ภัยพิบัติในปัจจุบันมีแนวโน้มที่จะรุนแรง,มีผลกระทบในวงกว้างและเกิดบ่อยครั้งขึ้น
ก่อให้เกิดการสูญเสียทั้งชีวิตและทรัพย์สินของประชาชนและประเทศชาติเป็นอย่างมาก ภัยพิบัติที่
เกิดขึ้นต้องมีการเตรียมการหาวิธีป้องกันและระงับเหตุที่เกิดขึ้นโดยเร็ว พร้อมทั้งให้การช่วยเหลือ
ประชาชนที่ได้รับผลกระทบอย่างเร่งด่วน ภารกิจการบรรเทาสาธารณภัยของกองทัพเป็นส่วนราชการ
หน่วยหนึ่งที่มีหน้าที่ให้ความช่วยเหลือ กองพลพัฒนาที่ ๒ ในฐานะหน่วยขึ้นตรงของกองทัพภาคที่ ๒
ได้รับมอบภารกิจบรรเทาสาธารณภัยเป็นหน่วยปฏิบัติระดับพื้นที่เป็นส่วนรวม ดังนั้นกองพลพัฒนาที่ ๒
จึงต้องมีการเตรียมการเพื่อปฏิบัติภารกิจบรรเทาสาธารณภัย โดยต้องมีการจัดทำแผนงาน ฝึกอบรม
เจ้าหน้าที่ จัดเตรียมยุทโธปกรณ์ รวมทั้งมีการประสานงานกับหน่วยงานด้านบรรเทาสาธารณภัยฝ่ายพลเรือน
เพื่อเตรียมการในการปฏิบัติงานร่วมกัน การพัฒนาภารกิจบรรเทาสาธารณภัยของกองพลพัฒนาที่ ๒
จะทำให้กองพลพัฒนาที่ ๒ มีความพร้อมในการปฏิบัติภารกิจบรรเทาสาธารณภัยทั้งในต้านกำลังพล
ยุทโธปกรณ์ รวมทั้งแผนการปฏิบัติ
ดังนั้น ด้วยความสำคัญของการพัฒนาภารกิจบรรเทาสาธารณภัยของกองพลพัฒนาที่ ๒
ในภาคตะวันออกเฉียงเหนือที่กล่าวมาข้างต้น ผู้วิจัยซึ่งเคยดำรงตำแหน่ง รองผู้บังคับการกรมทหารช่างที่ ๒
ในฐานะผู้ปฏิบัติภารกิจบรรเทาสาธารณภัย และเคยดำรงตำแหน่งรองเสนาธิการกองพลพัฒนาที่ ๒ ใน
ฐานะฝ่ายอำนวยการมีหน้าที่อำนวยการ,วางแผนและกำกับดูแลภารกิจบรรเทาสาธารณภัย จึงมีความ
สนใจที่จะวิจัยในเรื่องการพัฒ นาภารกิจบรรเทาสาธารณ ภัยของกองพลพัฒ นาที่ ๒ ใน
ภาคตะวันออกเฉียงเหนือนี้ เพื่อนำประสบการณ์ในการดำเนินการที่ผ่านมาแล้วประสบปัญหาข้อขัดข้อง มาศึกษาหาวิธีแก้ไขจากการค้นคว้าตำรา,เอกสาร รวมทั้งพูดคุยกับผู้มีประสบการณ์ เพื่อใช้ผลการวิจัย
นำเสนอแนวทางในการพัฒนาภารกิจบรรเทาสาธารณภัยของกองพลพัฒนาที่ ๒ ให้มีประสิทธิภาพมาก
ยิ่งขึ้น สามารถรองรับภัยพิบัติทุกรูปแบบที่จะเกิดขึ้นในอนาคต และเพื่อเป็นแนวทางการปรับปรุง
บุคลากร,สิ่งอุปกรณ์ รวมทั้งยุทโธปกรณ์ในการบรรเทาสาธารณภัยของกองพลพัฒนาที่ ๒ มีความ
เหมาะสมในการปฏิบัติภารกิจบรรเทาสาธารณภัย ในภาคตะวันออกเฉียงเหนือมากยิ่งขึ้นต่อไป อีกทั้ง
ใช้ผลการวิจัยนำเสนอแนวทางในการปฏิบัติงานร่วมกับหน่วยงานบรรเทาสาธารณภัยฝ่ายพลเรือนใน
ฐานะที่กองทัพบกเป็นส่วนราชการหน่วยหนึ่งที่มีหน้าที่ให้ความช่วยเหลือ ในการบรรเทาสาธารณภัย
ตามแผนการป้องกันภัยฝ่ายพลเรือน ตามพระราชบัญญัติป้องกันและบรรเทาสาธารณภัย พ.ศ.๒๕๕๐
ให้การปฏิบัติงานร่วมกันมีประสิทธิภาพมากยิ่งขึ้น การศึกษาวิจัยในครั้งนี้เป็นการวิจัยเชิงคุณภาพ
ประกอบการสัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิ ๓ ท่าน คือ ผู้บัญชาการกองพลพัฒนาที่ ๒ ,รองผู้บัญชาการ
กองพลพัฒนาที่ ๒ และเสนาธิการการกองพลพัฒนาที่ ๒ รวมทั้งใช้ข้อมูลทุติยภูมิ คือ ข้อมูลที่ได้จาก
เอกสารทางวิชาการ แนวคิดทฤษฎีและผลงานวิจัยที่เกี่ยวข้อง ซึ่งผู้วิจัยได้รวบรวมข้อมูลโดยค้นคว้าจาก
แหล่งต่างๆ มาวิเคราะห์กำหนดแนวทางในการพัฒนาภารกิจบรรเทาสาธารณภัยของกองพลพัฒนาที่ ๒
ในพื้นที่ภาคตะวันออกเฉียงเหนือ
ผลจากการศึกษาวิจัย พบว่า กองพลพัฒนาที่ ๒ เป็นหน่วยที่มีบทบาทหน้าที่การปฏิบัติใน
การช่วยเหลือบรรเทาทุกข์แก่ประชาชนที่ประสบภัยพิบัติโดยตรง มีโครงสร้างอัตราการจัดยุทโธปกรณ์
เรียบร้อยแล้วแต่ก็ไม่รับอนุมัติให้ดำเนินการบรรจุกำลังพลเพื่อปฏิบัติหน้าที่ ที่ดำเนินการอยู่ก็โดยการ
