The purposes of the research were to study the shortage of staff and
personnel management of the Royal Thai Armed Forces besides providing Resolutions
to the problems. The target groups giving in-depth interviews include Royal Thai Armed
Forces’ personnel involving in policy making, management, and personnel development.
The result of the study pointed out that the requirement of staff and
personnel management of the Royal Thai Armed Forces including personnel
management of the services and budget allocation have high correlation with criteria
for the Royal Thai Armed Forces and services’ enrollment plans of cadet.
It was found that the shortage of staff of the Royal Thai Armed Forces
stemmed from several causes. The major cause is that the number of staff officers
prepared for the services and the Royal Thai Armed Forces is insufficient. The Royal
Thai Armed Forces in particular relies on staff officers prepared by the services. This
has caused uncertainty and difficulty in personnel management. Therefore, personnel
planning of the Royal Thai Armed Forces should be reviewed in accordance with its
requirements. This can be solved by recruiting more cadets to be future staff officers
for the Royal Thai Armed Forces.
