เอกสารวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อศึกษาแนวคิด ทฤษฎี ที่เกี่ยวข้องกับการพัฒนา
ด้านการล่ามและการล่ามทหาร ศึกษาการล่ามทางทหารของกองทัพเรือในปัจจุบัน และแนวทาง
การพัฒนาการล่ามทางทหารของกองทัพเรือ นอกจากนี้ได้ศึกษาบทบาทความสำคัญ และหน้าที่
ของนายทหารล่าม ศึกษาความจำเป็นของนายทหารล่ามที่มีต่อความสำคัญของภารกิจทางทหาร
โดยเฉพาะงานด้านความมั่นคง ด้านการข่าวกรอง ด้านการวิเทศสัมพันธ์ การลดความขัดแย้ง และ
การสนับสนุนภารกิจของกองทัพเรือในภาพรวม ศึกษาแนวทางในการพัฒนาและรักษาสถานภาพ
ของนายทหารล่าม รวมทั้งความเป็นไปได้ในการสร้างนายทหารล่ามที่มีประสิทธิภาพ เพื่อแก้ไขปัญหา
การขาดแคลนนายทหารล่ามทั้งในปัจจุบันและในอนาคต ศึกษาปัจจัยที่สร้างแรงจูงใจในการปฏิบัติงาน
ให้กับนายทหารล่ามหรือผู้ที่ปฏิบัติหน้าที่ล่ามทางทหาร ประมวลแนวทางในการฝึกอบรมและการพัฒนา
บุคลากรที่ปฏิบัติงานด้านการล่ามทางทหารของกองทัพเรือ ให้มีศักยภาพสูงเป็นที่ยอมรับ สามารถ
ปฏิบัติงานได้อย่างมีประสิทธิภาพ ตอบสนองความต้องการของผู้บังคับบัญชา และหน่วยที่ขอรับ
การสนับสนุน
วิธีดำเนินการวิจัยเป็นการวิจัยเชิงคุณภาพ (Qualitative Research) แบบวิจัยเอกสาร
(Documentary Research) และการสัมภาษณ์เชิงลึก (In-depth Interview) โดยใช้ข้อมูลปฐมภูมิ
(Primary data) คือข้อมูลที่ได้จากการสังเกต และสัมภาษณ์เชิงลึกจากกลุ่มตัวอย่าง (Sampling) ได้แก่
ผู้บังคับบัญชาที่กำหนดนโยบายด้านการล่ามของกองทัพเรือ นายทหารล่ามและผู้ใช้ล่ามผู้วิจัยได้สร้างแบบสอบถามและคำถามที่ใช้สัมภาษณ์กับกลุ่มตัวอย่าง ๓ กลุ่มข้างต้น
ซึ่งเป็นนายทหารสัญญาบัตร ของกองทัพเรือ ผลการสัมภาษณ์ปรากฏว่าทั้ง ๓ กลุ่ม มีความคิดเห็น
ตรงกันต่อประเด็นคำถามหลัก ๕ ประการ คือ บทบาทและความสำคัญของนายทหารล่าม
ความก้าวหน้าในการรับราชการของนายทหารล่าม การอบรมเพื่อให้ความรู้และเพิ่มพูนประสบการณ์
ด้านการล่าม มาตรการจูงใจในการปฏิบัติงานและปัจจัย ที่สนับสนุนการทำงานของล่าม
ซึ่งมีความเห็นตรงกันว่าการขาดแคลนล่ามทางทหารเป็นปัญหาสำคัญที่กองทัพเรือกำลังประสบอยู่
จำเป็นต้องได้รับการแก้ไขอย่างเร่งด่วนและแนวทางการแก้ไขปัญหา และการพัฒนาการล่ามทางทหาร
ของกองทัพเรือที่เป็นรูปธรรมที่สุดคือ การฝึกอบรมเพื่อให้ความรู้ และเพิ่มพูนประสบการณ์ด้านการล่าม
แก่ผู้ปฏิบัติงานล่ามอย่างจริงจังทั้งภาคทฤษฎีและภาคปฏิบัติ

ABSTRACT
Title : The development of the Military Interpreters of the
Royal Thai Navy

The objective of this research is to study the relating concepts and
theories of the development of the interpreters and the military interpreters,
the military interpreters of the Royal Thai Navy at present and the
recommendations or conceptual idea for developing the military interpreters
of the Royal Thai Navy, including to study the roles, importance, and duties
of interpreter officers, to study the needs for interpreter officers on the
accomplishment of military in security, intelligence, military external relations
affairs and support of the Royal Thai Navy’ missions as a whole, to study the
guidelines on development and retention of interpreter officers and the
possibilities to create new generation of efficient interpreter officers to solve
the problem of shortage both at present and in the future. Other objective
are motivation factors for interpreter officers, to develop guidelines for an interpretation training course of the Royal Thai Navy so that interpreter
officers could have high competence, be able to work efficiently and
respond to the needs of commanders and required units.
The research take the approach of qualitative research, documentary
Research and In-depth Interviews making use of primary data which is the
data from observations and the in-depth sampling interview of the
commanders who direct the policy on interpretation, interpreter officers and
interpreter users of the Royal Thai Navy.
The researcher devised interviewing questions for three groups of
population consisting of the commanders who direct the policy on
interpretation, interpreter officers and interpreter users, who are
commissioned officers of the Royal Thai Navy. The findings show that the
three groups agree on all the questions both by category and by item.
Hence this research proves that the Naval Intelligence Department of the
Royal Thai Navy has been facing the problem of the shortage of interpreter
officers and this problem needs to be urgently solved and this research
provides analysis of the problem and the basis for problem solving of the
lack of interpreter officers and training for future needs.