สนธิกำลังจากส่วนต่างๆ ภายในหน่วยพอให้สามารถปฏิบัติหน้าที่ในการช่วยเหลือผู้ประสบภัยในขั้นต้น
เท่านั้น ดังนั้นจึงควรมีการจัดตั้งกองร้อยบรรเทาสาธารณภัยและบรรจุกำลังพลตามอัตราการจัดแต่ถ้ายัง
ไม่สามารถจัดตั้งได้กองพลพัฒนาที่ ๒ จะต้องจัดกำลังเผชิญเหตุเบื้องต้นเพื่อพร้อมเผชิญสถานการณ์
ภัยพิบัติในแบบต่างๆ ไว้ โดยภายในโครงสร้างการจัด จะแบ่งออกเป็น ส่วนบัญชาการ ส่วนสนับสนุน
ส่วนเครื่องมือกู้ภัย ส่วนขนย้าย และส่วนแรงงานทั่วไป ขนาดอัตรากำลัง แปรเปลี่ยนไปตามประเภท
และขนาดภัยพิบัติ และควรมีการอบรมให้ความรู้กำลังพลของหน่วยทหารในเรื่องการจัดทำแผนป้องกัน
และบรรเทาสาธารณภัยของหน่วย และเป็นหน่วยประสานงานขับเคลื่อนการจัดทำแผนการบูรณาการ
ร่วมหน่วยงานทุกภาคส่วน เพราะการให้ความรู้ และสร้างเครือข่ายความร่วมมือตั้งแต่ยามปกติจะช่วย
ลดความสูญเสียเมื่อเกิดภัยพิบัติได้ และควรมีการส่งกำลังพลของหน่วยเข้าร่วมฝึกซักซ้อมแผนกับ
หน่วยงานด้านบรรเทาสาธารณภัยอย่างสม่ำเสมอ และเสนอแนะหน่วยงานที่เกี่ยวข้องเพื่อผลักดันให้เกิด
การซักซ้อมแผนบรรเทาสาธารณภัยระหว่างหน่วยงาน มูลนิธิ องค์กรการกุศล ในพื้นที่เสี่ยงภัยพิบัติ
หรือ ซักซ้อมแผนเผชิญเหตุกรณีเกิดภัยพิบัติในพื้นที่ใดๆ เพื่อให้หน่วยงานต่างๆ รับทราบบทบาทหน้าที่
และเมื่อเกิดภัยพิบัติให้หน่วยปฏิบัติงานจัดส่วนล่วงหน้าเคลื่อนที่เร็วเพื่อประสานการปฏิบัติขั้นต้นใน
พื้นที่ประสบภัยทันที หลังจากนั้นให้ส่วนล่วงหน้าส่งข้อมูลให้ส่วนหลังเพื่อนำกำลังเพิ่มเติมเข้าสู่พื้นที่
ประสบภัยต่อไปABSTRACT

Nowadays, disaster is likely to be more severe, vastly affecting,
more frequent and causing more of enormous loss in life and property to the
people and the nation. Prevention and suspension policies are needed for
the occurred disasters along with urgent provision of help to the people
affected. Royal Thai Army is one of the units in the government service which
is responsible for providing the assistances. 2
nd Development Division, under
the direct patronage of the 2
nd Army Area, is responsible for disaster relief
mission in the whole area of the region. Thus, 2nd Development Division must
be prepared for disaster relief missions. It must have an appropriate plan,
officer training, and utilities preparation as well as coordinating with civilian
disaster relieving units to prepare for the cooperation. The Development of
Disaster mitigation mission in Northeastern of 2nd Development Division will make the division ready for disaster relief missions in providing adequate
officers, military equipment and the proper action plan.
On account of the importance of Development of Disaster
mitigation mission in Northeastern of 2nd Development Division, as mentioned
above, the researcher, as a former Executive Officer of the 2
nd Engineer
Regiment in disaster relief missions, former Deputy Chief of Staff of the 2
nd
Development Division and having served as the director responsible for
directing, planning and supervising the disaster relief mission, is interested in
