เอกสารวิจัยฉบับนี้มีวัตถุประสงค์ เพื่อศึกษาระบบการดำเนินงานข่าวกรอง แนวคิดและ
รูปแบบการบริหารจัดการของประชาคมข่าวกรองกระทรวงกลาโหม และแนวทางการพัฒนาเครือข่าย
งานข่าวกรองของกองทัพไทย เพื่อสนับสนุนประชาคมข่าวกรองกระทรวงกลาโหม
การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ วิธีดำเนินการวิจัยใช้การศึกษารวบรวมข้อมูลจากเอกสาร
ที่เกี่ยวข้อง และการสัมภาษณ์ผู้เชี่ยวชาญ โดยมุ่งเน้นเฉพาะระบบงานข่าวกรองของกองทัพไทย
ผลการวิจัยพบว่า ระบบงานข่าวกรองของกองทัพไทยในปัจจุบันขาดการพัฒนามา
อย่างต่อเนื่อง ยังไม่สามารถตอบสนองความต้องการของผู้ใช้ข่าวได้อย่างทันเวลา โดยมีบางประเด็น
ที่สมควรได้รับการปรับปรุง ทั้งทางด้านบุคลากรด้านการข่าว การบูรณาการงานด้านการข่าวและ
ขีดความสามารถของยุทโธปกรณ์ด้านการข่าว เป็นต้น
ผู้วิจัย ได้เสนอแนวทางการพัฒนางานเครือข่ายข่าวกรองของกองทัพไทย ด้วยระบบ การบูรณาการ
ระบบงานข่าวกรอง โดยนำกลไกประชาคมข่าวกรองมาเป็นศูนย์กลางในการรวบรวมข่าวสาร การจัดตั้ง
ศูนย์ประสานประชาคมข่าวกรองในสถานการณ์วิกฤตเป็นการเตรียมความพร้อมด้านการข่าวในการ
ป้องกันประเทศ เสริมสร้างกำลังพลให้ตระหนักในการเป็นเจ้าหน้าที่ข่าว และพัฒนาขีดความสามารถ
ของนักวิเคราะห์ให้มีความสามารถในการคาดการณ์แนวโน้มของภัยคุกคามด้านความมั่นคง
ได้อย่างถูกต้อง

The objective of this research is to conduct researches on
intelligence operations, mentality, management methodology of the Ministry
of Defence intelligence community, and intelligence network development
guidelines of the Royal Thai Armed Forces (RTARF) in support of the Ministry
of Defence’s intelligence community.
This research is quality-based, and is conducted through studying a
synthesis of information from relevant documents, interviews of experts, with
the main focus on the intelligence network of RTARF.
The outcomes of the research yielded that the current intelligence
network of RTARF lacks constant development. There is also the issue of
timeliness in response to the need of intelligence. Moreover, there are many points that need improvements, including intelligence personnel, the
integration of intelligence and the capabilities of intelligence equipments.
The researcher has suggested guidelines in intelligence network
development for RTARF. There is a need to integrate intelligence systems by
using the intelligence community as a central point, a mechanism to collect
and combine intelligence. In addition, there must be an installment of
central intelligence coordination center in the event of an emergency to
provide readiness in terms of national defence. Furthermore, there is a need
to develop intelligence personnel to obtain more self-awareness, and also
maximize the capability of analysts to possess the ability to correctly
anticipate threats in the field of security.
