การศึกษาวิจัยเรื่อง การพัฒนาแนวทางการดำเนินการบำบัดฟื้นฟูมรรถภาพผู้ติดยา
เสพติดของ ศูนย์วิวัฒน์พลเมืองกองพันทหารปืนใหญ่ต่อสู้อากาศยานที่ ๖ ซึ่งประชากรที่ศึกษาเป็น
ผู้บริหาร ครูฝึกผู้เข้ารับการบำบัด และครอบครัวผู้เข้ารับการบำบัดของศูนย์วิวัฒน์พลเมืองกองพันทหาร
ปืนใหญ่ต่อสู้อากาศยานที่ ๖ โดยมีวัตถุประสงค์ เพื่อศึกษาการดำเนินการบำบัดฟื้นฟูสมรรถภาพผู้ติด
ยาเสพติดของศูนย์วิวัฒน์พลเมือง กองพันทหารปืนใหญ่ต่อสู้อากาศยานที่ ๖ และเพื่อกำหนดแนวทาง
พัฒนาการดำเนินการบำบัดฟื้นฟูสมรรถภาพของผู้ติดยาเสพติด โดยการนำทฤษฏีการประเมินตัวแบบ
CIPP Model มาศึกษาวิจัยพบว่า ๑) สภาวะแวดล้อม ได้แก่ นโยบาย การประสานงาน การวางแผน
การปฏิบัติและการกำหนดเป้าหมาย ขาดการบูรณาการร่วมกันระหว่างกรมควบคุมความประพฤติ กับ
กองทัพบก เพื่อให้การปฏิบัติทุกภาคส่วนประสานสอดคล้องกันอย่างมีประสิทธิภาพ ๒) ปัจจัยนำเข้า
ประกอบด้วย หลักสูตรในการฝึกอบรม บุคลากรที่มีส่วนร่วมในการฝึกอบรมตามหลักสูตร และ
งบประมาณรวมถึงการสนับสนุนการปฏิบัติในทุกด้าน พบว่า หลักสูตร FAST Model ประกอบวิชา
ทหารมีความเหมาะสมแต่มีปัญหาในด้านการหมุนเวียน กำลังพลที่ปฏิบัติหน้าที่ครูฝึก รวมถึง ขาดการ
สนับสนุนงบประมาณด้านวิชาชีพ และวัสดุ ครุภัณฑ์ ในการดำเนินการฝึกอบรมให้มีประสิทธิภาพ
๓) กระบวนการในการดำเนินงาน เช่น การบริหารจัดการในระดับผู้บริหารมีการจัดการอย่างเป็นระบบ
และการให้ความร่วมมือในการดำเนินการทั้งในส่วนของ ผู้ฝึก ครูฝึก ผู้เข้ารับการบำบัด และครอบครัว
ผู้เข้ารับการบำบัดอยู่ในระดับดี อีกทั้งมีการประเมินผลระหว่างการปฏิบัติเพื่อปรับแนวทางในการ
ดำเนินการในการบำบัดฟื้นฟูผู้ติดยาเสพติดให้มีประสิทธิภาพ ๔) การประเมินผลผลิต เมื่อจบหลักสูตร
ผู้เข้ารับการบำบัดมีสุขภาพร่างกาย และจิตใจที่เข้มแข็ง แต่ยังขาดความต่อเนื่องของแนวทางในการ
ดำเนินการหลังนักเรียนวิวัฒน์พลเมืองกลับคืนสู่สังคม รวมถึงการทำให้นักเรียนวิวัฒน์พลเมืองมีทัศนคติ๒
ที่ดี ยินดีเป็นมวลชน และพร้อมให้ความร่วมมือกับ กองทัพ ในงานด้านกิจการพลเรือนต่อไป

This research studies the drug Addiction rehabilitation and treatment
process in the Evolved opulation Center of The 6thAnti Aircraft Artillery Battalion . In
order to improve it. Samples are selected from managements, rehabilitation instructor
and family member of the rehabilitation participants. CIPP Model theory was
implemented and found that 1) the environment such as policy, coordination,
planning, operation and targeting, regime intention and RTA in order for efficiently
harmonized operation. 2) Including course. Staffs, budget, as well as all course
supporting, found that Fast model Army is suitable. However, there are still difficulties
on instruction rotation and budget family support. 3) The course process are
systemically performed, harmonized coordinated and timely evaluated during the
course. The course can be probably adjusted the process. 4) Post-Course evaluation
outcome indications better heath of participants in both physical and mental and
ready to return to society. However, a clear guideline after the course is still required.
