การศึกษาวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ ซึ่งได้มีการด าเนินการตามระเบียบวิธีวิจัย
มาเป็นขั้นตอน มีการทบทวนวรรณกรรม ท าให้ทราบความหมายของการน านโยบายไปปฏิบัติ และ
ได้น านโยบายและยุทธศาสตร์ของคณะรักษาความสงบแห่งชาติ (คสช.) ในการแก้ไขปัญหาการ
ท าลายทรัพยากรป่าไม้ มาแปลงเป็นแนวทางปฏิบัติ ของส านักป้องกันรักษาป่าและควบคุมไฟป่า
กรมป่าไม้ โดยมีวัตถุประสงค์ในการวิจัย ดังนี้
๑. เพื่อศึกษานโยบายและยุทธศาสตร์คณะรักษาความสงบแห่งชาติ (คสช.) ในการแก้ไข
ปัญหาการท าลายทรัพยากรป่าไม้
๒. เพื่อศึกษาแนวทางการน านโยบายและยุทธศาสตร์คณะรักษาความสงบแห่งชาติ (คสช.)
ในการแก้ไขปัญหาการท าลายทรัพยากรป่าไม้ไปปฏิบัติ ของส านักป้องกันรักษาป่าและควบคุมไฟ
ป่า กรมป่าไม้
๓. เพื่อศึกษาปัญหาและแนวทางแก้ไข เมื่อน านโยบายและยุทธศาสตร์คณะรักษาความ
สงบแห่งชาติ (คสช.) ในการแก้ไขปัญหาการท าลายทรัพยากรป่าไม้ไปปฏิบัติ ของส านักป้องกัน
รั ก ษ า ป่ า
และควบคุมไฟป่า กรมป่าไม้จากการศึกษาวิจัยและสัมภาษณ์เชิงลึก ผู้วิจัยสรุปผลการวิจัยได้ ดังนี้
1. นโยบายและยุทธศาสตร์ในการแก้ไขปัญหาการท าลายทรัพยากรป่าไม้ของคณะรักษาความ
สงบ
แห่งชาติ (คสช.) สอดคล้องและเป็นไปในทิศทางเดียวกับนโยบายป่ าไม้แห่งชาติ ตามมติ
คณะรัฐมนตรี เมื่อวันที่ 3 ธันวาคม 2528 โดยก าหนดเป้าหมายให้มีพื้นที่ป่าทั่วประเทศ อย่างน้อยใน
อัตราร้อยละ 40 ของพื้นที่ประเทศ สอดคล้องกับแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่สิบ
เอ็ด พ.ศ. 2555 - 2559 ที่มุ่งเน้นการพัฒนาเศรษฐกิจควบคู่กับการจัดการทรัพยากรธรรมชาติและ
สิ่งแวดล้อมอย่างยั่งยืน
2. แนวทางการน านโยบายและยุทธศาสตร์ในการแก้ไขปัญหาการท าลายทรัพยากรป่าไม้
ของคณะรักษาความสงบแห่งชาติ (คสช.) ไปปฏิบัติ ของส านักป้องกันรักษาป่าและควบคุมไฟป่า
กรมป่าไม้ โดยก าหนดแนวทางที่ส าคัญ 4 ด้าน
3. ท าให้ทราบปัญหาในการน านโยบายในการแก้ไขปัญหาการท าลายทรัพยากรป่าไม้ ของ
คณะรักษาความสงบแห่งชาติ (คสช.) ไปปฏิบัติ ของส านักป้องกันรักษาป่าและควบคุมไฟป่า กรมป่า
ไม้
4. แนวทางแก้ไขปัญหาในการน านโยบายในการแก้ไขปัญหาการท าลายทรัพยากรป่าไม้
ของคณะรักษาความสงบแห่งชาติ (คสช.) ไปปฏิบัติ ของส านักป้องกันรักษาป่าและควบคุมไฟป่า
กรมป่าไม้ โดยกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อมต้องบูรณาการทุกภาคส่วนราชการ ใน
การขับเคลื่อนนโยบาย พร้อมทั้งให้ประชาชนมีส่วนร่วม และสิ่งที่ส าคัญที่สุด ต้องผลักดันให้เป็น
วาระแห่งชาติ โดยได้รับการสนับสนุนงบประมาณอย่างเพียงพอ
ข้อเสนอแนะ
การวิจัย เรื่อง การประยุกต์แนวทางปฏิบัติตามนโยบายคณะรักษาความสงบแห่งชาติ

มีระยะเวลาในการด าเนินการที่จ ากัดมาก การศึกษาจึงต้องท าการศึกษาในวงที่จ ากัด เพื่อให้
สั ม พั น ธ์
กับระยะเวลาที่ถูกก าหนดไว้ โดยมีข้อเสนอที่ส าคัญ ดังนี้1. การก าหนดนโยบายด้านอนุรักษ์ทรัพยากรป่าไม้ ควรเชิญผู้มีส่วนได้เสีย หรือองค์กร
เอกชน เข้ามามีส่วนร่วมในการก าหนดนโยบาย
2. เมื่อมีการด าเนินนโยบายไประยะหนึ่ง ควรมีการประชุมทบทวนและปรับให้ทัน
สถานการณ์ให้เป็นปัจจุบัน
3. ควรท าวิจัยในการน านโยบายของรัฐบาล ในการแก้ไขปัญหาการท าลายทรัพยากรป่า
ไ ม้
ไปปฏิบัติ ของแต่ละหน่วยงานในสังกัดกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม ในโอกาส
ต่อไป
Abstract
Title : Apply of regulations under National Council for Peace and Order (NCPO)
on resolution of forest resource destruction of Forest Protection and Fire

This research is based on qualitative study which followed a methodological
procedure guide lines including the reviews of associated Literatures to clarify the
policy implementation processes. The policy and strategy of the National Council for
Peace and Order (NCPO) is also integrated and converted in to a practical guideline for
