ชื่อเรื่อง : แนวทางการพัฒนาการฝึกนักศึกษาวิชาทหาร ในการสนับสนุนงานด้านความมั่นคง
ให้กับกองทัพ

การฝึกนักศึกษาวิชาทหารนั้น เป็นการฝึกเพื่อผลิตกำลังพลสำรองในระดับชั้นผู้บังคับบัญชา
ของกองทัพ ซึ่งมีทั้งประเภทนายทหารสัญญาบัตรและนายทหารประทวน เพื่อใช้ในการเสริมกำลัง
ให้กับกองทัพในยามสงคราม โดยรับสมัครจากนักเรียน นักศึกษาในสถาบันการศึกษาต่าง ๆ ที่สำเร็จ
การศึกษาตั้งแต่ชั้นมัธยมศึกษาปีที่ ๓ หรือเทียบเท่าขึ้นไป ซึ่งในการฝึกดังกล่าวต้องการให้นักศึกษา
วิชาทหารมีจิตสำนึกต่อการฝึกวิชาทหาร การปลูกฝังอุดมการณ์ความรักชาติศาสนา และความ
จงรักภักดีต่อสถาบันพระมหากษัตริย์อย่างแน่นแฟ้น
จากกระแสการเปลี่ยนแปลงสถานการณ์ของโลกอย่างรวดเร็วในปัจจุบัน รวมทั้งการเตรียม
ตัวเข้าสู่ประชาคมอาเซียน (ASEAN Community) ใน ป พ.ศ.๒๕๕๘ ของประเทศไทย ซึ่งในส่วน
ของความมั่นคง นักศึกษาวิชาทหารจะเป็นส่วนหนึ่งที่มีความสำคัญในการช่วยสนับสนุนด้านความ
มั่นคงอันเป็นประโยชน์ให้กับกองทัพ เช่น การเป็นแหล่งข่าวที่มีประสิทธิภาพ การปฏิบัติงานเพื่อ
ช่วยเหลือสาธารณะ การป้องกันและบรรเทาสาธารณภัย และการปฐมพยาบาล ฯลฯ
การศึกษาวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ ๑) เพื่อศึกษาแนวคิด ทฤษฎี การฝึกวิชาทหาร
ของนักศึกษาวิชาทหารของกองทัพบก ๒) เพื่อศึกษาถึงปัญหาที่เกิดขึ้นจากการฝึกวิชาทหารของ
นักศึกษาวิชาทหารตามหลักสูตรของกองทัพบก และ ๓) เพื่อศึกษาถึงแนวทางในการพัฒนาการฝึก
นักศึกษาวิชาทหาร ในการสนับสนุนงานด้านความมั่นคงให้กับกองทัพ ซึ่งเป็นการวิจัยเชิงคุณภาพ
( Qualitative Research ) และการสัมภาษณ์เชิงลึก ( In-dept-interview ) โดยทำการสัมภาษณ์ผู้ที่มีส่วนเกี่ยวข้องกับการฝึกวิชาทหารของนักศึกษาวิชาทหาร จำนวน ๓ ท่าน รวมทั้งใช้ข้อมูลทุติยภูมิ
คือ ข้อมูลที่ได้จากแนวคิดทฤษฎีที่เกี่ยวข้อง เอกสารวิจัยส่วนบุคคล เอกสารทางวิชาการ กฎระเบียบ
ข้อบังคับ พระราชบัญญัติต่าง ๆ ที่เกี่ยวข้องกับการฝึกวิชาทหารของนักศึกษาวิชาทหาร ซึ่งผู้วิจัยได้
นำมาวิเคราะห์ เพื่อหาแนวทางในการพัฒนาหลักสูตรการฝึกนักศึกษาวิชาทหาร ในการสนับสนุนงาน
ด้านความมั่นคงให้กับกองทัพ
ผลจากการศึกษาวิจัยพบว่า ในการพัฒนาหลักสูตรการฝึกวิชาทหารของนักศึกษาวิชาทหาร
นั้น มีปัจจัยที่ส่งผลกระทบกับการฝึกของนักศึกษาวิชาทหาร ได้แก่ หลักสูตรและกิจกรรมที่เกี่ยวข้อง
กับการฝึก บุคลากรที่เกี่ยวข้องกับการฝึก ตัวของนักศึกษาวิชาทหารและจากปัจจัยแวดล้อมที่
เกี่ยวข้องกับการฝึก ซึ่งปัญหาที่เกิดขึ้นทำให้การฝึกของนักศึกษาวิชาทหารไม่บรรลุผลตามเป้าหมาย
และตามนโยบายที่กองทัพได้กำหนดเอาไว้ ดังนั้นเพื่อทำให้การฝึกของนักศึกษาวิชาทหารมี
ประสิทธิภาพและมีความทันสมัยต่อการเปลี่ยนแปลงตามสถานการณ์ของโลก จะต้องมีการวางแผน
และบูรณาการร่วมกันระหว่างหน่วยฝึกนักศึกษาวิชาทหารกับทุกภาคส่วน และจำเป็นต้องได้รับการ
สนับสนุนจากหน่วยเหนือ เช่น อาวุธยุทโธปกรณ์ที่ขาดอัตรา เครื่องช่วยฝึกที่มีความทันสมัย
งบประมาณในการฝึกและกรอบแนวทางในการปฏิบัติต่างๆ จึงจะทำให้นักศึกษาวิชาทหารที่ผ่าน
การฝึก มีความรู้และมีความสามารถทางทหารในการช่วยสนับสนุนภารกิจของกองทัพและสามารถ
ปฏิบัติหน้าที่ได้จริง เมื่อได้รับการบรรจุในระบบกำลังสำรองของกองทัพ ต่อไปABSTRACT

The training of the Reserve Officer Training Corps is to prepare a military
reserve force both a commissioned officer and a non-commission officer for war.
The Reserve Officer Training Corps is a program offered to high schools students or
equivalent for training to raise awareness of force training, expressions of loyalty to
the nation, religion and monarchy.Due to a rapidly changing world and preparation to AEC integration in the
year 2015, the Reserve Officer Training Corps Student in Thailand is to mainly support
the security of the army in terms of providing efficient sources of information, joining
in public activities, disaster prevention and mitigation and first aid roles and
responsibilities etc.
This study are to 1) study existing concepts and theories in the field of the
Reserve Officer Training Corps Student training course 2) study problems relating to
the Reserve Officer Training Corps Student curriculum based on Thai military
obligation 3) study the training course development for the Reserve Officer Training
Corps Student to support the security of the Royal Thai Armed Forces. This study is
applied qualitative research method conducting in-depth interview with 3 key
informants including gathering secondary information such as relevant theories,
research reports, regulations and the acts relating to the training course of the
Reserve Officer Training Corps Student in order to support the security of the Royal
Thai Armed Forces.
The result found that the factors influencing the training course development
for the Reserve Officer Training Corps Student are the curriculum and relevant
activities, related members of staff, students and the training environment.
Additionally, objectives and policies of the training may not accomplish since those
factors. Therefore, to achieve objectives of efficiency training course and successful
adaptation to a situation with rapid change, there is needed to be well planned and
integrated between Reserve Commander Unit and related sections. Importantly,
obtaining a sufficient budget is needed to provide weapon accessories, military
equipment and further potential development so as to support the training and
produce a qualified student as a military reserve force who will be able to promptly
transfer to the military in the future.
