การวิจัยเรื่อง “แนวทางการพัฒนาความสัมพันธ์ไทย – ลาว ภายใต้กลไกความร่วมมือด้าน
ความมั่นคงชายแดน หลังเข้าสู่ประชาคมอาเซียน” มีวัตถุประสงค์เพื่อศึกษาแนวคิด ทฤษฎีเกี่ยวกับ
ความสัมพันธ์ระหว่างประเทศและแนวคิดเกี่ยวกับประชาคมการเมืองและความมั่นคงอาเซียน ศึกษา
ความสัมพันธ์ไทย – ลาว กับผลการดำเนินงานของกลไกความร่วมมือด้านความมั่นคงชายแดน
ไทย – ลาว ตามนโยบายที่เกี่ยวข้อง และเสนอแนะแนวทางการพัฒนาความสัมพันธ์ ไทย – ลาว
ภายใต้กลไกความร่วมมือด้านความมั่นคงชายแดน หลังเข้าสู่ประชาคมอาเซียน ซึ่งเป็นการวิจัย
เชิงคุณภาพ โดยใช้ข้อมูลปฐมภูมิจากการการสัมภาษณ์บุคคลที่เกี่ยวข้องจำนวน ๓ ท่าน ได้แก่ผู้ช่วย
ทูตทหารไทย ณ เวียงจันทน์ ผู้อำนวยการกองนโยบายชายแดนไทยกับประเทศเพื่อนบ้าน สำนัก
กิจการเพื่อความมั่นคง กรมกิจการชายแดนทหาร รองหัวหน้ากรมทหารชายแดน กรมใหญ่เสนาธิการ
กองทัพประชาชนลาว รวมทั้งใช้ข้อมูลทุติยภูมิจาก เอกสารต่าง ๆ และผลการประชุมคณะกรรมการ
ตามกลไกความร่วมมือด้านความมั่นคงชายแดนไทยกับ สปป.ลาว ที่เกี่ยวข้องกับการวิจัยครั้งนี้
ผลการวิจัยพบว่า แนวทางการพัฒนาความสัมพันธ์ไทย – ลาว ภายใต้กลไกความร่วมมือ
ด้านความมั่นคงชายแดน หลังเข้าสู่ประชาคมอาเซียน ควรสร้างความไว้เนื้อเชื่อใจ ลดความ
หวาดระแวงต่อกัน มีการพบปะ แลกเปลี่ยน หารือทั้งอย่างเป็นทางการและไม่เป็นทางการให้มากขึ้นสร้างบุคลากรที่ตอบสนองการทำงานร่วมกันและให้โอกาสทำหน้าที่เป็นระยะเวลานานพอสมควร
โดยเฉพาะอย่างยิ่งในส่วนของผู้บริหาร รวมถึงมีการจัดสรรงบประมาณให้เพียงพอต่อการดำเนินงาน
ในกิจกรรมต่างๆ ให้ความสำคัญต่อกลไกความร่วมมือด้านความมั่นคงชายแดนระดับจังหวัดและ
แขวง โดยเฉพาะอย่างยิ่งบทบาทระหว่างผู้ว่าราชการจังหวัดกับเจ้าแขวงชายแดนไทย – แดน
มีการจัดตั้งศูนย์ประสานงานไทย – ลาวขึ้นในพื้นที่ชายแดนระหว่างจังหวัดกับแขวงเพื่อให้การ
ประสานงานในเรื่องต่างๆรวดเร็วและเป็นเอกภาพมากยิ่งขึ้น ถือเป็นการบูรณาการในการบริหาร
จัดการชายแดนที่สำคัญ ทั้งนี้ควรมีการจัดทำแผนงานเพื่อพัฒนาการดำเนินงานของกลไกความร่วมมือ
ด้านความมั่นคงชายแดนไทย – ลาวให้มีประสิทธิภาพมากยิ่งขึ้น โดยรัฐบาลควรมอบหมายให้
สำนักงานสภาความมั่นคงแห่งชาติ หรือ สมช. ซึ่งรับผิดชอบด้านความมั่นคงในภาพรวม เป็นเจ้าภาพ
หลักในการดำเนินการต่อไป
อย่างไรก็ตามทางการพัฒนาความสัมพันธ์ไทย – ลาว ภายใต้กลไกความร่วมมือด้าน
ความมั่นคงชายแดน หลังเข้าสู่ประชาคมอาเซียน ในการดำเนินงานของไทยยังต้องปรับปรุงให้กลไก
ความร่วมมือด้านความมั่นคงชายแดนไทย – ลาว สามารถตอบสนองแนวทางดังกล่าวข้างต้นเพิ่มเติม
ได้แก่ลดขั้นตอนด้านเอกสารที่ไม่จำเป็น ทำให้งานในระดับนโยบาย สามารถตกลงใจดำเนินงานตาม
กรอบของรัฐบาลที่เกี่ยวข้องได้ทันทีและมอบหมายงานไปจนถึงระดับปฏิบัติได้อย่างรวดเร็วและเป็น
รูปธรรม มีการควบคุมและกำกับดูแลการดำเนินงานของกลไกระดับภูมิภาคหรือผู้ปฏิบัติให้เป็นไปตาม
กรอบนโยบายความมั่นคงแห่งชาติของไทยต่อประเทศเพื่อนบ้านด้านลาวและแนวทางที่รัฐบาล
กำหนด โดยเฉพาะอย่างยิ่งการดำเนินการตามกลไกความร่วมมือระหว่างจังหวัดกับแขวงชายแดน
ไทย – ลาว ทำให้ขอบเขตการประชุมเพื่อการตกลงใจในความร่วมมือด้านต่าง ๆ กับ สปป.ลาว
มีความชัดเจน ก่อนที่จะมอบหมายให้กลไกระดับปฏิบัติจะนำไปดำเนินการ และผลการประชุมของ
กลไกในระดับนโยบาย สามารถที่จะนำไปสู่การปฏิบัติได้ทันทีโดยไม่ต้องรอให้คณะรัฐมนตรีสั่งการ
เนื่องจากรัฐสภาได้พิจารณาเห็นชอบกรอบการหารือกับ สปป.ลาว ไว้แล้ว คณะกรรมการในกลไก
ต่างๆ ควรมีคุณวุฒิและประสบการณ์ในการทำงาน ทำให้เกิดความรอบคอบในการตกลงใจในประเด็น
ต่าง ๆ ในการหารือระดับทวิภาคีระหว่างไทยกับ สปป.ลาว หัวหน้าส่วนราชการระดับสูง ควรมี
โอกาสพบปะกันในการประชุมอย่างเป็นทางการและไม่ทางการให้บ่อยครั้งขึ้น เพื่อสร้างความสัมพันธ์และส่งผลดีต่อความร่วมมือในการแก้ไขปัญหาต่าง ๆ ต่อไปได้อย่างมีประสิทธิภาพ บนพื้นฐานของ
ความเข้าใจและได้รับผลประโยชน์ร่วมกัน นำไปสู่ความมั่นคง มั่งคั่ง อย่างยั่งยืนต่อไป

