การระดมสรรพกำลังเพื่อการทหารเป็นการเตรียมความพร้อมตามแผนผนึกกำลังและ
ทรัพยากรเพื่อการป้องกันประเทศตั้งแต่ในภาวะปกติโดยการรวบรวมและจัดระเบียบทรัพยากรของ
ชาติทำให้ทรัพยากรของชาติอยู่ในลักษณะพร้อมที่จะนำไปใช้หรือนำไปแก้ไขปัญหาของประเทศชาติ
ในภาวะไม่ปกติและโดยที่ปัจจุบันทรัพยากรต่างๆอยู่ในความรับผิดชอบของหลายหน่วยงานซึ่งแยก
ส่วนกันดำเนินการทั้งส่วนราชการพลเรือน รัฐวิสาหกิจและภาคเอกชน จึงต้องมีการผนึกกำลังร่วมมือ
กันของทุกฝ่ายที่เกี่ยวข้องในการนำทรัพยากรต่างๆที่มีอยู่ในหลายหน่วยงานมารวมกันเพื่อจัดการกับ
ปัญหาหรือภาวะไม่ปกติที่เกิดขึ้น รวมถึงการป้องกันประเทศต้องมีการเตรียมการในด้านทรัพยากร
ต่างๆที่จำเป็นเพื่อตอบสนองความต้องการของกองทัพในภาวะที่มีการรบหรือภาวะไม่ปกติ/การ
สงครามได้อย่างมีประสิทธิภาพ
จะเห็นได้ว่าความสำคัญของการระดมสรรพกำลังเพื่อการทหาร จะต้องอาศัยการ
ประสานงานกับทุกภาคส่วนที่เกี่ยวข้องเพื่อให้การดำเนินการในการปฏิบัติเป็นไปด้วยดีมีประสิทธิภาพ
จึงได้ทำการศึกษาวิจัยในเรื่อง “การพัฒนาความร่วมมือกับส่วนราชการพลเรือนในการระดมสรรพ
กำลังตามแผนผนึกกำลังและทรัพยากรเพื่อการป้องกันประเทศ”ข
การศึกษาวิจัยในครั้งนี้เป็นการวิจัยเชิงคุณภาพ ประกอบการสัมภาษณ์เชิงลึกผู้บังคับบัญชา
ทั้งในอดีตและปัจจุบันของกรมการสรรพกำลังกลาโหม จำนวน ๓ ท่าน ดังมีรายนามคือ พลเอก
ประพันธ์ พุทธานุผู้ทรงคุณวุฒิพิเศษ สำนักงานปลัดกระทรวงกลาโหม พลโท ปรพล อนุศรีที่
ปรึกษาสำนักงานปลัดกระทรวงกลาโหม และพลโท ดำรงศักดิ์ วรรณกลาง เจ้ากรมการสรรพกำลัง
กลาโหม รวมทั้งใช้ข้อมูลทุติยภูมิ คือ ข้อมูลที่ได้จากเอกสารทางวิชาการ แนวคิดทฤษฎีและ
ผลงานวิจัยที่เกี่ยวข้อง ซึ่งผู้วิจัยได้รวบรวมข้อมูลโดยค้นคว้าจากแหล่งต่างๆ มาวิเคราะห์กำหนด
แนวทางในการพัฒนาความร่วมมือกับส่วนราชการพลเรือนในการระดมสรรพกำลังตามแผนผนึกกำลัง
และทรัพยากรเพื่อการป้องกันประเทศ
ผลจากการศึกษาวิจัยพบว่า ในการที่จะพัฒนาความร่วมมือกับส่วนราชการพลเรือนที่
กำหนดตามแผนผนึกกำลังและทรัพยากรเพื่อการป้องกันประเทศนั้นจะต้องเสริมสร้างความรู้ ให้เกิด
ความเข้าใจในงานด้านการระดมสรรพกำลังตลอดจนการประสานความรู้ ความเข้าใจ ทั้งข้อมูลและ
การทำงานอย่างใกล้ชิด และต่อเนื่องระหว่างส่วนราชการทหารและส่วนราชการพลเรือนที่เกี่ยวข้อง
ในรูปแบบของกิจกรรมต่างๆ ตามที่หน่วยได้ดำเนินการอยู่แล้วไม่ว่าจะเป็น การประชุม อบรม สัมนา
พัฒนาสัมพันธ์ และใช้การฝึกเป็นตัวประเมิน ซึ่งนับว่าได้ดำเนินการอย่างถูกต้องแล้ว
จากผลการวิจัยเรื่องการพัฒนาความร่วมมือกับส่วนราชการพลเรือนในการระดมสรรพกำลัง
ตามแผนผนึกกำลังและทรัพยากรเพื่อการป้องกันประเทศ ถ้าดูจากกิจกรรมหรืองานต่าง ๆ ที่ทางหน่วยได้
ดำเนินการมาไม่ว่าจะเป็นการประชุมสัมนาการอบรมเสริมสร้างความรู้ การพัฒนาสัมพันธ์กับทุกภาค
ส่วนตลอดจนการฝึกการระดมสรรพกำลังแล้ว จะเห็นว่าทุกภาคส่วนให้ความร่วมมือเป็นอย่างดี บรรลุ
วัตถุประสงค์ที่กำหนด แต่หากจะให้มีการพัฒนาให้เกิดความร่วมมือที่ดี และมีประสิทธิภาพยิ่งขึ้นแล้ว
ควรจะต้องมีการดำเนินการดังนี้
๑. ปรับปรุงรูปแบบการดำเนินกิจกรรมไม่ให้ซ้ำของเดิม ตลอดจนมีการขยาย
กลุ่มเป้าหมายเพิ่มขึ้น
๒. กระชับความสัมพันธ์ให้แน่นแฟ้นยิ่งขึ้นโดยการประสานงานกันอย่างใกล้ชิด
ระหว่างเจ้าหน้าที่ในการดำเนินการต่าง ๆ หรืออาจให้มีกิจกรรมการตรวจเยี่ยมเพิ่มขึ้น
๓. ควรมีการสร้างแรงจูงใจ โดยมีค่าตอบแทนหรือมีการมอบใบประกาศนียบัตรให้กับ
ผู้เข้าร่วมกิจกรรมหรือเข้ารับการอบรมหลักสูตรด้านการระดมสรรพกำลัง เป็นต้น
๔. ความเป็นเอกภาพในการประสานงานทั้งภายในกรมการสรรพกำลังกลาโหม และ
กับหน่วยส่วนราชการพลเรือนค

The Department is to mobilize the military to prepare, plan and resource
capacity to prevent certain countries from normal by collecting and organizing
