ภารกิจด้านความมั่นคงของประเทศนอกจากการมีกำลังทหารเพื่อป้องกันการรุกรานจาก
ภายนอกประเทศแล้วด้านการสร้างความมั่นคงภายในประเทศด้วยการพัฒนาประเทศในพื้นที่ทุรกันดาร
เป็นภารกิจที่สำคัญของทหารที่ดำเนินการควบคู่กันมาตลอด ซึ่งหลังจากการที่ยุคของสงครามเย็นได้ยุติ
ลงทิศทางของโลกและภูมิภาคได้ให้ความสำคัญกับความมั่นคงทางด้านเศรษฐกิจและการพัฒนาประเทศ
ด้วยการเสริมสร้างการมีส่วนร่วมจากประชาชนมากขึ้น รัฐบาลเองได้กำหนดแผนพัฒนาเศรษฐกิจและ
สังคมแห่งชาติเพื่อให้ส่วนราชการต่างได้นำไปเป็นกรอบแนวทางในการดำเนินการตามภารกิจให้มีความ
สอดคล้องกับแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติดังกล่าว
ในปัจจุบันกระทรวงกลาโหม นอกจากภารกิจด้านการป้องกันประเทศแล้วยังได้รับภารกิจ
ด้านการพัฒนาประเทศและการช่วยเหลือประชาชนทั้งในภาวะปกติและในสถานการณ์ที่เกิดภัยพิบัติ
โดยกระทรวงกลาโหม ได้กำหนดให้ หน่วยบัญชาการทหารพัฒนา กองบัญชาการกองทัพไทย
เป็นหน่วยงานหลักในการพัฒนาประเทศในพื้นที่ห่างไกล ถิ่นทุรกันดารและให้การช่วยเหลือประชาชน
ในการบรรเทาภัยพิบัติ ซึ่งหน่วยบัญชาการทหารพัฒนาฯ ได้จัดโครงสร้างให้หน่วยพัฒนาการเคลื่อนที่
จำนวน ๓๐ หน่วย รับผิดชอบในการปฏิบัติงานตามภารกิจการพัฒนาประเทศและช่วยเหลือประชาชน
การบรรเทาภัยพิบัติ คลอบคลุมพื้นที่ทั่วประเทศ การวิจัยครั้งนี้มีวัตถุประสงค์ศึกษาถึงแนวคิดและ
กระบวนการดำเนินการในการพัฒนาประเทศของหน่วยบัญชาการทหารพัฒนา กองบัญชาการกองทัพ
ไทย ด้วยการศึกษาจากหน่วยพัฒนาการเคลื่อนที่ ๕๓ สำนักงานพัฒนาภาค ๕ นทพ.เป็นกรณีศึกษา เพื่อศึกษาถึงกระบวนการจัดทำแผนงาน/โครงการ ตลอดจนการได้มาถึงนโยบายด้านการพัฒนา
ประเทศและความรับผิดชอบในภารกิจอื่น ศึกษาถึงปัญหาต่างๆ ในระดับหน่วยปฏิบัติ คือ หน่วย
พัฒนาการเคลื่อนที่ (นพค.) เพื่อหาแนวทางในการพัฒนาต่อไป
ผลการวิจัย พบว่า การกำหนดนโยบายในการพัฒนาประเทศของหน่วยบัญชาการทหาร
พัฒนา เป็นไปตามแนวทางของแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ นโยบายด้านการพัฒนาประเทศ
ของรัฐบาล โดยกระทรวงกลาโหมได้นำกรอบแนวทางดังกล่าวมากำหนดเป็นนโยบายในการพัฒนา
ประเทศและช่วยเหลือประชาชนให้ส่วนราชการใน กห.ที่เกี่ยวข้องดำเนินการต่อไป ซึ่งหน่วยบัญชาการ
ทหารพัฒนาได้กำหนดแผนงาน/โครงการเพื่อการพัฒนาในพื้นที่ทุรกันดาร ออกเป็น ๘ แผนงาน
ประกอบด้วย การดำเนินการตามแผนงาน/โครงการที่ได้รับอนุมัติไปปฏิบัติในพื้นที่เป็นความรับผิดชอบ
ของหน่วยพัฒนาการเคลื่อนที่โดยการสร้างการมีส่วนร่วมจากประชาชนในพื้นที่ก่อนนำเสนอต่อ
คณะกรรมการกลั่นกรองเพื่อพิจารณาก่อนนำเรียนผู้บัญชาการหน่วยบัญชาการทหารพัฒนาเพื่อ
พิจารณาอนุมัติซึ่งปัจจุบันนอกจากการปฏิบัติงานตามแผนงาน/โครงการที่ได้รับอนุมัติแล้วการ
ปฏิบัติงานด้านการช่วยเหลือประชาชนในการบรรเทาภัยพิบัติหน่วยในระดับ นพค.ยังต้องดำเนินการ
ตามสั่งการของผู้บังคับบัญชา ดังนั้นเพื่อให้การดำเนินการเป็นไปตามภารกิจที่ได้รับมอบและตามสั่งการ
ได้อย่างมีประสิทธิภาพและเกิดประสิทธิผล หน่วยระดับ นพค.จำเป็นต้องได้รับการสนับสนุนด้านกำลัง
พลอย่างเพียงพอ มีการพัฒนาบุคลากรให้มีความพร้อมในการปฏิบัติงานอย่างต่อเนื่องอุปกรณ์ และ
เครื่องมือในการปฏิบัติงานอย่างเพียงพอ มีการซ่อมบำรุงมีอะไหล่พร้อมปฏิบัติงานรวมทั้งได้รับ
งบประมาณทั้งงบปกติและงบเร่งด่วนระหว่างปีในระดับนโยบายควรมีข้อตกลงในการประสานงาน
ระหว่างส่วนราชการส่วนภูมิภาค ส่วนท้องถิ่น เพื่อให้การปฏิบัติงานในพื้นที่เป็นไปอย่างราบรื่นได้รับ
ความร่วมมือทั้งจากส่วนราชอื่นๆ ที่เกี่ยวข้องและประชาชนในพื้นที่ABSTRACT

The mission of National security is not only to protect the country from
external aggression but also the internal security of the country by development of
