มนุษย์ยุคปัจจุบันได้วิวัฒนาการก้าวยุคสารสนเทศ (Information Age) การพัฒนา
เทคโนโลยีสารสนเทศและการสื่อสารมีความเจริญก้าวหน้ามากขึ้นอย่างรวดเร็ว สังคมมนุษย์ใช้งาน
ระบบอินเทอร์เน็ต เครือข่ายเพื่อติดต่อสื่อสารกันที่มีการใช้งานแพร่หลายทั่วโลก ท าให้เปลี่ยนวิธีการ
ด ารงชีวิตของผู้คนที่ส่วนใหญ่ที่หันมาท าธุรกรรม กิจกรรมเผยแพร่ความคิดเห็นแบบต่างๆ บนเครือข่าย
อินเตอร์เน็ตมากขึ้น กลายเป็นโลกไซเบอร์ (Cyberspace) และเป็นแหล่งท าให้เกิดภัยคุกคามรูปแบบ
ใหม่ ส่งผลกระทบต่อความมั่นคง สงครามไซเบอร์ (Cyber Warfare) จึงเกิดขึ้น และถูกใช้เป็น
เครื่องมือในการท าสงครามในมิติใหม่ โดยมีวิวัฒนาการ สลับซับซ้อนมากขึ้นไปเรื่อยๆ และกองทัพ
ไทยมีการพัฒนากองทัพไปสู่ยุคข้อมูลข่าวสาร มีการพัฒนาระบบควบคุมบังคับบัญชาให้สามารถ
สนับสนุนการปฏิบัติการร่วม โดยใช้การปฏิบัติการที่ใช้เครือข่ายเป็นศูนย์กลาง (Network Centric
Operations : NCO) ซึ่งเป็นการประยุกต์ใช้เทคโนโลยีสารสนเทศและการสื่อสาร (ICT) ใช้การ
เชื่อมโยงข้อมูลระหว่างหน่วยต่างๆ ที่เกี่ยวข้องเข้าด้วยกันเป็นพื้นฐานหลัก ท าให้จ าเป็นต้องมีการน า
การปฏิบัติการของสงครามไซเบอร์ มาสนับสนุนให้เครือข่ายการเชื่อมต่อของ NCO มีความอยู่รอด
ปลอดภัยจากการปฏิบัติการไซเบอร์ของฝ่ายตรงข้าม และใช้เป็นเครื่องมือโจมตีทางไซเบอร์หรือ
ปฏิบัติการข่าวสารด้วย แต่ปัจจุบัน การด าเนินงานสงครามไซเบอร์ของกองบัญชาการกองทัพไทย ยังไม่ชัดเจน หรือมีความพร้อมที่จะสามารถสนับสนุนการปฏิบัติการที่ใช้เครือข่ายเป็นศูนย์กลางได้อย่าง
เหมาะสมและมีประสิทธิภาพ ท าให้ผู้วิจัยมีความประสงค์ที่จะศึกษา แนวทางการด าเนินงานสงคราม
ไซเบอร์ของกองบัญชาการกองทัพไทยเพื่อสนับสนุนการปฏิบัติการที่ใช้เครือข่ายเป็นศูนย์กลางโดยมี
วัตถุประสงค์ ๓ ประการ คือ เพื่อศึกษา หลักการ ทฤษฎีและแนวคิดที่เกี่ยวข้องกับสงครามไซเบอร์
และการปฏิบัติการที่ใช้เครือข่ายเป็นศูนย์กลาง เพื่อศึกษา วิเคราะห์ สถานภาพงานสงครามไซเบอร์
ของกองบัญชาการกองทัพไทย และเพื่อวิเคราะห์และพัฒนาให้ได้แนวทางที่เหมาะสม ในการ
ด าเนินงานสงครามไซเบอร์ของกองบัญชาการกองทัพไทย ให้สามารถสนับสนุนการปฏิบัติการที่ใช้
เครือข่ายเป็นศูนย์กลางได้อย่างมีประสิทธิภาพ การศึกษาวิจัยในครั้งนี้เป็นการวิจัยเชิงคุณภาพ แบบ
วิจัยเอกสาร โดยใช้ข้อมูลปฐมภูมิ คือ ข้อมูลจากการสังเกต และจากการสัมภาษณ์เชิงลึกผู้มีบทบาท