researching the development of disaster relief missions in the 2
nd
Development Division of the Northeast. The study will bring experiences
from the past year into study and find a solution by text researches,
documents and talking with the experienced. The findings will lead to
developing the more effective mission of disaster relief, supporting all forms
of disaster in the future and leading to the improvement of personnel, utility
and equipment of the Mitigation Division 2 development to be more
appropriate in disaster relief missions in the Northeast. Furthermore, the
findings will lead to more effective cooperation between Civilian Disaster
Relief Agencies, as a unit that responsible for providing assistance according
to Disaster Prevention and Mitigation Act 2 5 5 0. This study is a qualitative
research composed of the interview in depth of 3 experts, the commander
of the 2
nd Development Division, Deputy Division commander of the 2
nd
Development Division and Chief of Staff the 2nd Development Division. This
research also included secondary data which are information from the
document, academic theory and involved research. The researchers gathered
data and research from various sources to analyze and determine the development of Disaster Mitigation mission of 2
nd Development Division in
the Northeast.
The study found that 2nd Development Division played a practical
role in assisting relief for people who was affected directly, had a successful
structural rate but did not approve the process of personnel appointment.
The mission is operated solely by the joint of internal unit which is enough
to perform duties in assisting victims only initially. Therefore, Disaster Relief
Company should be established and the personnel should be appointed. If
the company cannot be appointed, the 2nd Development Division must
arrange the unit to initially manage the disaster situations. The internal
structure of the unit arrangement should be divided into the headquarters,
supporting, equipment, transport and general work unit which varies by type
and severity of the disaster. The unit should also be trained and educated
about disaster prevention and relief and should be a coordinator driving the
integrated planning in all sectors because awareness and creating a network
of cooperation in normal situation can reduce losses of a disaster. The
personnel of the unit should be to join the practice of disaster relief with
agencies regularly and proposed relevant agencies to push the rehearsing
plan between international agencies, Foundation and Charity Organization in
the risk areas to emphasize their duties. In time of the disaster, the urgent
operating should be immediately established to coordinate primarily in the
affected area, after that, the operating unit should report to the following
unit to bring assistances to the area.
