เอกสารวิจัยฉบับนี้ จัดทำขึ้นเพื่อศึกษาถึงปัจจัยที่มีผลกระทบต่อขวัญและกำลังใจในการ
ปฏิบัติงานของกำลังพลหน่วยบัญชาการป้องกันภัยทางอากาศกองทัพบก และการเสริมสร้างประสิทธิภาพ
การปฏิบัติงานของกำลังพลหน่วยบัญชาการป้องกันภัยทางอากาศกองทัพบก ซึ่งถือว่าเป็นหน่วยงานหนึ่งที่มี
ความสำคัญของกองทัพบก โดยการวิจัยครั้งนี้ ใช้วิธีวิจัยเชิงคุณภาพ ด้วยการศึกษาค้นคว้าข้อมูลจากแนวคิด
ทฤษฎี และเอกสารวิจัยที่เกี่ยวข้อง การดำเนินการจัดเก็บข้อมูลด้วยการจัดการสนทนากลุ่มจาก
กลุ่มเป้าหมาย ซึ่งเป็นกำลังพลสังกัดหน่วยบัญชาการป้องกันภัยทางอากาศกองทัพบก จำนวน ๓๒ นาย
ประกอบด้วย นายทหารสัญญาบัตร จำนวน ๗ นาย และนายทหารประทวน จำนวน ๒๕ นาย และทำการ
สัมภาษณ์เชิงลึกผู้บัญชาการหน่วยบัญชาการป้องกันภัยทางอากาศกองทัพบก ผู้บังคับหน่วยรองหลักของ
หน่วยบัญชาการป้องกันภัยทางอากาศกองทัพบก โดยได้นำข้อมูลเหล่านั้นมาทำการศึกษาและวิเคราะห์
แปลผล
ผลการวิจัยพบว่า ปัจจัยที่มีผลกระทบต่อขวัญและกำลังใจในการปฏิบัติงานของกำลังพลหน่วย
บัญชาการป้องกันภัยทางอากาศกองทัพบก ในระดับมาก คือสภาพการปฏิบัติงาน เงินเดือนและสวัสดิการ
ในระดับปานกลาง คือความก้าวหน้า ในระดับน้อย คือความเชื่อมั่นในผู้บังคับบัญชา การได้รับการยอมรับ
จากหน่วยงานและความสัมพันธ์ระหว่างเพื่อนร่วมงาน สำหรับแนวทางในการเสริมสร้างประสิทธิภาพการ
ปฏิบัติงานของกำลังพลหน่วยบัญชาการป้องกันภัยทางอากาศกองทัพบก ประกอบด้วย การเร่งดำเนินการเกี่ยวกับการบริหารจัดการกำลังพลในด้านการขาดแคลนกำลังพล และการหมุนเวียนกำลังพล การปรับปรุง
แก้ไข และเพิ่มเติมเครื่องมือเครื่องใช้ที่จำเป็นในการปฏิบัติงาน จัดโครงการสวัสดิการเพื่อลดค่าใช้จ่ายของ
กำลังพลและครอบครัว ส่งเสริมให้กำลังพลมีบ้านพักอาศัยเป็นของตนเอง โดยให้สิทธิการเบิกค่าเช่าซื้อ
บ้านพักอาศัยหลังแรกของกำลังพลทุกคน การพิจารณาความดีความชอบ ผู้บังคับบัญชาต้องยึดมั่นในระบบ
คุณธรรม การก่อสร้างอาคารสถานที่ทำงานซึ่งมีอัตราอาคารรองรับอยู่แล้ว แต่ยังไม่ได้รับการสนับสนุน
งบประมาณ เพื่อให้กำลังพลได้สถานที่ปฏิบัติงานที่เป็นสัดส่วนและเหมาะสมกับลักษณะงาน

ABSTRACT
Title : Enhancement of operational efficiency of personnel of The Army
Air Defense Command

This research is conducted to observe factors influencing on morale of officers
working at The Army Air Defense Command, which is considered one of the most
important units of the Royal Thai Army, and to enhance their working performance at the
unit. This research will use the qualitative research method by gathering information from
various sources, including concepts, theories, and related research documents. The
collection of data will be done by arranging discussion for the targeted groups which are
the personnel of The Army Air Defense Command The target groups include 32 officers, 7
of them as commissioned officers and 25 of them as noncommissioned officers. The indepth interviews with the commander and the second -in-com m and of The Army Air
Defense Command are also conducted to gather relevant data and information for this
research.
The research has found that high-level officers, the factors affecting on their
morale are the operational condition,salary, and welfare. For the mid-level officers, th e
factor is progression while the low-level officers are concerned about reliance on their
commanders, acceptance from the unit and relations among their colleagues. The methods on enhancement of operational efficiency of The Army Air Defense Command
should be to urgently review the personnel administration policy by recruiting more
personnel and getting them rotated, improving and adding on the necessary equipments
for the operation. Moreover, the welfare for the expense of the personnel and their
families should be set up in order to promote them to have their own residences by giving
a right to disburse the first rental house for every personal. For consideration of their feats,
the commander must stand for justice system. In addition, provision of a new office
building which has already planned but still has not been granted the budget support
should be considered. This is to let the personnel operate proportionally and
appropriately with types of their work.