ในการก าหนดนโยบาย ยุทธศาสตร์ ผู้ปฏิบัติงานที่เกี่ยวข้องกับสงครามไซเบอร์และการปฏิบัติการที่ใช้
เครือข่ายเป็นศูนย์กลาง รวมทั้งใช้ข้อมูลทุติยภูมิ คือ ข้อมูลที่ได้จากเอกสารทางวิชาการ แนวคิด
ทฤษฎีจากผลงานวิจัยที่เกี่ยวข้อง รวบรวมข้อมูลโดยค้นคว้าจากแหล่งต่าง ๆ
ผลจากการศึกษาวิจัยพบว่า สถานภาพการด าเนินงานสงครามไซเบอร์ของกองบัญชาการ
กองทัพไทย มีปัญหา ข้อขัดข้องและข้อจ ากัด ได้แก่ การขาดแคลนเครื่องมืออุปกรณ์ปฏิบัติงาน
บุคลากรปฏิบัติงานมีไม่เพียงพอ และขีดความสามารถไม่เพียงพอ ระเบียบ วิธีปฏิบัติ กฎหมาย
ล้าสมัย ไม่รองรับการปฏิบัติงาน จ าเป็นต้องมีการพิจารณาปรับปรุง เพิ่มเติม ให้สามารถรองรับ
กระบวนการท างานและการปฏิบัติการได้การจัดหน่วยยังไม่ครอบคลุมกิจกรรมงานสงครามไซเบอร์
และการบริหารจัดการงานสงครามไซเบอร์ยังไม่เป็นเอกภาพ แนวทางการด าเนินการและแก้ไขปัญหา
การด าเนินงานสงครามไซเบอร์ในกรอบของกองบัญชาการกองทัพไทยเพื่อสนับสนุนการปฏิบัติการที่
ใช้เครือข่ายเป็นศูนย์กลาง สมควรต้องมีการด าเนินการโดยสอดคล้องกับหลักการด าเนินงานสงคราม
ไซเบอร์ในสถานการณ์ปัจจุบันและสภาพแวดล้อมในฐานะเป็นหน่วยในกองบัญชาการกองทัพไทย
ดังนี้ควรปรับปรุงโครงสร้างการจัดหน่วยในการปฏิบัติงานให้เหมาะสมชัดเจน ควรสรรหาพัฒนา
บุคลากรด้านปฏิบัติการไซเบอร์ ที่มีขีดความสามารถสูง จ านวนเพียงพอ ควรจัดหาพัฒนาเครื่องมือ
อุปกรณ์ และห้องปฏิบัติการ และควรมีการปรับปรุง จัดท า นโยบาย กฎ ระเบียบ มาตรการ แนว
ทางการปฏิบัติงานให้ทันสมัย สอดคล้องกับเทคโนโลยีที่พัฒนาเปลี่ยนแปลงไป ซึ่งการด าเนินงาน
จ าเป็นต้องค านึงถึงงบประมาณที่จะสนับสนุนด้วย โดยมีข้อเสนอแนะในการจะด าเนินการให้ส าเร็จ
เป็นรูปธรรมคือ ในระดับนโยบาย ผู้บังคับบัญชาระดับสูงต้องให้ความส าคัญและสนับสนุน โดย
ก าหนดนโยบายให้มีความเร่งด่วนในการด าเนินการให้มีประสิทธิผลโดยเร็วตามกรอบการพัฒนาระบบ
ควบคุมบังคับบัญชาของกองทัพไทย และระดับผู้ปฏิบัติ หน่วยงานที่รับผิดชอบต้องมีการจัดท า
ยุทธศาสตร์ และแผนแม่บทการพัฒนาสงครามไซเบอร์ รวมทั้งจัดท าแผนการด าเนินงานสงครามไซ
เบอร์ให้สอดคล้องกับแนวทางการพัฒนาระบบควบคุมบังคับบัญชาที่มุ่งสู่การปฏิบัติการร่วมที่ใช้
เครือข่ายเป็นศูนย์กลาง ตลอดจนมีแผนการพัฒนาบุคคลากรด้านการสงครามไซเบอร์ด้วยให้มีขีด
ความสามารถสูงขึ้น

Modern humans evolved toward information technology (Information Age).
