแข็งของชุมชนในจังหวัดยะลา โดยการนำแนว
พระราชดำริปรัชญาเศรษฐกิจพอเพียงและหลักการเข้าใจ เข้าถึง พัฒนา มาประยุกต์ใช้ในการบริหาร
จัดการอย่างมีประสิทธิภาพ หน่วยงานภาครัฐที่เกี่ยวข้องกับการเสริมสร้างความเข้มแข็งของชุมชนใน
พื้นที่จังหวัดยะลามีหลายหน่วย มีความแตกต่างกันทั้งในด้าน โครงสร้าง การบริหารจัดการ องค์ความรู้
วัฒนธรรมองค์กร ซึ่งถือเป็นข้อจำกัด คำถามคือเราจะบูรณาการกันอย่างไร ทั้งเรื่ององค์กร บุคลากร
องค์ความรู้ และแผนการปฏิบัติ เพื่อขับเคลื่อนการเสริมสร้างชุมชนเข้มแข็ง ให้สามารถพึ่งตนเองได้ทั้ง
เรื่องความปลอดภัยและการพัฒนา ซึ่งหากชุมชนหมู่บ้านแต่ละชุมชน มีความมั่นคงปลอดภัย ประชาชน
อยู่อย่างพอเพียงมีคุณภาพชีวิตที่ดีจะนำมาซึ่งความสงบสุข อันเป็นความต้องการและความคาดหวังของ
ประชาชนในพื้นที่จังหวัดยะลาและจังหวัดชายแดนภาคใต้
การเสริมสร้างความเข้มแข็งของชุมชน เป็นงานสำคัญในพื้นที่จังหวัดยะลา เป้าหมายเพื่อให้
ประชาชนอยู่ดี กินดี ไม่เป็นหนี้สินและอยู่อย่างพึ่งพาตนเองได้ รวมถึงการพึ่งพาอาศัยซึ่งกันและกัน
สำหรับสมาชิกในหมู่บ้าน/ชุมชน แนวทางหนึ่งคือการน้อมนำปรัชญาเศรษฐกิจพอเพียงของพระบาทสมเด็จพระเจ้าอยู่หัวมาเป็นหลักในการดำเนินชีวิต อีกแนวทางหนึ่งคือการส่งเสริมให้เกิดการ
เรียนรู้ร่วมกันของประชาชนในระดับหมู่บ้าน/ตำบล โดยจัดเวทีเพื่อร่วมกันวิเคราะห์ถึงปัญหา สาเหตุ
และแนวทางแก้ไขปัญหา ไปจนถึงการเรียนรู้เพื่อค้นหาทางเลือกในการแก้ปัญหา สิ่งเหล่านี้จะถูก
ประมวลขึ้นเป็น “แผนชุมชน”ซึ่งจะเป็นเครื่องมือในการพัฒนาแก้ไขปัญหาชุมชนในทุกมิติ กระบวนการ
ชุมชนดังกล่าวจะขับเคลื่อนได้น้อยหรือไม่ได้เลย หากปราศจากทีมงานเจ้าหน้าที่ของรัฐ ที่ให้คำแนะนำที่
ถูกต้องเปรียบเสมือนพี่เลี้ยง รวมทั้งการสนับสนุนต่างๆจากภาครัฐ ฝ่ายพลเรือน ปกครอง ตำรวจ ทหาร
องค์กรปกครองส่วนท้องถิ่น ร่วมกันบูรณาการขับเคลื่อนส่งผลให้ชุมชนเกิดความเข้มแข็งได้อย่างยั่งยืน
ผลการวิจัยพบว่า การบูรณาการปรัชญาเศรษฐกิจพอเพียงและหลักการเข้าใจ เข้าถึงพัฒนา
เพื่อการเสริมสร้างความเข้มแข็งของชุมชนในจังหวัดยะลา เป็นการบูรณาการทางกระบวนการคิด อัน
ได้แก่ แนวคิดด้านบูรณาการ ปรัชญาและหลักการพระราชดำริและการปฏิบัติ อันได้แก่ การ บริหาร
จัดการในด้านต่างๆอย่างมีเหตุมีผล เพื่อสร้างชุมชนเข้มแข็งพึ่งตนเองอันจะนำไปสู่การสนับสนุนการ
แก้ไขปัญหาความไม่สงบในจังหวัดชายแดนภาคใต้ ซึ่งสอดคล้องกับ พ.อ.วรจิตร์ ศาสตร์ศิลป์ ซึ่ง
ศึกษาวิจัยเรื่อง “ แนวทางการปฏิบัติ เพื่อลดเหตุความรุนแรงในพื้นที่ ๓ จังหวัดชายแดนภาคใต้ ทั้งนี้
เนื่องมาจากเป้าหมายการเอาชนะที่หมู่บ้าน ทั้งนี้การเสริมสร้างความเข้มแข็งของชุมชน ด้วยหลักการ
เข้าใจ ได้แก่ ปัญญา การสื่อสาร ๒ ทาง เราเข้าใจประชาชน ประชาชนเข้าใจเรา เข้าถึงคือการเปิด
โอกาสการมีส่วนร่วมในการแก้ไขปัญหา และพัฒนาทักษะการบริหาร จัดการอย่างถูกวิธี โดยประชาชน
เป็นที่ตั้ง มีความพอประมาณ ไม่เบียดเบียน มีเหตุผล มีภูมิคุ้มกันในตัวที่ดี พร้อมรับผลกระทบการ
เปลี่ยนแปลง ภายใต้เงื่อนไขรอบรู้วิชาการ/ประสบการณ์ รอบคอบ ระมัดระวังในการดำเนินการและมี
คุณธรรม จริยธรรม สติปัญญา ความซื่อสัตย์สุจริต อดทน เพียร สอดคล้องกับผู้ให้ข้อมูลสำคัญจำนวน
๔ ท่าน ผู้วิจัยมีความเห็นว่าการเสริมสร้างความเข้มแข็งของชุมชน หากดำเนินการในแนวทางดังกล่าว
ทำให้ประชาชนในชุมชนจังหวัดยะลามีความปลอดภัยมีคุณภาพชีวิตที่ดีและมีความสุข