Research"Guidelines for the development of relations between Thailand –Laos,
under the mechanism for cooperation on border security after the ASEAN community".
The research’s purport is to study Theories of international relations, ASEAN Political and
Security Community. To study the relationship between Thailand - Laos with
the implementation of a mechanism for cooperation on border security, Thailand - Laos
by the relevant policies. And guidelines for the development of relations between
Thailand – Laos, under the mechanism for cooperation on border security after the
declaration of ASEAN community.This is a qualitative research using primary data from
the interviews of 3 experts, the Assistant Military Attache at Vientiane, Director of the
Thailand border policy with neighboring countries, Bureau for Security Affairs,
Department of Border Affairs and Deputy Chief of the Border Department, Lao Armed
Forces. As well as secondary data from various sources and the General Border
Committee (GBC) Thailand - Laos relates.
The results should build trust; reduce distrust to another, promote
more meetings to discuss the exchange of official and unofficial matters. Encouragepersonnel to meet and work together providing opportunities to serve at length for
a considerable period of time, especially on the part of the managements and to ensure
sufficient budget for the activities.The importance of mechanisms for cooperation
on border security, the provincial and district levels needs to be given priority. In particular,
the role of Thai provincial governor with the Lao district governor. However, the development
of relations between Thailand - Laos under the mechanism for cooperation on border
security, after the declaration of ASEAN community needs further development. In Thailand,
there is a need to improve the implementation of a mechanism for cooperation
on border security, Thailand – Laos to meet the above guidelines including procedures
to reduce unnecessary paperwork. Difficulties at the policy level can be resolved within
the framework of the relevant government immediately and assignments to class action
quickly and tangibly to control and supervise the implementation of a regional
mechanism or practice to comply with the policy framework for national security of the
neighboring countries. In particular, the implementation of a cooperation mechanism
between the provincial border with Laos - Thailand, Laos meeting to decide the scope
of cooperation in various fields with the Lao PDR.
Prior to assignment to the class action mechanism is put into operation and
the meeting of the mechanism at the policy level would be able to put into practice
immediately without waiting for the cabinet’s order. Since Parliament has approved
the framework for dialogue with the Lao PDR. The boards in the various mechanisms
should have qualifications and work experiences in order to make a thoughtful decision
on issues in various bilateral dialogues between Thailand and Lao PDR. Government
officials should have the opportunity to meet in a formal and informal meeting more
often to build relationships and create a positive impact on cooperation in resolving the
issues effectively on the basis of understanding and mutual benefit which would lead to
a stable, prosperous and sustainable future.
