การวิจัยเรื่อง“แนวทางการปรับปรุงระบบเครือข่ายข้อมูลการยุทธทางอากาศของศูนย์
ยุทธการทาง อากาศ” มีวัตถุประสงค์เพื่อศึกษาเพื่อประเมินผลเปรียบเทียบความแตกต่างของการ
ปฏิบัติการระหว่างการปฏิบัติงานของระบบเครือข่ายข้อมูลการยุทธทางอากาศ กับการปฏิบัติการของ
ระบบข้อมูลการบัญชาการและควบคุม และเพื่อหาแนวทางการปรับปรุงระบบเครือข่ายข้อมูลการยุทธ
ทางอากาศของศูนย์ยุทธการทางอากาศ เพื่อสนับสนุนการปฏิบัติการเครือข่ายเป็นศูนย์กลางได้อย่างมี
ประสิทธิภาพ
การวิจัยนี้เป็นการวิจัยเอกสาร โดยมีการรวบรวมข้อมูลจากต ารา เอกสารเทคนิค ระเบียบ
ค าสั่งที่เกี่ยวข้อง กับระบบเครือข่ายข้อมูลการยุทธทางอากาศ แนวคิด การปฏิบัติการใช้เครือข่ายเป็น
ศูนย์กลาง ตลอดจนการสัมภาษณ์เชิงลึก จากผู้เชี่ยวชาญ เกี่ยวกับ ระบบเครือข่ายข้อมูลการยุทธทาง
อากาศ ของกองทัพอากาศ เพื่อก าหนดแนวทางการปรับปรุงระบบเครือข่ายข้อมูลการยุทธทางอากาศ
ในระบบ การปฏิบัติการใช้เครือข่ายเป็นศูนย์กลาง Network Centric Operations
ผลการวิจัยพบว่า เทคโนโลยีสารสนเทศและการสื่อสารส่งผลกระทบต่อรูปแบบของระบบ
เครือข่ายข้อมูลการยุทธทางอากาศ ที่ต้องมีคุณลักษณะส าคัญประกอบด้วย ความรู้ความสามารถ ใน
การปฏิบัติการร่วม ความรู้ความสามารถในการปฏิบัติการใช้เครือข่ายเป็นศูนย์กลาง ความรู้
ความสามารถในด้านการบัญชาการและควบคุม C

ส าหรับระบบปฏิบัติการใช้เครือข่ายเป็นศูนย์กลาง ต้องเริ่มจากการแก้ไขปัญหาเกี่ยวกับ
วัฒนธรรมองค์กร ระบบการฝึกศึกษา การบริหารจัดการองค์กร และคุณภาพก าลังพล เพื่อเป็นพื้นฐาน
การพัฒนา ระบบบัญชาการและควบคุม ระบบบริหารจัดการข้อมูล อันจ าเป็นต่อการปรับปรุงระบบเครือข่ายข้อมูลการยุทธทางอากาศ เพื่อเชื่อมโยงข้อมูลระหว่างผู้บังคับบัญชาหรือผู้มีอ านาจตัดสินใจ

The objectives of the research “ The Guideline For Improvement of Air
Combat Information Network System of Directorate of Air Operations Control For
Evaluation comparison the different of Operations During the operation of Air Combat
Information Network with The execution of Command and Control Information System
For Evaluation comparison the different of Operations .
This research was a documentary study ,in network centric operations
implementation and military operations ,In addition to the results of the documentary
study ,in-depth interviews with experts on network centric operations and air combat
information network system were use to develope the air combat information network
process suitable in network centric operations .
The results of the study reviewed that the Air Combat Information Network
system ,in network centric operations were strongly affected by information and
network technology. in network centric operations required forces that-were
Knowledge – edge, Capable of working in network and joint operations environment,
multi-role / multi-task as well as having C4
and cyber warfare.
network centric operations , the process had to start with solving the
fundamental problems which included Core values and culture, training and
education system, organization management and personnel Quality. This problem
solving would help form bases for the development of doctrine, command and
control system, information management system, These systems were necessary for
the successful development of information network connecting decision makers,
sensors and forces, air combat information network in network centric operation.
