การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาแนวคิด ทฤษฏีการนำแผนแม่บทการพิทักษ์ทรัพยากร
ป่าไม้ของชาติไปปฏิบัติศึกษาแผนแม่บทการพิทักษ์ทรัพยากรป่าไม้ของชาติและศึกษาการนำ
แผนแม่บทการพิทักษ์ทรัพยากรป่าไม้ของชาติในเขตพื้นที่ป่าคลองเครือหวายเฉลิมพระเกียรติ
จังหวัดจันทบุรีไปสู่การปฏิบัติเป็นการศึกษาวิจัยเชิงคุณภาพ (Qualitative Research) แบบวิจัย
เอกสาร (Documentary Research) แนวคิด ทฤษฏี และการสัมภาษณ์เชิงลึก (In-depth Interview)
กลุ่มเป้าหมายที่ใช้ในการเก็บข้อมูลได้แก่ ผู้ให้ข้อมูลสำคัญ (Key Informants) จำนวน ๔ คน
ผลการศึกษาพบว่า
การนำแผนแม่บทพิทักษ์ทรัพยากรป่าไม้ของชาติไปปฏิบัติในเขตพื้นที่ป่าคลองเครือหวาย
เฉลิมพระเกียรติ จังหวัดจันทบุรีเป็นขั้นตอนที่ ๒ ของกระบวนการนโยบายสาธารณะซึ่งหน่วยงาน
ที่เกี่ยวข้องมีการแปลงแผนแม่บทพิทักษ์ทรัพยากรป่าไม้ของชาติสู่การปฏิบัติด้วยการจัดทำเป็นแผนงาน
และโครงการ และดำเนินงานตามกรอบยุทธศาสตร์ที่ได้กำหนดไว้ในแผนแม่บทพิทักษ์ทรัพยากรป่าไม้
ของชาติซึ่งผู้บังคับบัญชาระดับสูงทุกท่านให้ความสำคัญและมีการกำกับดูแลอย่างใกล้ชิด และได้
กำหนดให้มีการรายงานผลการปฏิบัติงานอย่างต่อเนื่อง นอกจากนี้ยังมีการะดมพลังปฏิบัติและทำงาน
ร่วมกันแบบบูรณาการซึ่งแต่ละหน่วยงานให้การสนับสนุนเป็นอย่างดีอย่างไรก็ตาม แม้ว่าทุกหน่วยงาน
มีศักยภาพในการนำแผนแม่บทพิทักษ์ทรัพยากรป่าไม้ของชาติไปปฏิบัติในเขตพื้นที่ป่าคลองเครือหวาย
เฉลิมพระเกียรติ จังหวัดจันทบุรีก็ตาม แต่ยังพบว่ามีปัญหาและอุปสรรคในด้านกำลังพล งบประมาณ
และการมีส่วนร่วมของประชาชนในพื้นที่
การวิจัยครั้งนี้มีข้อเสนอแนะว่าผู้บริหารระดับสูงที่มีหน้าที่ในการนำแผนแม่บทการพิทักษ์ทรัพยากรป่าไม้ของชาติไปปฏิบัติต้องสนับสนุนให้มีการปฏิบัติอย่างจริงจังและต่อเนื่อง แสวงหา
การสนับสนุนจากสมาชิกในหน่วยงานตลอดจนบุคคลสำคัญหรือองค์กรอื่นที่อยู่ในท้องถิ่น หน่วยงาน
ที่นำแผนแม่บทพิทักษ์ทรัพยากรป่าไม้ของชาติไปปฏิบัติต้องมีสมรรถนะองค์การสูงทุกด้าน เจ้าหน้าที่
ผู้ปฏิบัติจะต้องมีความรู้ ความสามารถและมีความชำนาญในทักษะที่จำเป็น รัฐควรจัดสรรงบประมาณ
ให้เพียงพอและเปิดโอกาสให้ประชาชนมีส่วนร่วมในการกำหนดทิศทางของการดำเนินงานผู้บริหาร
ระดับล่างจะต้องมีมนุษย์สัมพันธ์และสามารถติดต่อประสานงานให้ผู้ที่เกี่ยวข้องเข้ามามีส่วนร่วม
ในการนำแผนไปปฏิบัติอีกทั้งควรแสวงหากลยุทธ์หรือวิธีการในการปฏิบัติงานใหม่ ๆ และมีการ
ประชาสัมพันธ์ ชี้แจง สร้างความเข้าใจที่ถูกต้องให้กับประชาชนด้วย

Abstract
Title : Appropriate Implementation Plan for the Protection of National
Forest in Klong-Krue-Wai-Chaleom-Pra-Kiet wildlife, Chanthaburi

The objective of this research was to study the concept and theory of the
Implementation Plan for National Forest in Klong-Krue-Wai-Chaleom-Pra-Kiet Wildlife,
Chanthaburi. The qualitative and documentary researches on concept and theory
together with in-depth interview from 4 key informants were employed in the study.
The findings indicated that the Implementation Plan for National Forest in
Klong-Krue-Wai-Chaleom-Pra-Kiet Wildlife, Chanthaburi, was in the second stage of
public policy process. The government agencies concerned were adjusting the
implementation plan for National Forestry Protection Plan into practice by issuing
action plans and projects as well as implementing them in accordance with the
strategic framework which was stated in the master plan of Nation Forestry Protection
Plan. Every high-rank commanding officer gave priority to the plan and closely
supervised the plan implementation. Consistent progress reports were required. In
addition, joint cooperation and job integration were well provided by every
department. Despite the facts that every party had good potential in implementing
the plan for National Forest in Klong-Krue-Wai-Chaleom-Pra-Kiet Wildlife, Chanthaburi,
problems and obstacles on manpowering, budgeting and local people’s cooperation
were observed.
The research suggested that people in the management level who were in
charge of implementing the master plan of National Forestry Protection are to crucially and consistently support the operation. A search for cooperation from members in
the organizations as well as key persons or units in the local area is needed. The
working units who put the master plan of National Forestry Protection into action need
to be well equipped with knowledge, capability and appropriate skills. Government
should allocate sufficient budget and facilitate people’s participation in directing the
operation. The lower administrators need to establish rapport and possess adequate
ability in coordinating concerned parties to participate in the plan implementation.
New strategies or new ways of operation as well as public relations should be
employed to create people’s proper understanding.