the arid area which has to be conducted alongside each other. After the era of the
Cold War has ended, the direction of the world and the region has to focus on stability
and economic development of the country by strengthening the involvement of more
people. The government itself has set a plan for national economic and social
development that government’s agencies which have led to a framework to carry out
the mission that is consistent with national social and economic development plans as
such.
At present, the Ministry of Defense, in addition to its national defense
mission also receives another mission to develop the country and the people, both in
normal situation and situations where disaster has occurred which has been designated
by the Department of Thai Defense Armed Forces Development Command, the primary agency in the development of remote area and to help people in disaster
relief. The Armed Forces Development Command has organized 30 Mobile
Development Units for the tasks in the performance of its mission to help people
developing the country and disaster relief with nationwide coverage. This research aims
to study the concept and process of development of the Armed Forces Development
Command, the study from the 53 rd Mobile Development Agency 5th Region
Development Agency as a case study. To study the process of making plans / projects
as well as the acquisition policies of the development of our country, as well as
responsibility for other missions. Study the issues in a practical unit is the Mobile
Development Agency to find ways for further development.
The results showed that the policy in developing countries of the Armed
Forces Development Command is in accordance to the guidelines of the National
Economic and Social Development Plan and Government policies of country
developments. The Department of Defense has set a policy framework for such
approaches in country development and to help people in the deserted area which
Ministry Of Defense will carry out the development plans / projects for development
in every area which are divided into eight programs including the implementation of
programs / projects which have been approved to operate in the area is the
responsibility of the development movement by establishing the participation of
citizens in the area prior to submission to the Committee for consideration before the
unit commander. Military Development for approval of current operational plans /
projects already approved operations to assist people in the disaster relief at the
Region Development Agency level.
Region Development Agency also needs to follow the orders of their
superiors, therefore, to perform a mission that has been given efficiently and
effectively. Region Development Agency also needs to support the troops adequately.
Develop personnel to be ready for operation continuously adequate maintenance of
equipment. Maintain spare parts operations, including the budget in normal situation
and situations of urgency at policy level, there should be an agreement on
coordination between the Provincial Local Government to smoothly perform its work in the area receiving cooperation from related Government agencies and concerned
citizens in the area.
