การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ ซึ่งมีวัตถุประสงค์เพื่อศึกษา สภาพปัจจุบันของระบบ
การฝึกศึกษาหลักสูตร ปัญหาและอุปสรรค รวมทั้งแนวทางที่เหมาะสมในการพัฒนาประสิทธิภาพของ
หลักสูตรชั้นนายพันทหารปืนใหญ่ โรงเรียนทหารปืนใหญ่ ในประเด็นของ ความมุ่งหมาย คุณสมบัติของ
ผู้เข้ารับการศึกษา อาจารย์ผู้สอน ขอบเขตของเนื้อหา เวลาในการจัดการเรียนการสอน กิจกรรมที่
กําหนดในหลักสูตร สื่อการเรียนการสอนและเครื่องช่วยฝึก ประสิทธิภาพ และประสิทธิผล โดยรวบรวม
ข้อมูลจากกฎ ระเบียบ คําสั่ง นโยบาย ที่เกี่ยวข้องกับการศึกษา และผู้ทรงคุณวุฒิที่มีประสบการณ์
เกี่ยวกับการจัดการศึกษาหลักสูตรชั้นนายพันทหารปืนใหญ่ โรงเรียนทหารปืนใหญ่ และผู้เข้ารับ
การศึกษาหลักสูตรชั้นนายพันทหารปืนใหญ่ รุ่นที่ ๖๖ นํามาศึกษาวิเคราะห์แล้วสรุปผลเพื่อเป็น
แนวทางในการพัฒนาหลักสูตรต่อไป
ผลการศึกษาสภาพปัจจุบันของระบบการฝึกศึกษาหลักสูตร ชั้นนายพันทหารปืนใหญ่
โรงเรียนทหารปืนใหญ่พบว่า ภาพรวมอยู่ในเกณฑ์ดีมีจุดเด่นคือ เป็นหลักสูตรสูงสุดตามแนวทางรับ
ราชการของเหล่าทหารปืนใหญ่ มีสาระสําคัญของหลักสูตรเหมาะสมกับสถานภาพของผู้เข้ารับการศึกษา
ที่เน้นในเรื่องความชํานาญทางยุทธวิธีระดับ กองร้อย และกองพัน ของหน่วยปืนใหญ่สนามและปืนใหญ่
ต่อสู้อากาศยาน การปฏิบัติในหน้าที่ของฝ่ายอํานวยการ และการประสานการยิงสนับสนุนระดับกรมลง
มา ปัญหาและอุปสรรคของหลักสูตรนี้คือ วัตถุประสงค์ของหลักสูตร เนื้อหาและขอบเขตของหลักสูตร
ยังไม่ครอบคลุมพันธกิจของกองทัพบก และยังไม่สามารถรองรับต่อภัยคุกคามรูปแบบใหม่ ตาม
ยุทธศาสตร์การป้องกันประเทศของกระทรวงกลาโหมได้อย่างครบถ้วน จํานวนอาจารย์ที่สําเร็จการศึกษาข
หลักสูตรหลักประจํา โรงเรียนเสนาธิการทหารบกไม่เพียงพอ ขาดแรงจูงใจที่จะผลักดันให้อาจารย์
ค้นคว้าหาความรู้เพิ่มเติม นอกเหนือความรับผิดชอบของตน ระยะเวลาการศึกษาที่จํากัด ไม่เพียง
พอที่จะทําให้เกิดทักษะความชํานาญ และการประเมินผลที่ยังไม่เข้มงวดจริงจัง
ข้อเสนอแนะเพื่อการพัฒนาประสิทธิภาพของหลักสูตรคือ กําหนดวัตถุประสงค์เนื้อหาและ
ขอบเขตของหลักสูตรให้ครอบคลุมพันธกิจของกองทัพบกและสามารถรองรับต่อภัยคุกคามรูปแบบใหม่
ตามยุทธศาสตร์การป้องกันประเทศของกระทรวงกลาโหม ปรับเนื้อหาของแต่ละวิชา ให้เหมาะสมกับ
เวลาเพื่อให้มีการปฏิบัติมากขึ้น ควรพิจารณาบรรจุอาจารย์ที่จบหลักสูตรหลักประจําจากโรงเรียนเสนาธิ
การทหารบกอย่างพอเพียง เพิ่มกิจกรรมการเรียนการสอนที่ผู้เรียนมีส่วนร่วมมากขึ้น เข้มงวดและจริงจัง
ในการประเมินผล สร้างแรงจูงใจให้อาจารย์ครูและบุคลากรทางการศึกษา และการพัฒนาประสิทธิภาพ
ของหลักสูตรชั้นนายพันทหารปืนใหญ่ ในอนาคตควรจะมีการพัฒนาการเรียนการสอนเป็นแบบปกติที่ใช้
สื่อทางอีเล็กทรอนิกส์มากขึ้น เพื่อประหยัดเวลาและงบประมาณ รวมทั้งมีการสอบโดยระบบเครือข่ายที่
ผู้เข้าเรียนอยู่ที่ไหนก็ได้ทําให้สะดวกมากยิ่งขึ้น ท้ายที่สุดมีการจัดการศึกษาที่มุ่งต่อผลสัมฤทธิ์มากกว่า

The objective of this qualitative research was to study the course using
circumstances, to find the problems, Including guidelines for improving the efficiency
of the Artillery Officer Advanced Course, focusing the course objective, the officer
property requirement for the course enrollment, the instructor, course description, the
course period of learning and instruction, the course studied activities, the educational
media and training aids, and course efficiency and effectiveness. The data were
collected from any information documents such as rules, regulations, ordinances, and
education policy, in addition to obtain from the officers who has an experience about
the Artillery Officer Advanced Course management, and some of the Artillery Officer
Advanced Course student, class 66. The data, subsequently, were analyzed to make a
conclusion guideline for course development.
The research results of totally Artillery Officer Advanced Course using
circumstances are good to excellent conditions due to the obviously highest course of
the artillery school, the course matters agree with students’ situation, rank and
profession that necessitate the tactical expertise at the field artillery or antiaircraft
batteries/battalions. The course matters are also suitable with the staff career and fire
support coordination mission of the artillery regiment or smaller units. The course
concerns are the objective, the subjects and the course description not respond to the ง
over all of tasks of the army to against the new threat models of defense strategy of
Ministry of Defense. The other concern is lacking of military knowledge teachers with
the motivation to look forward the new information since the short period of course
studied time for skillful practice. Finally, the course assessment is not practical.
Suggestions to improve the effectiveness of the course. Setting the course
objective, relocating the subjects and the course description responded to the over all
of tasks of the army to against the new threat models of defense strategy of Ministry of
Defense, adjusting the content of each course suit to course studied time for increasing
practice activities. The artillery school should consider the officers graduated from
Command and General Staff College to position of teachers sufficiently. The course
also needs to amplify student participation learning activities, in addition to practice
the course assessment. The teachers and instructor motivations need to be created, as
well. The development of effective programs for Colonel in the future, moreover,
should develop the educational devices by using more E-learning Medias for time and
budget savings. The exam should be more convenience by using online examination in
accordance with E-learning system. Lastly, the education managing should be Result
Based Education Management more than products.