The development of information and communications technology is making progress
more quickly. The use of the Internet Network to communicate with applications
worldwide. Changing the lives of more and more people who mostly turned to the
transaction, activities in publishing opinion. The internet which became a cyber space
(Cyberspace) and is causing a new kind of threat affecting stability. Cyber Warfare has
occurred and is used as a tool of war in a new dimension. Evolving into indefinite
complexity The Royal Thai Armed Forces has evolved into the information age which
has the development of control systems to support joint operations. Using a
network-centric operations (NCO), this application of information and
communications technology (ICT) link data between the relevant authorities into a
primary basis. Making it necessary to involve cyber war in support of the network
connectivity of the network operating center to survive from the cyber opposition
and use it as a tool for a cyber attack and information operation war. Current
operating cyber warfare of the Royal Thai Armed Forces Headquarters is not clear or
are ready to support network-centric operating properly and efficiently. The
researchers intend to study operations, cyber warfare of the Royal Thai Armed Forces
Headquarters to support network-centric operating, with 3 objectives;. To study the
principles, theories and concepts related to cyber warfare and network-centric
operations. To analyze the status of cyber war capability of the Royal Thai Armed
Forces Headquarters. And to analyze and develop appropriate guidelines for the
implementation of the Cyber Warfare Royal Thai Armed Forces Headquarters to support network-centric operation effectively. The study was a qualitative research
by using primary data as the data from observation. And in-depth interviews have a
role in defining the strategic policy for practitioners involved in cyber-warfare and
network-centric operations. The secondary data is information from technical
documents related theoretical research, data collection and research from various
sources.
Results from the study showed that the implementation status of cyber
warfare of the Royal Thai Armed Forces Headquarters has problems and limitations
including lack of operational equipment. There are not enough personnel to perform
and insufficient capacity. Obsolete legal procedures which does not support required
operations, further consideration and improvements are needed to support work
processes and operations. The unit also does not cover the activities of cyber warfare
and the management of cyber warfare has not been unified. Guidelines for the
implementation and operational solutions in the framework of cyber warfare of the
Royal Thai Armed Forces Headquarters to support the network-centric operations are
required. It must be conducted in accordance with the principles of cyber war in the
current situation and the environment as a unit in the Royal Thai Armed Forces
Headquarters, suggestions are as follows. By restructuring the organization to perform
the appropriate nomination should be clearly developed. The recruitment,
development of Cyber Operations Personnel has to be of higher capabilities with
sufficient number. The supply of equipment, laboratories, and policy making,
regulatory measures, work practices has to be up to date. Compliance with evolving
technology changes should be improved. The cyber warfare operations has to take
into account the budget to support. The recommendation to take action to achieve
the followings. At the policy level high command be improved and supported by
policy makers to the urgency of action to be come effective according to the system
command control of Royal Thai Armed Forces. And practitioners authorities have to
prepare a strategy and master plan for the development of cyber warfare and cyber
war operations plan in accordance with guidelines developed control systems that
are geared towards co-operating in a network-centric. As well as personnel
development plans for cyber warfare with a higher capabilities.