the Bureau of Forest Protection and Fire Control Department of Forestry to follow to
help prevent the destruction of forest resources. The aims of the research as follows:
1. To study the policy and strategy of the National Council for Peace and Order
(NCPO) to prevent the destruction of forests resources.
2. To adapt the policy and strategy of the National Council for Peace and Order
(NCPO) in the prevention of the destruction of forests resources and create a practical
guidelines for the Bureau of Forest Protection and Fire Control Department of Forestry
to follow.
3. To study the problems and possible solution in applying the policy and strategy
of the National Council for Peace and Order (NCPO) in the prevention of the destruction
of forests resources to practice for the Bureau of Forest Protection, Department of Forestry
and Fire Control.
From study and in-depth interviews, the findings are as follows:
1. Policies and strategies to tackle the destruction of the forest preserve of the
National Council for Peace and Order (NCPO) is consistent and in line with the National
Forest Policy approved by the Cabinet on December 3, 2528 by targeting at least 40 percent
of the forest areas around the country. It is also in line with the eleventh edition (2555 -
2559) of the National Economic and Social Development Plan focusing on economic
development, coupled with natural resource management and environmental sustainability.
2. Guidelines, policies and strategies to tackle the destruction of forest resources
of the National Council for Peace and Order (NCPO) is adopted to become the practice of the Bureau of Forest Protection and Fire Control Department of Forestry defined by
four key aspects.
3.To learnthe problemsin the implementation of a policy totackle the destruction
of forest resources by the National Council for Peace and Order (NCPO) in to practice
for the Bureau of Forest Protection and Fire Control Department.
4. To adapt the policy and strategy of the National Council for Peace and Order
(NCPO) in the prevention of the destruction of forests resources and create a practical
guidelines for the Bureau of Forest Protection and Fire Control Department of Forestry
to follow. The Ministry of Natural Resources and Environment to integrate all sectors of
government agencies to drive the policy with the public participation and the most
importantly to push for a national agenda status which has to be funded adequately.
Suggestions :
The research on the Apply of regulations under National Council for Peace and
Order (NCPO) on resolution of forest resource destruction of Forest Protection and Fire
Control Bureau, Royal Forest Department. Due to the short researching time, the study
had to be conducted in a limited confinement in relation to the time period provided.
The proposals are as follows:
1 .The policies of forest conservation should include all stakeholders and non
government organizations to part in the policy.
2. There should be a periodic review and assessment of the policy after the
implementation to keep pace with the changing environment.
3. Further research on the policy to prevent the destruction of forest resources
after the implementation of all concerned agencies under the Ministry of Natural
Resources and Environment should be carried out in the future.
