การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์ ๑) เพื่อศึกษาแนวคิด ทฤษฎีความมั่นคงแห่งรัฐ
2) เพื่อศึกษาการปฏิบัติงานด้านความมั่นคงของกองบัญชาการต ารวจตระเวนชายแดน 3) เพื่อ
ศึกษาแนวทางพัฒนาเด็ก เยาวชนและบุคลากรด้านความมั่นคงเพื่อสนับสนุนการปฏิบัติงานด้าน
ความมั่นคงของกองบัญชาการต ารวจตระเวนชายแดน โดยเป็นการวิจัยเชิงคุณภาพประกอบการ
สัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิ 4 ท่าน คือ คือ ผู้บังคับการอ านวยการ กองบัญชาการต ารวจ
ตระเวนชายแดน, รองผู้บังคับการต ารวจตระเวนชายแดนภาค ๑ กองบัญชาการต ารวจตระเวน
ชายแดน, รองผู้บังคับการฝึกพิเศษ กองบัญชาการต ารวจตระเวนชายแดน, รองผู้บังคับการ
สนับสนุนทางอากาศ กองบัญชาการต ารวจตระเวนชายแดน รวมทั้งใช้ข้อมูลทุติยภูมิ คือ ข้อมูลที่
ได้จากเอกสารทางวิชาการ แนวคิดทฤษฎี ผลงานวิจัยที่เกี่ยวข้อง และวิเคราะห์ข้อมูลโดยการ
วิเคราะห์เชิงเนื้อหา
ผลจากการวิจัย พบว่า การที่เด็ก เยาวชนและบุคลากรด้านความมั่นคงสามารถ
สนับสนุนการปฏิบัติงานด้านความมั่นคงของกองบัญชาการต ารวจตระเวนชายแดน ซึ่งเป็น
หน่วยงานส าคัญที่มีหน้าที่โดยตรงในการเสริมสร้างความมั่นคงตามแนวชายแดน จะช่วยให้สภาพ
ปัญหาและอาชญากรรมต่างๆ ลดลงได้ในระดับหนึ่ง แนวทางการพัฒนาเด็ก เยาวชนและบุคลากรด้านความมั่นคงให้สามารถสนับสนุนการปฏิบัติงานของต ารวจตระเวนชายแดนได้นั้น
ประกอบด้วย
๑. สนับสนุนให้โรงเรียนต ารวจตระเวนชายแดน เป็นแกนส าคัญในการถ่ายทอด
ความรู้ให้กับเด็กและเยาวชนตามแนวชายแดน เป็นศูนย์การเรียนรู้ชุมชน มีการจัดหลักสูตรที่
ทันสมัย ควบคู่กับการเสริมสร้างความรู้พื้นฐานด้านความมั่นคงและจิตส านึกความมั่นคง
๒.จัดฝึกอบรมบุคลากรด้านความมั่นคงเพื่อยกระดับขีดความสามารถในการ
ป้องกันตนเองและป้องกันชายแดนตามหลักยุทธวิธีตลอดจนเสริมสร้างองค์ความรู้ด้านความ
มั่นคงให้กับเจ้าหน้าที่รัฐ เสริมทักษะและความช านาญในการจัดระบบการรักษาความสงบ
เรียบร้อยของชุมชนตามแนวชายแดน การบริการและช่วยเหลือประชาชนทั้งยามปกติและยาม
สงคราม ทั้งนี้ กองบัญชาการต ารวจตระเวนชายแดนสามารถให้การสนับสนุนชุดครูฝึก ทีม
วิทยากรในการฝึกอบรมพัฒนาศักยภาพของบุคลากรด้านความมั่นคงดังกล่าว
๓. การเตรียมความพร้อมของชุมชนตามแนวชายแดน ด้วยการเสริมสร้าง
จิตส านึกด้านความมั่นคง การใช้งานมวลชนและชุมชนสัมพันธ์เป็นเครื่องมือในการแสวงหาความ
ร่วมมือจากประชาชน การเสริมสร้างการมีส่วนร่วมของชุมชน
๔. การเตรียมความพร้อมให้กับก าลังพลของกองบัญชาการต ารวจตระเวน
ชายแดน ควรเพิ่มทักษะและสมรรถนะให้แก่ก าลังพลทุกส่วน เน้นหนักในเรื่องของการป้องกัน
ประเทศ การบรรเทาสาธารณภัย และการเผชิญภัยคุกคามรูปแบบใหม่ ฯลฯ
การสนับสนุนให้การปฏิบัติงานด้านความมั่นคงของกองบัญชาการต ารวจตระเวน
ชายแดน เป็นไปอย่างมีประสิทธิภาพและประสิทธิผล จ าเป็นต้องพัฒนาปัจจัยแวดล้อม อาทิการ
จัดท านโยบาย แผนงานโครงการฯ ควรให้ทุกหน่วยงานที่เกี่ยวข้องกับงานด้านความมั่นคงตาม
แนวชายแดนมีโอกาสร่วมกันวางแผนและปฏิบัติร่วมกันมากยิ่งขึ้น โดยก าหนดบทบาทค วาม
รับผิดชอบให้กับหน่วยเจ้าภาพอย่างชัดเจน ควบคู่ไปกับการสนับสนุนเครื่องมือเครื่องใช้ที่ทันสมัย ABSTRACT

The objectives of this research are (1) to study the concepts and theories of
National Security, (2) to study the performances of border patrol police regarding Thai
border line security and (3) to study practical guidelines on children, youth and security
staff development for supporting national security mission of Border Patrol Police. This study was a qualitative research which was conducted by collecting secondary data
from documents and by collecting primary data from in-depth interviewing of 4 key
informants who were (1) Commander of General Staff Division, Border Patrol Police
Bureau (2) Deputy Commander of Border Patrol Police Region 1, Border Patrol Police
Bureau (3) Deputy Commander of Special Training Division, Border Patrol Police Bureau
and (4) Deputy Commander of Airborne Support Division, Border Patrol Police Bureau.
The data were analyzed using content analysis.
The research showed that children, youth and local security staff could
support major operations to Border Patrol Police in the following context.
1. Supported the Border Patrol Police school to educate children and
young people as a community learning center in conjunction with the basic knowledge
to strengthen the stability and sense of security.
2. Organized training for local security staffs to enhance border security
capability and themselves based on the principles and strategies, as well as enhancing
security knowledge to officials. Provided skills and expertise to manage the system of
helping the community's peace along the border, services and help people during
actual situation or at war. The Border Patrol Police Bureau could provide the support
to teacher training, team trainers in the training of these security personnel.
3. Preparedness of the communities along the border by enhancing
security awareness, public and community relations as a tool to seek cooperation from
the people, including strengthen the participation of the border communities.
4. Preparing all troops of the border patrol police by increase their skills
and competencies on defense, disaster mitigation, and responses to non-traditional
threats, etc.
To support the operational security of the Border Patrol Police Bureau, it
was necessary to develop the environmental factors, such as the policy initiatives
should provide all relevant agencies with security along the shared border with the opportunity to plan and perform together, assigning roles and responsibilities to the
explicit host unit. Increased and developed modern equipment in the unit.
