การศึกษาวิจัยครั้งนี้ เป็นการวิจัยเชิงคุณภาพ ซึ่งได้มีการดำเนินการตามระเบียบวิธีวิจัยมา
เป็นขั้นตอน มีการทบทวนวรรณกรรมที่เกี่ยวข้อง และการสัมภาษณ์ของผู้เชี่ยวชาญในด้านการควบคุม
การจราจรทางอากาศ ทำให้ทราบถึงแนวทางการแก้ไขป้องกันปัญหาความปลอดภัยของอากาศยาน
ในช่วงเทศกาลบั้งไฟและโคมลอย
โดยมีวัตถุประสงค์ในการวิจัย ดังนี้
๑. เพื่อการศึกษานโยบายและกฎเกณฑ์การดำเนินงานเพื่อความปลอดภัยของอากาศยานที่
เกี่ยวข้องกับการยิงบั้งไฟและปล่อยโคมลอย
๒. เพื่อศึกษาแนวทาง รูปแบบ และปัญหาจากการดำเนินงานเพื่อความปลอดภัยของ
อากาศยานระหว่างเทศกาลยิงบั้งไฟและปล่อยโคมลอย
๓. เพื่อศึกษาแนวทางการแก้ไขป้องกันปัญหาด้านความปลอดภัยในเรื่องเทศกาลที่มีการยิง
บั้งไฟและปล่อยโคมลอย
จากการศึกษาวิจัยและสัมภาษณ์เชิงลึก ผู้วิจัยสรุปผลการวิจัยได้ ดังนี้
ปัญหาการปล่อยโคมลอยและจุดบั้งไฟเป็นประเด็นปัญหาสำคัญระดับชาติที่เกี่ยวข้องกับ
ความปลอดภัยด้านการบิน ควรได้รับการวิเคราะห์แก้ไขโดยเร่งด่วน เพื่อไม่ให้เกิดผลกระทบต่อความ
ปลอดภัยของชีวิต ทรัพย์สินของผู้โดยสาร หรือผู้ใช้บริการห้วงอากาศ และเพื่อป้องกันไม่ให้เกิดผลกระทบต่อความเชื่อมั่นต่อประเทศไทย และชื่อเสียงของชาติ ซึ่งอาจถูกลดระดับความน่าเชื่อถือใน
ด้านความปลอดภัยจนอาจส่งผลกระทบต่อกิจการบินโดยรวมของประเทศ
ผู้วิจัยจึงขอเสนอแนะแนวทางดังต่อไปนี้
๑. หน่วยงานที่เกี่ยวข้องมีการวิเคราะห์ประเด็นปัญหาร่วมกันอย่างต่อเนื่อง โดยยกเป็น
ปัญหาเร่งด่วนระดับชาติ ให้มีการกำหนดมาตรการที่ชัดเจน ประกาศให้ทราบโดยทั่วกันสม่ำเสมอ
๒. รณรงค์ให้ประชาชนตระหนักถึงผลกระทบต่อความปลอดภัยในการเดินทางทางอากาศ
และให้เกิดผลต่อสังคมในการปรับเปลี่ยนพฤติกรรมในการปล่อยโคมลอย บั้งไฟ ให้เป็นการช่วยกัน
ต่อต้านผู้กระทำผิด และให้ผู้รักษากฎหมายใช้อำนาจอย่างเต็มที่ในการจัดการกับผู้ละเมิด
๓. ปลูกฝังค่านิยมให้คนรุ่นใหม่ไม่ปล่อยโคมลอย จุดบั้งไฟ ไม่ว่าจะเป็นกรณีใดๆ และสร้าง
ค่านิยมใหม่ให้หันไปสู่ประเพณีวัฒนธรรมดั้งเดิมที่มีการจุดเพียงประทีป หรือโคมควันแขวน ไม่มีการ
ปล่อยลอยขึ้นฟ้า และให้มีการจุดบั้งไฟโดยใช้วัสดุแบบดั้งเดิม กำหนดพื้นที และช่วงเวลาที่จุดให้อยู่
ในช่วงเทศกาลที่ชัดเจน

ABSTRACT

This research is based on a qualitative study which followed a
methodological procedure guide lines including the reviews of associated Literatures
and interviews of experts in air traffic control field to clarify the Collective action
guideline for aircraft's safety during “Bung Fai” and “Floating Lantern” festival.
The objective of the research is as follows.
1. To study the policies and rules for safe operation of the aircraft involved
during “Bung Fai” and “Floating Lantern” festival.
2. To study the themes and the safety issues of aircraft during the festival
3. To study possible solutions resulting in the safety of aircraft during the
festival.
From the study and in-depth interviews, the research findings are as
follows:
Problems from both festivals are issues of national importance related to
aviation safety. Further analysis should be conducted urgently in order to find
solutions affecting the safety of aircraft, life and property of passengers including all air
space users and to prevent a negative impact on national confidence and reputation which may result in degradation in reliability and safety affecting the country's overall
aviation business.
The researchers would like to suggest the followings:
1. The relevant authorities have to analyze the problem together,
continuously and raise this issue at the national level with clear and concise measures
for the awareness of the public.
2. Campaign to make people aware of the impact on the safety of air travel
in order to change the Bung Fai firing and Floating Lantern releasing behavior and allow
law enforcement the authority to deal with the abuse.
3. Instill values to the younger generation not to fire or release Bung Fai
and Floating Lantern under any circumstances. Create new values to turn to traditional
culture of candlesticks lighting or smoke hanging lamp without floating in the sky and
to designate specified zone and time for the activity during the festival.2. To adapt the policy and strategy of the National Peace Keeping
Council (NHC.) in the prevention of the destruction of forests resources and
create a practical guidelines for the Bureau of Forest Protection and Fire
Control Department of Forestry to follow.
3. To study the problems and possible solution in applying the
policy and strategy of the National Peace Keeping Council (NHC.) in the
prevention of the destruction of forests resources to practice for the Bureau
of Forest Protection, Department of Forestry and Fire Control.
From study and in-depth interviews, the findings are as follows:
1. Policies and strategies to tackle the destruction of the forest
preserve of the National (NHC) is consistent and in line with the National
Forest Policy approved by the Cabinet on December 3, 2528 by targeting at
least 40 percent of the forest areas around the country. It is also in line with
the eleventh edition (2555-2559)of the National Economic and Social Development Plan focusing on economic development, coupled with natural
resource management and environmental sustainability.
2. Guidelines, policies and strategies to tackle the destruction of
forest resources of the National Peace Keeping Council (NHC) is adopted to
become the practice of the Bureau of Forest Protection and Fire Control
Department of Forestry defined by four key aspects.
3.To learn the problems in the implementation of a policy to
tackle the destruction of forest resources by the National Peace Keeping
Council (NHC) in to practice for the Bureau of Forest Protection and Fire
Control Department.
